Health Promotion Title
“Developing a health promotion educational program within the Indigenous
population for reducing the prevalence of Chronic Obstructive Pulmonary Disease (COPD)
amongst the female population aged between 40 to 50 years residing in Maningrida
Indigenous Community, Northern Territory, Australia”.
Introduction
Chronic Obstructive Pulmonary Disease (COPD) is the most prevalent reason of
demise among the indigenous population, resulting to total 60% of the total death. Chronic
Obstructive Pulmonary Disease (COPD) is considered as the advanced, disabling and serious
health illness which limit the lung airflow and result in the symptoms of coughing and
shortness of breath. COPD condition might be directly linked with other associated health
condition like diabetes, respiratory cancer, heart disease and asthma. The chosen population
were indigenous females as they were under greater risk of developing the condition of
COPD under the age group if 40-50 years, as the incidence rate of COPD escalated with
growing age and most commonly affect an individual who are more than 45 years
(Australian Institute of Health and Welfare, 2019). The rate of COPD is higher amongst the
Aboriginal and strait islander populace and among the female populace as large number of
female populace cook food by burning charcoal fuel that releases carbon dioxide, which in
turn affects the lungs of the women and gradually leads to enhanced risk of COPD. As the
females belonging to the indigenous population cannot access the modern method of cooking
due to lack of accessibility and knowledge, and continue to cook using the traditional method
of burning charcoal that slowly affects their lungs and can also lead to other COPD
associated health issues. The poor quality of life and heath inequality is also one of the
primary reason that intensifies the risk of Chronic Obstructive Pulmonary Disease (COPD)

among the female population of Aboriginal and strait islander community (Thomas et al.,
2019).
Health Promotion and Target Group outline
The Chronic Obstructive Pulmonary Disease (COPD) condition is the fifth primary
cause of demise during the year 2017 that affects the individual due to active smoking or due
to continuous exposure towards smoking, which directly affects the respiratory system of the
individual. The five major preventable chronic illness (PCI) affecting the northern territory
indigenous population are diabetes, hypertension, renal illnesses, chronic obstructive
pulmonary disease (COPD) and ischaemic heart disease (IHD). The above mentioned
preventable chronic illness result in 22% of the national burden of disease (Department of
Health, 2019). In 2011, the mortality rate was 2.6 times more dominant in the aboriginal
population as likened to the non-indigenous populace. The mortality rate was 3 times more
dominant among indigenous populace due to Chronic Obstructive Pulmonary Disease
(COPD) as compared to the non-indigenous population. The individuals with age more than
55, had high mortality rate among the indigenous population due to inaccessibility, hence,
large number of indigenous population were accountable for enhancing the death rate in
Australia as they resided in the remote areas of northern territory (Banham et al., 2017). It is
established that the risk of chronic illness is higher among the indigenous population as they
lack adequate facility and accessibility to achieve a better life style. The poor socio-economic
status is also responsible for increasing the danger of Chronic Obstructive Pulmonary
Disease (COPD) among the indigenous females as they adapt the contemporary method of
cooking and are more prevalent towards burning of charcoal that affect the respiratory
system of the individual.

Health Promotion Aims
This study aims to decrease the prevalence rate of chronic obstructive pulmonary
disease (COPD) amongst the indigenous population by increasing awareness and educating
the population to manage the risk factors which is majorly responsible for increasing the
condition of chronic obstructive pulmonary disease (COPD) (Zwar et al., 2017). SMART
goal is used for generating the health promotion management program for the indigenous
population and reducing the high mortality rate among indigenous population and thereby
decreasing the total burden of diseases in Australia. SMART goal includes all the essential
criteria that will assist in focusing and developing the health promotion program.
Element Specific Goal
Specific To provide educational intervention to the
target population within the community by
the healthcare professionals who will
increase the awareness of managing the risk
factors that lead to the condition of chronic
obstructive pulmonary disease (COPD).
Measurable After providing educational intervention to
the population, the healthcare providers will
evaluate the daily lifestyle of the target
population to measure the health promotion
outcome (Koleade et al., 2019).
Attainable This goal can be achieved by establishing
different campaign program, where
different healthcare educators will increase
