INTRODUCTION
The proper safeguarding and health care measures are to be taken by the health and
nursing care that will help in the better management of the various operations which is required
to be taken into the proper consideration which will help in effective maintaining of the various
operations that helps in the better handling of the different operations at the health care home
(Bunn and et.al., 2017). Besides this, the better management of the various health and social well
being will help in the effective handling of the various operations and functions of the staff at
health and social care. Besides this, the effective management of the various operations will be
taken into proper consideration. This report is based on the safeguarding measures that are
needed to be taken into proper consideration by the health and social care to manage the cases
like Baby Peter and Victoria climbie. This report will effectively cover the reason of certain
groups being vulnerable with the various risk factors and impact of social and cultural elements
on abuse. Besides this, the strength and weaknesses of legislation and various practices to be
followed in this context is been taken into proper consideration (Norrie and et.al., 2016).
TASK 1
1.1 Why certain individuals and groups are vulnerable to abuse and harm to self and others.
In the society, the social structures are quite complex and is needed to be effectively
managed for the better understanding of the various needs and demands. As per the case study,
the people who are dependent on others for example small kids and elder citizens, are highly
prone to the abuse and exploitation in one or other form. They act as the easy target for the
abusers as they can't defend or protect themselves. In majority of cases, the abusers learn this
from observing and facing the abuse in the family and neighbourhood (Popescu, G.H., 2015).
They learn what they see their parents doing and thus, if the parents are abusive, the children's
will also turn out to be dominating and abusive. Hence, they develop a mentality and tendency of
abusing others. Besides this, the abuse faced by themselves also plays a very vital and crucial
role in the development of the abusive personality that leads to the effective increase in the
various abusive actions.
The vulnerable teenagers and adults will be the soft targets for the abusers. The people
who are of 18 years or above needs the effective mental and physical care in case if they faced or
underwent a trauma or abuse. The people with physical or mental illness, disability, age and
those who are unable to take care of themselves against any sort of harm or abuse (Dimond,
