REFERENCES..............................................................................................................................11INTRODUCTIONToday, it has become important to provide appropriate safeguarding and protection tovulnerable adults. Vulnerable adults or an adult at a risk refers to a person who is over the age of18 and harms or lacks the absolute or most basic human life skills. The present report showcasesthe differences between the concept of protection and concept of safeguarding. The reportexplains the legislative framework for safeguarding vulnerable adults, and explains the referralprocedures and protocols when abuse or harm is alleged or suspected (Dehaghani, 2019). Alongwith it, important policies are identified in the report and provides feedback on the practiceswhich support the protection of vulnerable adults. LO11,1 Differences between the concept of safeguarding and concept of protectionAs per the Children’s Act of 1989, safeguarding is most commonly applied to the childrenand young people under the age of eighteen. In United Kingdom and Ireland, it is a term that isused to denote measures in protecting an individual’s well-being, health and human rights. Insafeguarding the main focus in put on protecting these aspects of a vulnerable adult. Avulnerable adult is someone who is over the age of eighteen and tends to be at risk of harm orwho lacks basic human life skills (Burrows, 2016). It is important for the government of thesocial agencies to ensure that appropriate safeguarding is being done in order to provide bettergrowth and development to these people and ensure that they are not being harmed. As compared to safeguarding, the protection of vulnerable adults refers to protecting thevulnerable adults with dangers that can pose a threat to their life. As seen that the vulnerableadults tend to lack basic human life skills, which makes it important for the government and thelegislation to ensure that these children are safe and secure. Under the activities of protectionproper care, undertaking and safety is ensured by the government to the individuals. 1.2 Impact of policy developments on approaches to safeguarding vulnerable adultsPolicy developments or the policies which are used on approaches to safeguardingvulnerable adults in a service setting tends to have a large impact where individual are beingsafeguarded. It is because the policy developments often bring forth changes in policies, whichimpact the present scenario under which safeguarding is being done. Also, policy developments

focus on the present needs of the individuals which needs to be safeguarded in general, and oftentends to lack their future fulfilments. This impacts the overall development of the individual andthe set growth. It is important to ensure that policy developments are being under appropriatesupervision from the experience people safeguarding the adults. This would ensure that properpolicies are being made (Phelan, Fealy and Downes, 2017). The policy development insafeguarding is one of the most important requirements as well, because without appropriatepolicies, it is not possible to ensure the proper safeguarding is being done. Often when rightpolicies are developed under close supervision the service setting receives positive results andensures the practices of safeguarding are operating as needed. 1.3 Legislative framework for safeguarding vulnerable adultsThe government has provided required support to the service settings and officials whichto safeguard vulnerable adults. In order to ensure better support and care, the government hasseen to be passing required laws and legislation practices. These practices have supportedsafeguarding and have ensured that appropriate growth and development is taking place withinthe practices of safeguarding of vulnerable adults. These laws include:Mental Capacity Act, 2005Mental Health Act, 1983NHS Community Care Act, 1990Adult Support and Protection Act (Scotland), 2007Mental Health Bill, 2004Chronically Sick and Disabled Persons Act, 1986This legislative framework or the laws have allowed services setting across the country to ensurethat appropriate safeguarding of the adults is being done. Most importantly, the legislativeframework of United Kingdom tends to keep changing as per the present needs and requirementsand the service setting and the needs of the vulnerable adults as well. 1.4 Influence of quality assurance, regulation and inspectionCases such as of Margaret Panting (78 years old) who lived in housing scheme that wassheltered in Sheffield showcases the failure of several services involved care of her. It isimportant here to understand that such cases tend to impact the overall quality assurance which isbeing provided to the invidual (Northway and Jenkins, 2017).
