INTRODUCTION
Public Diplomacy is defined as the specialized term that is significant in the foreign
policy and maintenance of international relations to mange the cordial amiability at the
borderline. It is popularly called as the people's diplomacy and is related to the official efforts for
fulfilling the strategic objectives of any government country (Matiuta, 2019). Primarily it is
regulated by the mutual efforts between the foreign countries to design, evaluate and execute the
communication through direct channels. This case study is based on understanding the public
diplomacy between Romania and Germany. It emphasis on the states' engagement including
Germany which is based on capitalistic approach and Romania to develop cooperation and
engagement.
MAIN BODY
ROMANIA PUBLIC DIPLOMACY
In recent times, a new public diplomacy is been formed by Romania. It has helped them
to reduce crime problems. The country reputation has affected due to racism towards Roman
people and Gypsy population that are been discriminated in Europe. It was due to migration of
workers within EU. So, other countries interrupted in this (Collins and Bekenova 2018). But
Romania said they know what they have to do. It is necessary for Romania to work on this.
There public diplomacy policy is defined as management of external perception.
The country has integrated with the NATO diplomacy in which nation should rise
awareness of getting involved in international relations. There is need to build long term
governmental relations with other (Kuus, 2018). As both Germany and Romania are part of EU
they constitute things related to it. NATO is responsible for integrating with both nations.
GERMAN PUBLIC DIPLOMACY
This is one of the countries' in the European Union (EU) that has seen ups and downs in
their foreign policy making. Earlier times, this country has adopted the aggressive route but
found itself in the isolation. With onset of Global Depositary Receipt (GDR), this country
brought itself into the super powers of the European market by focusing on the critical self-
analysis (Dungaciuand Dumitrescu, 2019). There is a shift in the German social sub-system
(micro, meso and macro) and is mainly dealing with the educational and research aspects. In
regard to the above, the Germany's Public Diplomacy had adopted a decentralized structure and

is not based on the sub-system. Thus, the changes has been appreciated to promote cultural
diplomacy and economic diplomacy.
Furthermore, the unification of East and West German states also helped them in
capturing the International markets ad its positioning among the other super countries (Patz,
2018). It has also seen that a decentralized approach has laid the foundation of several ministries
to coordinate and cooperate the efforts shown by the new reformed German's public diplomacy.
For instance, the intermediary organizations are in demand to fulfil the responsibilities and roles
of the associated activities under the autonomous network.
COMPARATIVE CASE STUDY BETWEEN ROMANIA AND GERMANY PUBLIC
DIPLOMACY
An aspect can be taken that Romania have not developed long term relation with other
countries. There is not involvement of other nations in solving issues. The country is having its
own identity which specify their place in EU. Moreover, the relation between Germany and
Romania are not so strong. But having a strong position in EU Germany interrupts in issues of
Romania.
Furthermore, during the World War 2 relation between both countries was not so good.
It is because Romania was against Germany. The capitalist concept is followed by Germany
while Romania diverted towards socialist approach after World War 2. So, there is huge gap and
difference in both public diplomacy (Curaj Deca and Pricopie 2018). However, diplomacy
policies formed and implemented by Romania is based on strategy but Germany follow tactics in
it. Thus, there is difference in both nation concept of getting involved in issues. It is also been
stated that citizens of nation are involved in making efforts to solve issues. There is less
influence on Germany in case of any issues occurred. But NATO gets involved to solve issues in
Romania. NATO do not interfere any issue of Germany. Moreover, UNICEF is not interrupt to
such extent.
From this, it can be analysed that Germany PD is high. In addition to it, there are many
other areas where PD varies. It highly influences on things related to internal affairs. It can be
identified that PD policies are formed with issues (Dolea, 2018). As Germany is developed
nation government make more efforts in to communicate with foreign public. This enables them
to interfere with other nation. It is expected that because of change in concept PD will change.
Apart from it, migration is also a major issue which country have to consider in PD. It is because

this results in discrimination of people of both nation in EU. Furthermore, the standards followed
by nation are different on basis of which PD policies are formed.
Furthermore, Germany took the digital diplomacy by turning the information ad
communications technology platforms into a more refined and crowd-source opinion and new
ideas under the review of Foreign policy review. However, Romania is still in the struggling
phase and trying to get a grip on the ongoing activities (Ociepka, 2018). It would not be in sync
with the supreme powers of the Germany and thus gives this nation an upper hand over the
Romanian government. These two countries have stark difference in terms of cultural elements
and digital diplomacy and might take years for Romania to reach where Germany is standing in
the world.
CONCLUSION
It can be concluded from case study that public diplomacy refers to any efforts taken by
government that aim to communicate with foreign public. The case states that both Germany and
Romania relations are not good. They oppose each other but Germany interrupts in Romanian
issues. At global level Germany is having strong relation with many countries whereas Romania
is not involved with it. They have having unique identity in EU. However, Germany considers
themselves as super power in EU. The capitalist concept is followed by Germany while Romania
diverted towards socialist approach.
