INTRODUCTION
The proper safeguarding and health care measures are to be taken by the health and
nursing care that will help in the better management of the various operations which is required
to be taken into the proper consideration which will help in effective maintaining of the various
operations that helps in the better handling of the different operations at the health care home
(Bunn and et.al., 2017). Besides this, the better management of the various health and social well
being will help in the effective handling of the various operations and functions of the staff at
health and social care. Besides this, the effective management of the various operations will be
taken into proper consideration. This report is based on the safeguarding measures that are
needed to be taken into proper consideration by the health and social care to manage the cases
like Baby Peter and Victoria climbie. This report will effectively cover the reason of certain
groups being vulnerable with the various risk factors and impact of social and cultural elements
on abuse. Besides this, the strength and weaknesses of legislation and various practices to be
followed in this context is been taken into proper consideration (Norrie and et.al., 2016).
TASK 1
1.1 Why certain individuals and groups are vulnerable to abuse and harm to self and others.
In the society, the social structures are quite complex and is needed to be effectively
managed for the better understanding of the various needs and demands. As per the case study,
the people who are dependent on others for example small kids and elder citizens, are highly
prone to the abuse and exploitation in one or other form. They act as the easy target for the
abusers as they can't defend or protect themselves. In majority of cases, the abusers learn this
from observing and facing the abuse in the family and neighbourhood (Popescu, G.H., 2015).
They learn what they see their parents doing and thus, if the parents are abusive, the children's
will also turn out to be dominating and abusive. Hence, they develop a mentality and tendency of
abusing others. Besides this, the abuse faced by themselves also plays a very vital and crucial
role in the development of the abusive personality that leads to the effective increase in the
various abusive actions.
The vulnerable teenagers and adults will be the soft targets for the abusers. The people
who are of 18 years or above needs the effective mental and physical care in case if they faced or
underwent a trauma or abuse. The people with physical or mental illness, disability, age and
those who are unable to take care of themselves against any sort of harm or abuse (Dimond,

2016). The abusers themselves can be the victim of domestic violence, homeless people and drug
addicts. The people who has undergone through the mental or physical trauma will look after the
better relief. Unable to getting it, they became sadistic and hardcore, taking in the actions that
leads to the abusive behaviour. Other than this, the better management of the various operations
will help in the effective handling of the various abuses. The health and social care organisations
must look after the effective handling of the different operations or effective measures to keep an
active and suitable check on the various abuses that are been required to be carried out in the
effective way to meet the requirements of the people, who had undergone through the trauma or
any form of abuse (Norrie and et.al., 2016). They must be provided with the proper consolidation
to meet the requirements of the user. Many times the victim of the abuse fails to convey the
message or the problem to the care takers or the social workers due to fear and sense of guilt.
This has to be effectively look after by the health and social care employee's to bring the person
out from the trauma or memories of abuse. Apart from this, various factors that can lead a
person into a risk should be properly identified and should be handled to avoid any serious
consequences of the abuse, like that of Baby P's. Also, the behaviour of a person with abusive
past and tendencies must be monitored carefully and a close watch should be kept on it to
prevent any sort of traumatic incident or events (Mulcahy, Leahy-Warren and Day, 2017).

1.3 Impact of social and cultural factors on abuse and harm to oneself or others.
The social and cultural factors lay a very deep and crucial role in the better management
of the various operations that helps in the effective handling of the different abuses that can
affect the behaviour of an individual. The effective management of the various factors that lay
and effective handling of the various operations will be taken into the effective consideration to
prevent any sort of abuse (Glasby and Dickinson, 2014). Some socio cultural factors are as
follows:
 Social exclusion: It involves the practice to socially boycotting an individual or the
group of people in the society which may leave deep impact on the mentality and
behaviour of an individual, leading to its development as an abuser. The abuser of baby
P's were socially excluded.

 Social factors: It involves the factors as housing, health, poverty, lack of education and
support. This factors make the conditions worse and may lay a negative impact on the
overall behaviour of the individual. The poverty is the major cause of the child abuse.
Besides this, the poor health conditions and lack of education can lay a very deep and
significant impact on the overall operations of the company (Harris and White, 2018).
 Cultural differences: The difference in the cultural factors may lead to the occurrence of
the abuse in the society. This lead to the lack of bonding and understanding, depriving an
individual or a group from the basic amenities and not gibing the proper respect may lead
to the development of the abusive tendencies and depression which may lead to the
severe consequences.
 Social isolation: The social isolation is the major factor that leads to the rise in the
abusive tendencies that leads to the effective rise in the abuses and differences. Also, it
will lead to the various other problems like unplanned child, financial difficulties and
physical and mental stress (Glynos, Speed and West, 2015). The rise in the depression
will lead to the practice of opting the substance abuse, increase in depression and making
oneself and others more vulnerable and prone to abuses that can lead to the severe
consequences.
Besides this, practice sing the differences on basis of culture, race ethnicity, nationality
and religion can also act as the catalyst in the rise of the socio cultural abuses, impacting the well
being of an individual and other people.

2.1 Strength and weaknesses of the current legislation to control the abuse
Various acts and policies are been taken into consideration to safeguard the people from
various sort of abuses (White and et.al., 2015). Some majors acts and policies are:
 Care Act 2014: The Care Act 2014 helps in the effective management of the various
operations that helps in the effective management of the cases like Victoria climbie or
Baby P's that are been the victim of abuse. This act helps in he proper management of the
various measures and guides the health and social care workers to provide the better care
services to an individual who is the victim of abuse.

 Sexual offence Act 2003: This helps in the prevention of any sort of sexual abuse and
meeting the needs and requirements of the victims in an effective and significant manner
(Milani, 2017).
 Safeguarding the vulnerable groups Act 2006: This helps in safeguarding the rights of
the vulnerable people or groups who can't defend themselves and are greatly affected to
the various sort of abuses or exploitation. It helps them to get the proper support and
other facilities to cope up with the trauma and abuse they have undergone through,
protecting their rights and dignity.
2.2 Description about the range of professionals that are involved in the protection of individual
and group of vulnerable to abuse.
Health professionals have major role to overcome the abuse within the society by deliver
effective guidance and care to the suffered person. They have major responsibility to provide
effective care and treatment to the patient so as they can improve their health issue. In order to
overcome the abuse, there is requirement of strong professionals. There are so many experts
which are discussed below- Social worker- They are significant person in the health care setting who have
responsibility to provide protection and security to people from harm and abuse within
the society as well as organisation. These kinds of worker fight for justice and legal
action taken against wrongdoers so as they can not repeat the action again in the future
(Glasby, 2017). Social worker in the community works as a negotiator, educator and
supporter who provides the rights and security to vulnerable adults. They have right to
take the effective decision regarding the patient and people who survive within the
company. NSPCC- These expert ensures kids and families the individuals who are experiencing
sexual manhandle. On the off chance that any manhandle happens at working
environment then this individual battle for giving protection to patients. These are not-
