INTRODUCTION
Public Diplomacy is defined as the specialized term that is significant in the foreign
policy and maintenance of international relations to mange the cordial amiability at the
borderline. It is popularly called as the people's diplomacy and is related to the official efforts for
fulfilling the strategic objectives of any government country (Matiuta, 2019). Primarily it is
regulated by the mutual efforts between the foreign countries to design, evaluate and execute the
communication through direct channels. This case study is based on understanding the public
diplomacy between Romania and Germany. It emphasis on the states' engagement including
Germany which is based on capitalistic approach and Romania to develop cooperation and
engagement.

ROMANIA PUBLIC DIPLOMACY
In recent times, a new public diplomacy is been formed by Romania. It has helped them
to reduce crime problems. The country reputation has affected due to racism towards Roman
people and Gypsy population that are been discriminated in Europe. It was due to migration of
workers within EU. So, other countries interrupted in this (Collins and Bekenova 2018). But
Romania said they know what they have to do. It is necessary for Romania to work on this.
There public diplomacy policy is defined as management of external perception.
The country has integrated with the NATO diplomacy in which nation should rise
awareness of getting involved in international relations. There is need to build long term
governmental relations with other (Kuus, 2018). As both Germany and Romania are part of EU
they constitute things related to it. NATO is responsible for integrating with both nations.
GERMAN PUBLIC DIPLOMACY
This is one of the countries' in the European Union (EU) that has seen ups and downs in
their foreign policy making. Earlier times, this country has adopted the aggressive route but
found itself in the isolation. With onset of Global Depositary Receipt (GDR), this country
brought itself into the super powers of the European market by focusing on the critical self-
analysis (Dungaciuand Dumitrescu, 2019). There is a shift in the German social sub-system
(micro, meso and macro) and is mainly dealing with the educational and research aspects. In
regard to the above, the Germany's Public Diplomacy had adopted a decentralized structure and

own identity which specify their place in EU. Moreover, the relation between Germany and
Romania are not so strong. But having a strong position in EU Germany interrupts in issues of
Romania.
Furthermore, during the World War 2 relation between both countries was not so good.
It is because Romania was against Germany. The capitalist concept is followed by Germany
while Romania diverted towards socialist approach after World War 2. So, there is huge gap and
difference in both public diplomacy (Curaj Deca and Pricopie 2018). However, diplomacy
policies formed and implemented by Romania is based on strategy but Germany follow tactics in
it. Thus, there is difference in both nation concept of getting involved in issues. It is also been

Romania. NATO do not interfere any issue of Germany. Moreover, UNICEF is not interrupt to
such extent.
