Project Background & Description
The project is the upgrade of the telecommunication systems and devices for military S6
information systems. The United States military has numerous divisions and the
technological devices, systems, and equipment have become an essential part of these
divisions. However, with the development of technology, it is necessary that the upgrade of
these technological systems is frequently done. This is critical from the security and
operational aspects (Khalili, 2018).
Project Rationale
Military services and operations are critical for any country and the same applies to the S6
division of the US military. The use of telecommunication systems is an essential part of
these operations for the accurate flow of information. It is necessary that the systems are
regularly updated to treat the security vulnerabilities and enhance the overall technology
involved (Park & Lee, 2017).
The project will include the exploration of some of the latest measures that can be applied.

Project Resources
There will be human and non-human resources needed to carry out the project tasks and
activities.
The human resources will include the communication experts, security advisors, and the
military personnel responsible for the execution and handling of telecommunication systems
for S6 division. The communication tools and networking peripherals & equipment will be
needed along with the access to the existing system. The security tools and equipment for the
technical and physical security of the system and devices will be required at the time of
implementation and deployment (Sneps-Sneppe, 2017).
The funds for the project will come from the US government and will be critical to carry out

Project WBS & Gantt chart
The Work Breakdown Structure of the project is shown in the image below.
The project phases across the varied levels are represented in the diagram below. The three-
level WBS has been included (Kerzner, 2017). The project activities can be further divided in
their sub-activities. For example, the first activity in the testing phase as testing the upgraded
telecommunications equipment can be divided in the sub-activities as:

Similarly the Setting up of the team activity under the Implementation Phase can be divided
in to sub-activities as:

The development of the above Gantt chart is done using MS Project as the tool. The chart
allows the representation of the project schedule in the form of the timeline. The project will
take a total of 133 days to complete (Heagney, 2016). There will be five phases in the project
and these phases will be divided in to activities and sub-activities. The start date of the
project will be 23rd August, 2019 and the project will end on 25th February, 2020.
Project Progress & Performance Measurement
The performance of the project will be determined on the basis of the calculation of the
individual resources performance, performance of the team, and the overall project
performance. It will be necessary that the use of some forms of the indicators is done to
measure and evaluate the performance across all these three levels.

For the individual resource performance, the primary criteria will be the fulfilment of the
goals as per the targets set in the beginning of the project. The reviews and feedback from the
peers and managers will be collected along with the determination of resource availability,
reporting, compliance levels, and individual contribution.
For the team performance, the collaboration and communication levels need to be
determined. The rate of conflict among the team will be determined to understand the team
dynamics and performance. The meetings attended as a team and the reports shared with the
stakeholders will also be analysed (Mir & Pinnington, 2014).
The overall project performance will be analysed using the determination of the variation
levels in terms of the schedule and budget, the defect rate in the upgraded telecommunication
systems will be determined along with the collection of the customer feedback.
The project progress will be determined on the basis of the following report:
The members of the project team will send a daily progress report on the work done in
the day to the Project Manager.
The Project Manager will send a weekly progress report to the senior managers and
stakeholders.

Possible Changes
There are certain changes that the project team shall be aware of and must be ready to handle
during the project timeline. The implementation of the telecommunication systems and its
upgrade depends upon the network status and the technology involved. There can be changes
that may occur in the network topologies and security requirements. Similarly, the cost of the
tools and equipment may vary as per the supplier terms and the market conditions.

There may also be changes in the expectations and initial set of requirements put forward by
the military personnel. These will have an impact on the project areas and the project
execution as well.
Change Handling Process
There shall be a defined procedure followed for handling the changes. The first step shall be
the change request placement before the management. The change request shall be in the
form of a standard template that shall include the details of the change, change justification,
impact analysis covering the impacts on the costs, scope, schedule, and resources. The
change request shall be sent to the management for approval.
Once the change request is approved by the management, the project team shall carry out the
execution of the processes for implementing the change.
The change control board shall look over the process and monitor the implementation
activities. The gaps shall be communicated to the team for resolution. The change closure
shall take place once the implementation is complete.
Facilitation in Project Success
The effective handling of the change processes can have an impact on the project success.
The changes will lead to the overall improvement in the project outcomes if properly
managed. However, the mismanagement of the changes may lead to the negative implications
on the project areas and may also adversely impact the success of the project. Therefore, it
will be essential that the management of the project changes is done in a step by step manner
and there are no loopholes involved in the process.
