ABSTRACT
The aim of this study is to analyse and investigate how the resilient infrastructure brings
economic sustainability under the Abu Dhabi vision 2030. One of the major goal under Abu
Dhabi vision 2030 is to achieve economic sustainability through resilient infrastructure. In order
to conduct a research, this paper intends to represent a proposal. This paper emphasizes on the
importance of resilient infrastructure for economic sustainability. It also examines the strategies
for the implementation of the resilient infrastructure. Previously, scholars have conducted
researches to assess the impact of the resilient infrastructure on the economic sustainability of
Abu Dhabi. Moreover, this research will contribute to critically examine the relationship between
the resilient infrastructure and economic sustainability.

Introduction
The United Arab Emirates (UAE) is situated in Western Asia. The second most populous
and capital city of the country is Abu Dhabi. There are seven Emirates in UAE and one of the
largest Emirates is Emirates of Abu Dhabi (Alzaabi, Rizk and Mezher 2019). The capital of the
Emirates of Abu Dhabi is also known as Abu Dhabi. The proposed study discusses the role of
resilient infrastructure in the sustainable development of Abu Dhabi. This paper investigates the
decisive steps taken by the region in order to build resilient infrastructure. It also addresses those
issues that create obstacles in the way of sustainable development. There exists numerous
constraints in the way of achieving resilient infrastructure. Thus, successful control and
execution of the Abu Dhabi vision 2030 relies on effective management and identification of
constraints through proper planning and scheduling. This research paper will provide an
overview of the resilient infrastructure in achieving economic sustainability and how it will
benefit Abu Dhabi.
Overview and significance of the proposed study
The government of Emirates took various initiatives for Abu Dhabi, which is recognized
as cultural policy in Abu Dhabi and it is part of the Abu Dhabi Vision 2030. The most extensive
objective is to flourish the infrastructure of the region. The contribution of the resilient
infrastructure is immense on sustainable economic development, which implies adoption of the
strategies for the implementation of the concept of resilient infrastructure. According to the
government proposal, in order to promote a robust infrastructure, it will be performed on three
levels such as regionally, locally and globally. The Abu Dhabi Vision 2030 was initiated in 2006
for the execution of the suggested strategic policies to establish a robust infrastructure in Abu
Dhabi.

The proposed study is paramount as the research on resilient infrastructure will guide the
region to develop layout for the successful implementation. Therefore, in order to make Abu
Dhabi Vision 2030 successful, it is required to perform researches on the infrastructure of Abu
Dhabi (Jha and Tandon 2019). Though, various initiatives had undertaken to design proper
blueprint for the execution of the project. There prevails some gap in prior researches that
prevented the region to accomplish the desired goal. In this research study, the problems related
to those strategies and implementation will be addressed.
Aim and Objectives
Aim and objectives of the study plays a vital role in the research. After the selection of
the topic, in order to structure and progress the research work, it is paramount to establish the
aim and objective of the study. Here, aim of the study will help the Abu Dhabi to reach its goal
of Vision 2030 with the help of research objectives. The aim of this study is to assess the role of
resilient infrastructure in achieving economic sustainability in Abu Dhabi. In addition, it
emphasizes on the blueprints for the implementation of resilient infrastructure. Besides, the
objectives of this study will help to investigate and prevent hinders in the way of sustainable
economic development (Daleure 2017). The objectives of the study include:
 To examine the strategies in order to develop resilient infrastructure in Abu Dhabi.
 To analyze the initiatives taken by authorities and agencies of the government.
 To assess the limitations of those policies in infrastructure of Abu Dhabi (Al-Raouf and
Al-Karrani 2017).

Relevant Literature
The purpose of the literature review is to highlight the gaps of the prior researches
conducted by the scholars. Therefore, the exiting void of the past researches will be addressed in
this study. It will figure out the outcome of the research on the completion trough critical
analysis. Earlier, there were many researches undertaken on the role of resilient infrastructure on
the sustainable economy. In addition, researches also conducted on how sustainable economic
development can be accomplished in Abu Dhabi under its Abu Dhabi Vision 2030 through
resilient infrastructure (Al-Sarihi 2018). Therefore, to proceed the research work, many previous
studies based on Abu Dhabi Vision 2030 will be taken into consideration. In addition, all the
previous research work will be analyzed to determine all the strengths and weakness of these
prior studies. On the basis of the loopholes, this paper will suggest measures to solve the issues
and observes the potential of the region (Cummings and Richthofen 2017). Therefore, this paper
will serve the region to fulfill its goal of sustainable economy through resilient infrastructure.
Earlier United Nations Industrial Development Organization (UNIDO) planned for the
Sustainable Development Goal 9 to perceive the potential of the sustainable development.
The main objective of the Sustainable Development Goal 9 was to promote sustainable
and inclusive industrialization, establish resilient infrastructure and foster innovation (De Jong,
Hoppe and Noori 2019). All the member states of the UNIDO adopted the Abu Dhabi
Declaration in order to fulfill the objective of the resilient infrastructure and all the countries
started working with the private sectors to grasp the opportunity. The partnership between public
and private sectors of the countries will boost inclusive economic growth and bolster sustainable
development through strong resilient infrastructure (Cugurullo and Ponzini 2018). However,
there were several challenges faced by the countries to maintain the partnership between the

private and public sectors. Therefore, the ambitious goal such as Sustainable Development Goal
9 is not yet achieved because of a wide range of constraints. Hence, it is required to take some
other decisive steps in order to increase the interaction between private and public sector.
The capital city of the UAE witnessed a strong fiscal growth in recent years as a result
the government also planned to take some initiatives to maintain the fiscal growth in the future.
Under the Vision 2030 plan of Abu Dhabi, in order to diversify the economy from the mere oil
dependence, the government will invest around 500 billion US dollar over the next few years
(Kyriazis and Apostolaki 2019). It would also assist the economy to withstand the global
economic challenges to improve the infrastructure facility within the region. The robust
infrastructure facility of the region will contribute in the sustainable economic growth.
Research Design
Research design plays an indispensable role in the research study that helps to design the
entire paper on the basis of which further research will be undertaken. Data collection is the
major aspect of a research study that provides integrated information about the data collection of
the research. Therefore, it is vital to choose correct data collection method for the research paper
as the success of a research paper largely depends on the data collection. The aim of the Abu
Dhabi Vision 2030 is to build Abu Dhabi as the global Arab capital of 21st century that can be
accomplished through the improvements in infrastructure capacity, boosting economic growth,
building community planning and sustainability (Government.ae 2020).
The UAE is mainly dependent on oil revenue that creates some hinders in the economic
development of the country due to fluctuations in global oil market. As a result, the capital city
also largely dependent on the oil industry which requires diversification to plummet the over

dependence on oil revenue. Now, the country planned to diversify its economy from the oil
based industry, in order to fulfill the objective by strengthening other industries. Thus, it planned
to boost the tourism sector and develop resilient infrastructure, which in turn will bring
sustainable development for the Abu Dhabi as well as UAE (Tamm.abudhabi 2020). Hence, the
blueprint of the plan was developed by the government of the country and various actions and
polices also planned to implement in this regard.
According to the government, it will also ensure the capital growth of the region as well
country over the next twenty years by supporting the Abu Dhabi to transform into a major global
capital. Moreover, the lack in the researches can be identified with the help of relevant literatures
and it will also benefit to investigate the limitations of the studies. Then, further research will be
initiative on the loopholes of the study and on the basis of the loopholes of these studies,
appropriate suggestion is required. Hence, the analysis of the research paper will be undertaken
to recommend plausible plans and polices that can be inculcate to diversify the economy
(Nahyan et al. 2018). Furthermore, it will also focus on suggestions to implement those
strategies successfully to find out the relationship between sustainable economy and resilient
infrastructure.
Methodology
There are various ways to conduct the research for this study which, include quantitative
research, qualitative research or mixed methods research. While choosing the method of the
research, few things should be keep in mind as the analysis of whole study and the outcome of
the study will be based on the research method and collected data for the research. Here, the
research for the resilient infrastructure in Abu Dhabi will be based on secondary data collection
as the secondary data will be collected from the previous researches about the topic. (Bing and

Al-Mutawakel 2018). This study will analysis those researches and some prior researches related
to Abu Dhabi Vision 2030 with special emphasize on the role of resilient infrastructure on the
sustainable economy will be collected. Then, the analysis of the data is vital to increase the
authenticity and efficiency of the study based on secondary data collection because it will be
significant in this regard as it will provide complete understanding about the initiatives taken by
the government (Biancone and Radwan 2018). Therefore, it will assist to suggest the future
policies and measures that would contribute in the academic world as well as integrated growth
of the region. Furthermore, there were several other studies based on different method, which
unable to draw the outcome and unable to address the research gap. Hence, application of
secondary data will be useful and feasible to find out the possible solutions to negate those
challenges in an efficient manner.
Ethical issues
Ethical consideration is a pivotal part of the research study as it is essential to focus on all
ethical issues while conducting the research. Moreover, considering potential ethical issues
makes the research study valuable and authentic. Therefore, in order to conduct the research on
Abu Dhabi vision 2030 related to resilient infrastructure, all potential ethical issues will be taken
into consideration as it will guide to reach the research outcome easily (El Amrousi and
Elhakeem 2017). While collecting the secondary data for the Abu Dhabi vision 2030, no
unethical practices will be adopted as inclusion of the unethical issues will lead to failure of the
research. The previous researches based on the role of resilient infrastructure will not be
manipulated and the data from the previous researches will not be exploited. The analysis will be
done on basis of the data collection and the originality of data will be maintained. Furthermore,
the confidentiality and anonymity of the data will also be protected while conducting the

research (Mosteanu and Alghaddaf 2019). All kind of descriptive practices will be avoided in
time of data collection and analysis to address all ethical issues for conducting the research. As a
result, it will contribute significantly in the successes of the research paper.
Assumed Outcomes
The role of the outcome is extensive on the research study as it helps to draw the
conclusion and result of the research study. This study will provide various benefits to the capital
city Abu Dhabi as the resilient infrastructure will bring sustainable economic development in the
region (Elhakeem and El Amrousi 2017). One of the major benefit of this study is to examine the
importance of the resilient infrastructure in economic sustainability. In addition, this paper also
benefit the study by finding out the proposition to implement the resilient infrastructure in order
to achieve sustainable economic growth. Government already took many steps to boost the
infrastructure facility of the Abu Dhabi and there were several limitations of theses strategies.
After the analysis will be done in this paper, the drawbacks of these strategies will come out to
suggest how the country can improve the system of public-private partnership. In addition, by
conducting the study it would able to explore the importance of the resilient infrastructure in
economic sustainability as a result the region such as Abu Dhabi will be befitted. The
government will be able to adopt new strategies and free the economy from the oil-dependence
and boost the other sectors of the economy.
Implication
Implication is a major part of a research proposal as it guides to know the influence of the
prior researches on the researches that will be conducted in future. Therefore, this study would
impact the future researches on the Abu Dhabi vision 2030 related to resilient infrastructure and
economic sustainability as the impact of the past researches are always significant on the present

researches. As well, it would also impact the policy decisions of the government of Abu Dhabi in
terms of infrastructure development (Günel 2019). Thus, it would bring a wide range of
opportunities for the future researches as the study based on Abu Dhabi vision 2030 is
interpretive and exploratory in nature. It would contribute to the future research in both ways
such as development of theory and validation of concept. Likewise, it is required to further
elaborate and refine the previous studies as it would be relevant for the infrastructure
development in the Abu Dhabi. Therefore, more research will be helpful in achieving the vision
2030 of Abu Dhabi and it would be easier for the government to bring about the goal of Abu
Dhabi Vision 2030. It would also serve in successful implementation of sustainable development
goal 9 of UNIDO. Therefore, in order to obtain potential strategies for the development of
resilient infrastructure in Abu Dhabi, this study will be beneficial in nature.
Expected Timescale
The research cannot be conducted in a small timescale as various steps to follow in order
to conduct a research and obtain an outcome (Scoppa, Bawazir and Alawadi 2019). Therefore, it
required a long time scale to complete research study which involves varied timescales for each
steps. In this research, in order to highlight the importance of the resilient infrastructure for
economic sustainability and strategies to implement resilient infrastructure need a time span of
expected one year. All part of the research will be conducted one by one within a particular time
period for the completion of the extensive study. This study would take around one month for the
aim and objectives of the study and to complete the literature review, several steps need to take
into consideration. After that analysis of those data is also imperative to finish the literature
review and the expected timescale for the literature review would be two months. Methodology
part of the research can be conducted within one month as the data will be collected from the

secondary sources, it will take some time to complete the whole process. Two crucial parts of the
research study such as implication and assumed outcome of the study can be completed within
two months.
Conclusion
The significance of the research study is large in the field of infrastructure as the
importance of the resilient infrastructure can be evaluated with the help of the research study.
Moreover, this paper will also examine the relationship between the economic sustainability and
resilient infrastructure to support the analysis. Another important analysis that will be conducted
in this paper is suggesting strategies for the implementation of the resilient infrastructure in Abu
Dhabi. As well, in order to bring about economic sustainability in Abu Dhabi through resilient
infrastructure under the Abu Dhabi vision 2030, integrated and comprehensive plan and policies
need to adopt (Pilipiszyn and Hedjazi 2017). This paper will contribute significantly in the
infrastructure development of the Abu Dhabi by conducting research and proper analysis. It will
also investigate the limitations of the layout undertaken by the government for the Abu Dhabi
vision 2030. Further, this study will also suggest new policies to develop resilient infrastructure
in Abu Dhabi as implementation of the resilient infrastructure will support the region to restore
economic sustainability.
