INTRODUCTION
Vulnerable adults implies for the person who is of the age 18 or above and might be in
the need of care services by reason of mental or physical illness or other disability who is
incapable of taking care of or himself or herself and protection of oneself from a significant harm
or series exploitation. The present report it about the laws, legislation and rules regarding the
protection of the vulnerable adults in UK. Report also depicts provision of vulnerable adults,
managing inter agency and integration in the context of protection as well as monitoring.
TASK 1
1.1 Concept of safeguarding and protection:
Safeguarding: This means to protect the health, welling and human rights off an adult who is at
risk and to enable them for living safely, freely away from abuse and negligence (Moore, 2016).
Protection: This means to make sure that protecting the vulnerable adult for abusing activities
and negligence and providing them necessary aid and care to keep them away from further actual
harm or risk of harm.
1.2 Evaluation of policy developments:
The impact of policy development on approaches to safeguard vulnerable adults in own
service setting can be defined as Our health, our care, our say; putting people first, No secretes;
In safe Heads, vetting and barring schemes, Local safeguarding adults Boards police
developments within organisation and services have influenced the supported services at
workplace and brought in the partnership to develop and adopt the multi agency procedures and
guideline relating to the safeguarding of vulnerable adults. Such policies are highly significant
which in turn makes vulnerable people more comfortable, secure and safe.

1.4 Serious case review and influences on regulations and inspection:
The purpose serves by case review and inquires is to establish the fact that whether there
are lesson to be learnt dorm the circumstances of the case where the agencies and local
professionals worked together for safeguarding vulnerable adults (Lee and et.al., 2017). The case
reviews are used to provide information and improvisation the practices of local inter agencies.
The birchard Inquiry after the case of Lan Huntly and the Soham Murders in 2004 reported
major changes in the area of protection of both children and adult care. The case of Margaret
panting highlighted the failures in the service providence by the care home. All this made the
policy and legislation implementation of care and support services providence more strict ad to
be obeyed with not gaps. Involvement of CQC has supported in reviewing cases properly and
ensuring quality. This has helped in raising standards of health and social care services.
1.5 Protocols and referral procedures:
Every person has a right to live his/her live free from abuse and violence. These rights
are given by the human rights Act, 1998 and to protect them is duty of public agencies. In case
any such of violation, any harms or risk of harm is seen for the vulnerable adults, the standard 6,
7, 8, 9 of safeguarding adults defines the protection protocol for reporting the abuse. Standards 6
define information on how an individual can remain safe form abuse referral to be made within
same day (Evidence Review - Adult Safeguarding, 2018). Standard 7 defines the agencies
involved in the circumstance and give procedure for sharing the information. The 8th one
denitrifies the partner agency system and 9th one gives the checklist defining the details for
effective procedure.

2.1 Promotion of services provision:
There are six set benchmarked statement for Adult safeguard:

Along with this the department of health have published a series of safeguarding guidelines
under the name of Safeguarding Adults: the role of health services. Further, service provision can
also be promoted, in the context of vulnerable people, through the means of classroom activities,
training activity etc. This in turn develop awareness among vulnerable people regarding service
provisions and encourage them in relation to sharing ideas freely.
2.2 Providing information on others:
a. Types and indicators of abuse:
 Physical abuse- hitting, slapping, pushing assault.
 Mental abuse- emotional, verbal abuse, humiliation.
 Financial abuse- misuse of funds, theft, fraud.
 Discriminatory abuse- discrimination on the basis sex, gender, language, race, religion,
culture.
Measures:
Measures that can be taken to avoid the abuse include encouragement of cultural values
to combat the abuse (Abuse and neglect of vulnerable adults, 2018). Authorities can take
necessary steps in case of any kind of abuse such as providing training to staff for protection of
all kind of abuse. Introduction of vigilances policies concerning the possibility of abuse of
service users and avoiding the situation which make them vulnerable.
b. Steps needed to be taken:
This situation of the abuses can be mitigated by identifying the such issues on time with
by encouraging an open and trusting communication structure within the care centre among all
the service user, staff and professional service providers. The staff will be encouraged that must
abide with all the legislative requirements, policies and standards.
2.3 Identification of policy and procedure in own work setting:
The policy and procedure is determined as reporting of any suspicion or allegation
within 1 hour and record the same (Safeguarding and quality in commissioning care homes,

2018). A strategy of safeguarding adult must be discussed with a time of 5 hours. For
safeguarding adults and vulnerable people focus needs to placed on following Mental Capacity
(2005) and Vulnerable Group Act (2006). By complying with such laws and legislation safety
can be ensured to vulnerable adults under work settings.
2.4 Monitoring the implementation of policies and procedures:
This is of key importance to monitors and record systems in place for ensuing the policy
and procedural aspects are effective (Safeguarding Vulnerable Adults, 2018). With regular
monitoring the aspects rare ensured that policy and procedures are still effective in protection of
venerable adults. The profession also need to carry out monitoring to determine any requirement
of staff training, staff DBS checks etc.
2.5 Providing feedback:
With effective monitoring of the implementation police and procedure any findings,
recommendation, suggestions which are determined needed to be implemented conveyed to staff
by though staff meeting, and their trainings.

3.1 Following agreed protocol:
For the purpose of safeguarding adults there are several authorities which in turn
governing affairs such as The development of local social service, safeguarding adult board as
well as various authorities made up including the police, NHS and the members from local
community. The participants given the guidelines on how to carry out partnership work by the
national minimum standards. For achievement of effective inter agency workings, it must
consider the standards the merits set up by the multi agency management committee or adult
protection. The committee is responsible or giving remit and line of accountability, identifies the
objectives and set work priorities.
3.2 Reviewing the effectiveness:
The managers are responsible to work and assist the agencies and carry out integrated
work for protection of the vulnerable adults. Both works jointly on the basis of specified
protocols. The adult protection cases are reviewed from time to time for determination of the
strengths and weaknesses in the current practices (Oakley and et.al., 2016). The data of venerable

4.1 Support for participation of vulnerable adults in review and procedure
The services provide to vulnerable adults diminished the risk related with abuse and

monitoring, development, and implementation of the work training strategy of their safeguarding
plans and evaluation. In this regard, personal discussion with vulnerable adults must be done

4.2 Evaluation of effectiveness:
Effectiveness in the services of protection of adults can be ensured by periodic audits of
individual given such services (Graham and et.al., 2016). Continuous monitoring on the accuracy
and constancy in abidance with legislation and police made in this regard along with the data of
vulnerable person and complaints. Such system is highly effectual which in turn ensures safety to
vulnerable people.
4.3 Challenges:
Ineffective practices can be defined as inadequacy or incompetency in the work carried
out. This includes use of unsafe practices by the staff by non-abidance with risk assessment
procedures, aspects of care policies, not taking consent before initiate of care of support service.
Also, it includes lack of knowledge and training, overload of duties etc.
4.4 Recommendation:
 Establishment of the lessons to be learned from the cases on for determination of the
ways in which agencies and professional can work together for effectively protection of
venereal adults.
 Improvisation in the integrated workings for betterment in safeguard and make sure that
unwanted circumstances do not get repeated.
CONCLUSION
From the above report it can be concluded that the vulnerable adults are always at risk of
harm and abuse, for prevention of the same the legislation and polices have been formulated to
safeguard the vulnerable adults. The manager in the care sectors along with the local authority
and agency carry out this works of protection with prescribed legislations to safeguard the

vulnerable adult form exploitation and abuse by protection the basic human rights of living free
without any risk of harm and abuse.
