This article review summarizes Leonard D. White's approach to public administration, including his views on values, law, and administration. White proposes that Goodnow's has not been able to make a clear difference between the administrative and public administration law. However, he adopts the Frank Goodnow's description of the administrative law as the portion of the general requirements that determine the ability of the regulatory governance and outlines to all people the challenges that come along with the violation of these rights.
