REPORT 2
The strategic focus and collaboration is very much required to stop the violent crime. It is
recommended to enhance the staff of police department. The better training program,
supervision, and transformation or up gradation are very much significant. The police officers
should know their duties and responsibilities. The major goal of police officers is the security
of people. There should be better technologies such as proper GPS system in the computers
or devices to allow the police officers to manage the resources. In the addition of this, the
implementation focus should be data-driven and strategic. The police agencies should use the
software programs for the forecasting at the time of occurring the crimes and offences. These
strategies and approaches should also be evaluated timely for better improvement.
Additionally, similar strategic and aimed focus used in application should also be
implemented to violence disruption and prevention approaches.
I appreciate all that you do for our city, and I look forward to seeing positive changes. Thank
you for considering.
Sincere regards,
Andrew Neil

REPORT 5
Introduction
In United States of America, Baltimore city is ill famed for its highest crime rate
involving the vicious crime rate, which ranks higher above the central average. The crime
rate in Baltimore city is very high in comparison of the national rate, with metro zone making
experience of the fair share of the vicious crime, specifically in Baltimore city properly.
However, there are various federal Baltimore regions, wherein people are secure walking
around, involving Federal Hill and Mount Vernon (Friedman, Grawert & Cullen, 2016).
There is low crime rate in the metro fields of residential communities in comparison of the
Baltimore city itself. There is highest rate of crime in this city in comparison of other biggest
cities. Baltimore is dangerous city to live in. The number of crime increases every year in this
city. In the following report, the problem of increasing crime rate in Baltimore city is
discussed and critically examined. This report also states the recommendations to decrease
the crime rate in city.
Is crime rate increasing in Baltimore?
Without any doubt, the rate of crime is increasing in Baltimore. The Vicious crimes
has been increased between year 1985 and year 1990. However, what actually concerns most
people is not short-term tendency but the logic of people that violent crime has been rising
progressively for the longest period and that the upcoming period would only bring more
rises. These concerns are connected to the apprehension in respect of the self-indulgence,
decreasing educational standard, tolerant parenting, drugs, and progress of ghetto underclass
and combined incapacity to contest with the people of Japanese. Considered jointly, these
anxieties have influenced various practical human beings that the societies of America are on
the skids (Taylor, 2018).

REPORT 6
United States of America specifically Baltimore city surely has more crime in
comparison of other cities of big nations such as Canada, Europe and Japan. There are also
more rape, thefts and sexual abuses in comparison of other cities of these rich nations. The
crime rate is always higher in Baltimore. Certainly, the violence is a part of the central
mythology. The struggle over oppression was also far bloodier in comparison of other
countries (Ways & Pearson, 2018).
Violence in Baltimore
Baltimore has comprehended the magnificent flow of violence, with nearly the
homicide each day for previous 3 years in the city of six lakhs, homicide arrests have fallen.
The police officers of Baltimore made the custody in forty one per cent of homicides in year
2014; previous year, rate was only twenty-seven per cent, the fourteen-percentage point’s
drop (Wilson, et. al, 2016).
According to the Washington Post analysis, of fifty of the biggest cities of country,
Baltimore is one of thirty-four in which police officer currently make killing arrest less than
in year 2014. In Chicago, this rate has been dropped twenty-one percentage point. On the
other hand, the homicide arrest rate has dropped twelve points in Boston. Beside this, the
homicide arrest rate has dropped nine points in the St. Louis. Baltimore is one of thirty
places, which have perceived the rise in homicide in the latest period, with a great raw
number rise in killing of other cities except Chicago that has 4 times the people. At the time
when rates of homicide continue near past low in most of the places of United States of
America, Chicago and Baltimore are nowadays both seeing murder scores, which opposing
the initial 2000s.

REPORT 7
Dramatic shift in year 2015
When there is indication for and in contradiction of the national Ferguson effect, the
theory that crime enlarged after year 2014 as forces faced more inspection or enquiry
following the gunfire of Michael Brown in Ferguson, Mo., in Baltimore there is the
undeniable Freddie Gray consequence. As from year 2015, in Baltimore the violence has
been increased, the probability of the killer being taken in the custody has dropped quickly.
For most of the period prior to year 2015, yearly homicide arrest rate of the city flied at
approximately forty per cent. Since 2015, the arrest rate has not came at thirty per cent in any
year. In addition, when most cities saw the arrest rate drops progressively, the decline of
Baltimore was unexpected dropping fifteen-percentage point in year 2015, after the death of
Grey, the biggest single-year drop for the place already resolving less than partial of
homicide.
In various matters, the investigators struggle to search the supportive witness. Police
contend with public relations still intensely singed by the unrest that followed death of Grey.
Moreover, maybe most critical, the homicide investigators of department are incredulous. It
is said by Tuggle that every investigator in Baltimore, on regular, presently is liable for 9
matters related to homicide and, with more doubtful demises factored in, regarding the thirty
one complete active matters. The Post analysis of homicide countrywide established that
most of police divisions that get achievement in conducting arrest normally allocate
investigators smaller than 5 matters a year (Gross & Mann, 2017).
The butterfly effect
The regions that have seen the most violence are familiar to scientist and specialists in
Baltimore. They fall within what is considered as a black butterfly of city, the set of
neighbourhood, which spread out to west and east of Batlimore. Homicides have soared in
various areas since the death of Gray. Gray died in Sandtown-Winchester. It has seen twenty-

REPORT 8
two more homicides in past three years since the death of Gray than it did in 3 years prior to
his death. In south and west of Baltimore, the homicide rises by Thirty-five, and Greater
Rosemont has seen twenty-six more from year 2015. In every neighbourhood, the police
officer takes into custody in lesser than twenty five per cent of the matters, involving sixteen
per cent in Sandtown-Winchester. It is said by local criminologist and activist that the surge
in violence and less success rate of police officer in resolving the homicide is connected in
direct manner to the deep disbelief both underlined by the death of Gray (Radin, 2015).
Major reasons for issue of violent crime in Baltimore
The violent crime rate in Baltimore has been disreputably high for the long period. By
stating the reasons that provide rise to impossibilities and finally to the criminal activities, it
will be easy to secure the citizens of Baltimore cities. The main reason is inattentiveness of
the leaders of Baltimore. The leaders of Baltimore have not been succeed in getting the
activities jointly for the long period (Troy, Nunery & Grove, 2016). The rate of crime is
increasing because of failure of effective planning and implementation of approaches and
strategies by the leaders of city. Other reasons of increasing crime rate include the isolated
neighbourhood, absence of justice and unsatisfactory justice, and lack of proper chances for
various residents (Weisburd & White, 2019).
Moreover, the failure of police is other significant reason of increasing crime rate in
Baltimore. The policy did not follow the approach to reduce the crime in this city. The six
police officers were accused in respect of the 2015 death of a black man; Gray who got injury
in the custody of police caused the poor riots in a city in the eras. Additionally, there have
been severe instabilities at the top of police team and dishonours and the wrong action have
deteriorated the faith shortfall in zones of Baltimore. This city is doing very much struggle to
apply the consent decree authorizing reform after central examiners detailed on going
methods of unauthorised police and unwarranted team in 8th greatest public police department

in USA (Reich & Porter, 2015). Kennedy said in his interview that, the fundamental
condition to make violence always considers as the matter of concern. On the other hand, the
main point to be considered is that whether Baltimore is capable to make and apply the
responses to the violence. Other basic fact regarding Baltimore city is that this is actually
never been capable to do this. in the addition of this, there has been determined political and
law application dysfunction in Baltimore going back pretty much as far as other may see
(Mac Donald, 2015).
Conclusion and recommendation
As per the above analysis, it can be concluded that there is a highest rate of crime in
Baltimore in United States of America. There is a lot of crime in Baltimore. It is
recommended to make the efforts to reduce the crime in Baltimore city. Reducing the crime
or gun violence is a work of officials of Baltimore on the highest priority. The violence
exacts the huge toll on a city beyond a direct cost from the death, incapacity, medical care,
implementation of laws, and prison. Crimes cost cities of USA over the billion dollars per
annum because of the threat that decreases incentive for own investments and lowers the
value of properties. The evidences based on approaches are very helpful in reducing the
homicide rate of Baltimore. For the period, the traditional wisdom was that gun violence of a
city was driven by an unauthorised trading of drugs. The violence will be decreased by
locking the traders of the drugs, the more the well. Huge means were spent conducting the
approach with less or no advantageous effect on violence. Hundreds of thousands of mostly
youth of Africa and America were imprisoned and the predictions for profitable employment
and conducting real contribution to groups reduced at great level (White & Weisburd, 2017).
In most of the matters, the violent criminals may more simply be charged on the
drug’s charges than on charge for vicious crime. In this situation, it is recommended the data
driven investigation of application of drugs law should be conducted to evaluate the effects

on violent crimes or offences (Marchev, et. al, 2017). The public health initiatives are useful
in reducing the crime or offence in Baltimore. Safe Streets Baltimore repeats the strategies
systematically proven to decrease the violent crime in Chicago. These programs employ
former gang people to do outreach to high-risk young people in most vicious areas, assist as
helpful role models, and facilitate dispute between human being or gang (James, 2015). In
this way, it is recommended that the programs must be the main part of the strategies of
Baltimore to stop the violent crime and offence, yet this is being applied in just 4 highest-risk
areas. It is also required that the leaders of Baltimore city should work together. The leaders
of Baltimore city should come together in the combined efforts to help and develop the
program to other fields of the requirement (Cantora Iyer & Restivo, 2016).
