1 a) "Local government (LA) has an overall responsibility to protect and promote government
support for young people in their area and to promote their childhood with their families by
providing access and a level of governance that meets these requirements" (s . 17 (1) of the
Children (CA) Act 1989).
As per s.17 CA 1989, the Municipality has the ability to accept further assessments and offer
further support where necessary.
It is LA's duty to secure and promote Harry's wealth by promoting childhood with his people,
at least his people have overlooked his representative needs such as passionate warmth and
well-being. . His people always fight and this has affected Harry's enthusiastic wealth. Harry
goes to class in a state of anxiety and confusion, is grieving and feels terrified of being
comfortable with misbehaviour at home. Los Angeles had to try to assess Harry's
requirements and make administrative arrangements to ensure his well-being.
b) "It is the duty of Council to accept investigations into whether it will not accept a child
who has suffered or is likely to suffer serious harm" (section 47 CA 1989 cited) and WTSC
18).
Harry's family neglected to protect him from urgent domestic troubles. As pointed out by the
description, Harry is injured in a side cheek, which can be caused by slaps / blows. Harry
needs addiction at home and is scared. Her parenting led to anxiety and upset that would have
a direct impact on her school and learning. Harry's human activity has caused a lot of malice.
Therefore, LA is obligated to perform a s.47 revision of the Juvenile Act 1989 because Harry
has suffered and it looks like he will suffer a lot.
c) "LA has the capacity to provide convenience and not the duty to do so" (s.17 (6) CA 1989
cited in Carr and Goosey 2017, p. 213)
d) According to St. CA 1989, it is the responsibility of several organizations to collaborate
with LA. “Effective sharing of data between experts and nearby offices is essential for good
organization of identification, evaluation and administration” (WTSC, 18).
e) "The local authority has a legitimate discretion to remove a child from comfort or to
prevent evacuation, where they have reasonable grounds for accepting that the young person

would in some way suffer serious harm." s.44 CA 1989) The Council may require emergency
insurance capacity to ensure Harry 's welfare.
f) “If the police have reasonable cause to accept that a young person would in one way or
another suffer serious harm, he may appropriately remove the boy and keep him there” (S46
(1) ) CA89).
Police have the ability to bring Harry to reasonable temporary comfort. They can also catch
Billy for doing serious harm for chid behaviour and domestic violence against Julie to make
sure Harry is safe at home with his mother as the children are in a better position with their
families.
g) “LA has the duty and ability to provide a child with the opportunity to protect the child's
government support” (s.20 CA 1989). To ensure Harry 's safety, LA can work with various
agencies such as the police to remove him from major damage and locate him in a short
facility.
h) “It is the duty of the neighbouring authority to make game plans to promote cooperation
between itself and the various offices to develop the wealth of the young people in the
neighbourhood” (s.10 CA 2004).
Due to bad behaviour at home (DV), downtown Los Angeles is promoting Harry's wealth.
Council would be tasked with reporting the DV example to the Multi-Agency Risk
Assessment Conference (MARAC). The point is to share data to increase Harry and Julie's
safety, well-being and success. Additionally, Los Angeles is expected to provide data to
welfare experts in case they need to check Harry for another bodily injury with his mother's
consent.
2 a) A social expert in Los Angeles should accept the receipt to the carrier and determine
what type of response is required within one business day of receiving a referral. As the
social expert responsible for this issue, I will use the board's guidelines to determine the level
of risk to Harry.
Stage 1 - Universal administrations (no risk)
Stage 2 - Early Care (Generally Safe)
Level 3-s.17 AC 1989 (unfortunate children) moderate risk
Level 4-s.47 CA 1989 (child safety inspection) high risk
