Assessment 1: Organizational Strategic Response to the ACA
THE PATIENT PROTECTION ACT (PPACA) can be referred to as the federal health
care reform is a far reaching legislature that will alter how millions of people access the
healthcare (Majette, 2011). The scope of this act is so broad that it will take many years to
understand the ramifications. The United State healthcare system spends more capita of income
on the healthcare services than any other countries in the world, but lags behind in providing
enough patient care and lags behind many countries regarding life expectancy and infant
morbidity. Therefore it is necessary to introduce reforms in to the health care systems. The role
of the administrator of an HSO is to introduce various policies and steps in the administration in
order to impart improved quality of care. The PPCA impact will be able to reach far beyond the
health programs and should include the following-
The access to the health care service would gradually increase with the gradual expansion of the
health care coverage to the new population. Therefore more work forces are required. The two
policies that are recommended are-
 Regulation of the health insurance- Application of new sets of health insurance may
posse pressure on the Department of insurance, therefore the legislature needs to be
carefully considered such that the insurance models can be aligned with the new
guidelines of the PPACA (Majette, 2011). The standard packages of the benefits should
be reorganized. The policies that can be taken up are the health insurance coverage
reforms and the delivery system reforms. Since, an HSO delivers healthcare to a large
number of acute care centers, community clinics and independent physicians, it is very

necessary to introduce reforms regarding the insurance coverage to a large number of
population.
 Delivery system reforms- These consists of the host of delivery systems to reduce the
healthcare costs and improve the quality of the care (Majette, 2011). The reforms in the
delivery system would include the change in the Medicare to reduce the hospital acquired
complications and readmissions.
The steps to ensure that the health service organization should be able to implement the
PPACA guidelines
As an administrator the health care settings should be able to introduce incentives for
reducing the hospital infections, electronic mechanical documents should be kept. Priority should
be given to the quality than the quantity. As per the PPACA guidelines the hospital should be
penalized if the concerned hospital has an elevated level of hospital readmissions (Stone &
Hoffman, 2010). As an administrator one should look after that the following guidelines have
been followed.
Another reform that can be introduced into the HSO is the creation of the accountable
care organizations (ACOs). It should be ensured that a group of doctors, hospitals, commits to
give a dedicated care to the Medicare patients. Bonus payments should be provided to the
professionals for achieving the bench mark that involves prevention and the alleviation of the
chronic diseases. PPACA directs the any administration to achieve various goals like providing
better health care to the patients (Peterson et al., 2011). It would help to increase the efficacy of
the care given.

As an administrator one should be able to introduce proper health care packages so that
people of different economic levels could access a proper health care. Proper plans should be
chalked out to expand the Medicaid to all the individuals in the family earning below 133 percent
of the poverty level (Kulshrestha, 2013). Reduction in the Medicare reimbursement should be
implemented to the insurers. There will be a reduction in the Medicare reimbursement to those
hospitals that do not have standard efficacy and care.
