INTRODUCTION
Safeguarding in health as well as social care is very much important as this mean to
protect individual and certain group of individual due to their vulnerability to mistreatment as
well as injury to individual and else (Andrews, O'Neill and Petch, 2015). There is most part of
world where abuse is regularly taking place which sum up to having citizen who would be
commonly regarded to as victim of abuse. It is the right of each individual in deserving better
place to live within safe environment that is away from harm and thus making their safeguarding
too much important.
This particular report will be following the group of individual which is vulnerable to
abuse or harm to other or self, finding out reason behind it. With this risk factor that is leading to
incident of abuse will also be included and consequence of societal and cultural factor of various
kinds of mistreatment will also be covered. This report is based on Baby P and Winterbourne
View Hospital which is related to abuse to eight months who has suffered more than 50 injuries.

1.1 Why particular group of individual are vulnerable to abuse by others
Vulnerable group of individual is that who are not able to cope or resist and recover from
any sort of impact of disaster or natural calamity like that of pregnant women, children, elderly
people and malnourished people as well (Dickinson and O'Flynn, 2016). But rather everyone is
having complete right to live in safe and free form neglect or abuse environment which could
occur at any point of time. Like in the case provided where Baby P was found vulnerable of
facing abuse and harm by his mother and her boyfriend which led to death of child. Baby P has
suffered abuse from 50 injuries. It was analysed that child are the most vulnerable group among
all stated as they are not having any knowledge about what is wrong or right. They are not aware
of things or situation where other are harming or abusing them. As in the given case Baby P is
just 17 month old having no knowledge about abuse by his own mother and step-father. With
this in 2008 Owen and Barker were found guilty of causing or allowing death of vulnerable
person or child.
This is the part of child abuse which means psychological, sexual or physical abuse of
child by parent or other relative as they are considered to as vulnerable group of individuals. It is
also included that children are included under vulnerable group who are been abused or harmed
by others is because they are not able to stop someone else from hurting them. There are many

factors which is cause of abuse of vulnerable people like that of physical disability, mental health
problems, old age, learning disability or frailty (Dimond, 2016). Other than this all people or
individual who are considered to as weak would be key target of these abusers to larger extent.
There are many types of abuse such as physical, sexual, emotional, mental etc.
Physical abuse means that many of people are thought of when they hear word abuse. It
includes punching, slapping, kicking and strangling etc.
Sexual mistreatment can be kind of physical abuse. It can involve both physical and non-
physical elements. Also, it can include rape or other forces of sexual activity.

1.3 Impact of social and cultural factor of different types of abuse
There are in general 6 different types of abuse which are suffered by vulnerable group of people from all over the world which
are like that of physical, sexual, emotional, mental, financial or cultural. All of these are different from each other and could be major
cause of mental disorder, impairment and even leading to death of people in parts of world. There are certain factors which could be
regarded to as cultural or social factors impacting different types of abuse like poverty, health, housing, lack of support and social
exclusion as well. As the case study of Baby P who has suffered from 50 injuries and abuse from physical and mental factors. This
kind of abuse involve in social and culture factors which is directly impact on mind of people to abuse.
Poverty is one of the major impact on different type of abuse which will normally be identified within one of the group of
individuals (Glasby and Dickinson, 2014). It is included that poverty is that social factor which is not only increasing risk of child
abuse or their suffering but also increase likelihood that they will suffer from health related problems. Time duration and severity of
this poverty will be having significant impact on level and period of abuse for all individual this will moreover impacting financial
abuse. While on other hand there are some cultural factor which impact the different type of abuse like that related to ethnicity,
religion or discrimination. There are many incidents which show that religion is also cause or impact of person abusing other one.
There are other factors like domestic violence, alcoholism, anger issue and substance abuse which are regarded to as main
cause or impacts of child abuse restating from sexual, mental or physical harm. For many of the people living in countries like that of
Native Alaska, Hawaiians and American Indians would be facing spiritual abuse which is due to their cultural difference from others.
This is having greater impact on family roles, process of interacting with other people and finding out sense of well-being thus leading
to spiritual abuse.
Sexual abuse is also regarded to as kind of abuse which includes both non-physical and physical components involve with rape
and molestation. There are many victims of this type of abuse like that of spouse, children, people with dementia, with developmental
disabilities and elder as well. Other than this sexual abuse is also one of the major problem among minority community all around the
world like in case of large sexual mistreatment case including the Los Angeles archdiocese of Catholic Church in 2007 (Glasby,

2.1 Strength and failing of current regulations and policy regarding to vulnerable to mistreatment
There are many relevant national legislations or local policies which will be leading to professional code of conduct which will
relate to vulnerable people for abusing. Professional code of conduct will also be relevant for guiding and publishing all reports that
are included with regulating vulnerable and their rights at time of abuse which could be of any type (Glynos, Speed and West, 2015).
Guidelines and published reports like Francis. Report are also helpful in calculating the impact and standard of people leading to
abuse. The law relating to Safeguarding Vulnerable Group Act (SVGA) 2006 that was taken place in protecting the vulnerable group
from those who would protecting them As they are those group of people who are most likely to get abuse or influence by people who
are not able to recover from hazards. With the help of SVGA 2006, it will be leading to prevent all illegal kind of people to get access
or close to these types of people. This law is regarded to as very good but the problem with the act is emerged to as the people who are
getting abused within their home would not be able to include within this investigation by this method.
With this there us also Section 127 of the Mental Health Law 1983 workers in hospitals cannot ill-abuse the patients with
mental condition. This act was telling in terms of giving some guidelines to the workers but also had an ambiguity (Grajales, Novak-
Lauscher and Eysenbach, 2014). According to regulation, the ill treatment must be measured and hence it was hard to know the
intentions of the workers.

All of these will be having their own impact both in positive and negative manner as these rules are not necessary to have
access for all the people working. As abuse could be taken place at any point of time and with any one so it is not necessary that at all
time people are getting access to these laws and regulations. As in the case which described properly the impact of child abuse on
Baby P which led to his death and his mother who was involved within this was she victim of domestic violence (Keenan, 2017). As if
she was too able to get the solution based upon this problem then was possible that she did not herself commit this type of crime.
2.2 Professionals are included into protective individual as well as vulnerable group to ill-treatment
There are many professionals who are working for protection and regulation of vulnerable group in their abuse or harm by self
and others. Like in the case which is related to Winterbourne View Hospital where abuse was exposed in 2011 relating to learning
ability of patients. There was failure of leadership into the hospital which continue to neglect in safeguarding the patients and their
health. While there was criticism into working and concern with the role played by Care Quality Commission who was not reflecting
upon policies and procedures of hospital and ignoring the warning given by Terry Bryan (Lugg-Widger, Kenkre and Robling, 2018).
These activities which took place in hospital was also regarded to as kind of abuse like including as finding evidence of the general
poor level within the health care settings. Into the respect of finding of Winterbourne View Hospital into the report it was stated that
all people within learning the autism, mental health conditions and disabilities all of these will be having right to give support to
community.
While these would be having certain type of different professional who are involved into protecting individual and vulnerable
group who are witness of abusing. Care Quality Commission (CQC) is the main association or body which is working for providing
protection and safeguarding to individual right at time of abuse. Therefore, it is very important in case study of Baby P who has eight
month kid which has suffered from abuse and 50 injuries. As their duty is to set up regulations and monitoring all these guidelines
related to social and health care organisation or agencies. At the time whenever any individual is being abused and harmed then it is
important to talk or include about their rights others duties. If the care taker is not able to protect any individual from getting abused or
harmed or they are not meeting up standard in way of providing quality of care they are attracted for penalty. On other hand police is

also their role into safeguarding and protecting right of individual from being abused or harm by others. As all of their activities or
investigation will be recorded and reported which tend to be commissioned by government. Lastly safeguarding adult board is also
responsible for sharing up of information related to these type of incidents and ways to prevent or control them as well. This is
normally shared among local safeguarding agencies who will also be intended to monitor their all type of actions with activities of all
these issues as well (Manthorpe, Ismail and Baxter, 2015).
Like in the case it was included that CQC was not able to follow their duty and rights at time of regulating Winterbourne View
Hospital as they were neglecting their duty while practicing investigation within the hospital.

3.2 Potency of working exercise as well as methods to minimising ill-treatment
It is very much important that the health care professionals are knowing about what type of strategy is they using and how
effective all these are in relation with preventing or minimising abuse. Some of the strategies which could be used and their
effectiveness within minimising abuse will be termed to as:
Confidently and disclosure- This is the most important and first step which people can adopt in way of lowering down the practice or
action of abuse (Moss, 2017). As if there is trust between people then they could be able to easily talk and discuses on the topic related
to physical or mental abuse which is faced by them. But if this is case within the household related then there is lesser chance of
keeping information or details confidential. So this could be passed on to various other people of house or among relatives. But in case
of hospital or medial staff it could be included that they are signing confidentiality agreement where they would agree not to disclose
the information which is related to people or their patients.
Physical intervention policy- For people who could be behaving aggressively at any time or at any point of time then this policy will
not be very much effective as it is compared to be. Working with the staff will be reduce to risk of violence and looking with writing
up care plan which will be aimed at using methods and then achieving the lifetime goals.

Accident book- With the use of incident and violent book it would be easy for staff to get the opportunity related to the issue of abuse
(White, Currie and Lockett, 2014). Feedback for the supervision support will be given to all staff members which are given on the
interval of 2-3 weeks and allowing staff opportunity in way of accessing their all action of reflecting into work practices.
3.3 Potential improvement to practical exercise and methods in minimising mistreatment in well-being as well as societal care
One of major betterment into this section will be that related to creating awareness and this would be leading to increasing
understanding within use of minimising abuse within health and social care. If there is awareness and understanding among people
relating to different types of abuse, their cause and impacts then it will be possible for victim to start better life. Thus improvement
within the involvement of all type of professionals and service user with research will also be helping. Further it is required to focus
upon policies and not only on individual person with this there will be lower down risk of abusing into health and social care. While
on other hand they should also using assessment tools with the help of which it will be easy to determine the changes into behaviour of
child (White, Mannion and Waring, 2015). With this parents or others would be able to know that is there any changes within
behaviour of their child or do they need to pay more attention on them or not.
At local level improvement could be made or measured with safeguarding so that trust within the health and social care sector
in way of dealing with abuse.
CONCLUSION
From the above report it could be concluded that there are many cases of abuse which are of different types leading to
impairment, disabilities and eventually leading to death. There are many existent methods which are doing rather well to forbid the
patients from any kind of ill-treatment, but still there can be some more improvement and changes. For instance to obviate kid
mistreatment, along with training and teaching of children parents must also be provided training so that they can do the needed
counselling. There should be some public knowing programmes also so that the offender get an idea about the consequences of their
actions. The faith communities like temples, churches should also be included in process, as they have great impact on the minds of
