Introduction
The following research is based on the study of the success or failure of an infrastructural
project in Australia. The project selected for the conduction of the research is “Melbourne
Markets Relocation Blunder”. The research proposal will provide a brief overview of the
research along with the methods and procedures to be used to complete a detailed analysis.
Overview
Melbourne Market performs a vital role as one of the central markets in the wholesale
distribution of different kinds of items. This includes the likes of fresh fruit, vegetables as well as
flowers. It is considered as a hub in the national distribution system for different kinds of fresh
agricultural products and thus provides an important part in the economy of the city. According
to, Aljohani and Thompson (2018) the relocation project for the Melbourne market was one of
the largest infrastructural projects undertaken in the state of Victoria at that time and thus was
one of the most important projects of Australia at that particular time. The new centre includes a
67,000 m² fruit and vegetable market building, 7,000 square meter national flower centre, and a
2,400 m² administration building, with parking facilities, services, storage and utility buildings.
Though there are so much such different types of facilities, there are different kinds of problems
that have been found in the project (Rashidi and Ghasri 2019). The research will be identifying
and researching on the same topic in a detailed manner.
Research Rationale
The main problems that will be addressed by the research are the blunders committed by
the authority that was in charge of completing the project of the Melbourne market. The decision
to abandon the Partnerships Victoria agreement was also one of the largest blunders in this case.

Research Aims and Objectives
The aim of the research is to determine the success or failure of the project involving the
relocation of the Melbourne Market.
The objectives of the research are as follows;
a. To identify the blunders committed by the project initiators of the Melbourne Market
b. To find out the importance of the Melbourne market relocation project
c. To find out the main impacts of the blunders
Research Questions
The research questions of the following study are as follows;
1. What were the blunders committed by the project initiators of the Melbourne Market?

3. What were the main impacts of the blunders?
Literary Review
The Melbourne Wholesale Fruit and Vegetable Market that incorporates the National
Flower Centre is one of the most important parts of the economic infrastructure of the state, with
an annual turnover in excess of $1.6 billion (Li Dodson and Sipe 2018). The new market has
three main components required for its effective operation:
• a trading floor, where produce is displayed, bought and sold
• Warehousing and cool storage used to store and distribute produce
• fit-out of leasehold areas to facilitate the business needs of each lessee.

In purchasing the site for the market, the government acquired additional land to develop
a market precinct. The initial project planning and governance arrangements for the relocation
were sound (Rashidi and Ghasri 2019). However poor project implementation has adversely
affected the project. Poor stakeholder management has:
• A significant delay in the relocation of the market—it was originally planned to move in 2008,
however, an operational market is still at least two years away
• resulted in significant cost increases—the expected cost to government is more than double the
$230 million included in the 2004 business case
• had an adverse impact on tenant investment in this industry.
Research Methodology
The methodology chapter of the research is one of the most important chapters of the
research as because it provides a detailed analysis of the different kinds of the methods and the
tools used to determine the research results. The chapter not only limits to the description and
explanation of the various kinds of methodological tools but has also explained the
characteristics of the tools that are followed by the justification of the selection of the different
tools and methods. The justification for the selection of the different tools is important as it helps
to ensure the reliability and validity of the research.
Research Philosophy
There are different kinds of philosophies that can be applied to the research in a proper
and scientific manner (Mackey and Gass 2015). This includes the likes of the positivism,
interpritivism and pragmatism philosophy. However, the particular research to determine the

positivism philosophy in order to justify the project. The positivism research philosophy helps
the research to rightly justify and answer the different research questions related to the research.
Apart from this the statistical approach of the research also helps to ensure the reliability of the
information.
Research Design
The most widely used research designs are namely explanatory, exploratory and
descriptive designs of research. All of these three research designs offer unique ways to complete
the analysis of the research information in different manners. However, the following research
has used the descriptive research design to complete the research as because it helps to provide a
deep and clear understanding of the actual goals of the project and makes the study much easier
to conduct. The descriptive research design is also helpful for the research on the Australian
infrastructure project as it will mostly be based on the secondary research.
Research Approach
The inductive and deductive research approaches are mostly used in different type of
resources. The following research will be applying the deductive approach, mainly because it
supports the positivism philosophy. The inductive research approach is mostly avoided in this
particular case as because it will involve a larger time and research to conduct new theories and
explore new models to analyze the results of the research.

Data Collection technique
The data will be collected mainly by the use of the secondary research techniques. The
secondary research methods will provide the opportunity to research on the existing literature
that have been proven successful in the past and can also be helpful for the success of the
research. The secondary research analysis helps the researcher to get an accurate result after the
analysis of the data.
Data Analysis Technique
According to, Taylor Bogdan and DeVault (2015) the data collected from the secondary
sources needs to be analyzed in order to get the answers of the research questions that are related
to the following research on the Australian Rail project. The use of the secondary theories of the
research will be used to analyze the data properly and efficiently. The information from the
different secondary researches has been considered as the references and has been analyzed to
answer the questions of the research accordingly.
Justification for the selection of secondary data methods
The following research will use the secondary research methods which are based on the
collection the information from the previous researches carried out on the same field. The use of
this method will help to analyze the data in the most scientific and reliable manner and will thus
ensure the sustainability of the research.
Ethical Considerations
Ethics is one of the most important considerations for the conduction of a research. The
researcher must follow all the basic rules and regulations while conducting or presenting the
