Justification of the chosen health concern:
Smoking
According to the Bay of Plenty (BOP) District Health
Board Hauora of Toi (2018), the BOP tops in the quit
smoking rate in New Zealand (NZ). The Bay of
Plenty’s free Stop Smoking Support service, Hapainga
is known for its high quit smoking rate. However, as
per the tobacco control statistics published by the BOP
District Health Board during the tenure of 2015 to
2018 highlights that the overall rate of smoking is
higher among the Maori population irrespective of
gender in comparison to Pacific population and the
total population residing in BOP. The percentage of
regular smoker counts of 42% of Maori in BOP.
As per the data, the rate of smoking is high among
the Maori women, Tucker, Kivell, Laugesen and
Grace (2017) stated that the Maori women suffer
from poor socio-economic status along with lack of
proper access to the healthcare set-up and respect at
home. This the reason behind high smoking rates
among Maori women. The health promotion will
aim towards reduction of smoking among the
Maori women residing in BOP.

Building Healthy Public Policy Policy towards prevention of
smoking among Maori women with special notice to pregnant
women of BOP
Creation of supportive environment: Supportive environment
will be created through the presence of culturally competent
Maori nurse as this will help to increase the overall participant
of this group of population. In order to increase the support
further the family members of the women like their husbands
will also be asked to join in the community health promotion
and thereby helping smoking prevention in a comprehensive
manner (Rose et al., 2015)
Strengthening of community action: This will be done through
increasing the empowerment of the communities (World Health
Organisation, 2018).
Development of personal skills: This will be facilitated by
promotion of healthy food habits ad physical activity and this
will help in the prevention of smoking (Hyland et al., 2015)
Re-orientation of the healthcare service towards smoking
prevention will be done through taking feedbacks from the
participants and making subsequently changes in the health
promotion plan. Like feedback in making the plan more
culturally competent.
Intended and Unintended outcomes
Intended outcomes: Reduction in the level of
smoking among Maori women
Unintended outcomes: Marginalization of the
pregnant women pregnant women who have
smoking habits. This marginalization will surface
when the pregnant women with smoking habits will
come to participate in health promotion campaign.
This marginalization or social exclusion will
hamper their mental health and well-being (Stibe &
Cugelman, 2016)

2. Te Mana Whakahaere: Autonomy
The health promotion program towards the prevention of smoking should be done in such a way that it increases the autonomy
of the participant. Kindly self-initiative and will to quit smoking and this will help generate awareness further (Hyland et

3. Te Oranga: Participation in society
In order to improve the socio-economic condition of the women, the women will be provided with proper employment options
and this help to overcome their depression and thereby helping to quit smoking (Hyland et al.,2015)

In the domain of healthy lifestyles, women and their husband will be asked to quit smoking through explaining the
consequences of active and passive smoking on health of the family and fetus. Moreover, this will help to improve their overall

healthy diet plan and this will further promote smoking cessation and improvement in overall health (Åkesson, Larsson,
Discacciati & Wolk, 2014).
