Way services are designed and older aged people are encouraged to actively participate
Society is changing and so is the way people are living as their lifestyle is mostly affected by
lot of political, social and ethical considerations taking place across various parts of the world
(Wondimu, 2017). One scheme must be designed in such a way that there must be government
fund created on which some financial contribution must be made by government and some by
the old aged person.
Positive factor:
One positive factors that is associated with this type of healthcare system is that it will
lead to older aged people contribution more towards such funds and nor becoming burden to
their families (Kim, 2016).
Negative factor:
One negative factor is that for many old aged people who have crossed a particular age it is
not at all easy to work at this stage of their lives (Ma, & Liang 2019, July). The whole lives they
have already present working and now in last days they must be given some option to relief. But
such schemes put a high pressure on them to earn and contribute their respective share.

Model of health service delivery in aged care
There are various model of health service delivery in aged care that is used in order to
make aged people independent and participate in the society. One of the model is user- pays
model for aged care (Harris & White, (2018)). The user pay means that buyer beware with senior
services properly. This model allows for self-directed care that means people can choose how
they invest as well as spent their aged-care funding on the services. It also allow and support
aged people to live independently. Another aged-care reform involve in this model is related to
the requirement of people to do contribution for their own care & it means many individuals
require to manage and control their finances in order to ensure that they have adequately planned
for retirement (Sipilä, (Ed.). (2019)). It is determine that the government if Australia pays aged
people through program funding, subsidies, supplements and many more.

Critically evaluation of model along with negative and positive factor
It is evaluated that increasing in large number of older people decline economically base
younger people. For this, it is important for government to develop different models so that aged
people live their life independently and participate in society with the tension of future. The users
pay model is one of the approach of financing of aged care. This concept was started by the
government of Australia for the long-term viability of funding for the aged care services. Their
main aim is to protect the future of aged people so that they can live independently (Moon,
(2018)). This approach allow aged people to choose at their own about how they want to invest
or spend their funding on services which will allow them to live in a better and protective
manner. It is evaluated that many of the people required to find out an affordable options for
living independently and this model will help them to choose effective and feasible option.
Positive factor: This model allow people to choose their own about how to spend their
funding in order to live independently. User pay model is beneficial for those people who have
look for the idea for long time and have the willingness to deliver good as well as reliable
services. In addition to this, the positive element of this model allow people to realise the
importance of living independently and participate in the society properly.
Negative factor: This factor develop negative mind set of people as it can only participate
in the societies if they have such good plans (Dziegielewski & Holliman, (2019)). In addition to
this, every people does not have adequate amount of funds to invest in services which may
decline the morale of aged people and they did not live their life independently.

Political and Ethical considerations with the Aged care in Australia
The Australian government for the purpose of dealing with various issues associated with
the age care system has started a user pay system forged care services and they are asking
consumers to make some amount of financial contribution in this system (Brown-Jackson, 2019).
There are some ethical & political issues that are associated with this aged care system in
Australia as discussed below:

Ethical considerations: One of the major ethical considerations in this regards is that there
is growing amount of ethical tensions on part of individual physicians for supporting the best
interest of their health care patients (Martins, 2016). The justice for the aged segment of
population and various health disparities are some of the major concerns that are also some
major ethical considerations. Many times the overall line between the harmful, beneficial and
non beneficial effects can affects the moral obligation. The increasing in amount of aged people
decline the number of youth people that may impact negatively on the economy. There can be
some other ethical considerations in this regard like that of concern for the humanity of such
aged group people so also very necessary as many times people of such age group do not posses
any income source so they might not be very independent and already depended on their
families. So, when they are asked to make contribution in such a system then it might lead to
burden increased on their families in terms of financial support and the main objective that is
helping aged people is the sole motive on which this whole system has been created it might not
be fulfilled (Sornette, 2017). The ethical issues may arise if all the policies and rules developed
by government is not followed by the aged-people. Sometimes people belong from this category
may not have proper knowledge about the policies due to which they did not agree with
statement which may occur ethical issues.
The type of treatment that is being offered from such funds is also a matter of concern as if
in any case the patient is not satisfied with the treatment that is being provided to them then it
will again put an ethical question on the nature of this age care system introduced by the
Australian government (Zhang, Ding & Qiu, 2019).
Political issue: There are cretin political considerations also that are associated with the
system, there are different factors that comprises of various economic, demographic and social
factors which can influence the political prominence of various issue related to services for older
aged people. Such as when there is contribution asked from such old aged group of people then it
requires them to be more financially independent and have some source of earning so that they
can make a contribution (Pelster, Hagemann, & Uribe, 2016). Such as it requires changes in the
overall economy in form of more employment opportunities for old aged segment of the society
that can suit their age, level of knowledge and physical competence have to be designed by the
government which is a major political issue (Fatmi, 2017). The jobs must be such that such

people can do them after retirement also. In addition to this, the tax system as well as tax rates of
Australia is high due to which aged people get less services of the amount they spend on taking
this service by User pay model. Moreover, the cancer rate or death rate of people living in
Australia is high that may impact on the overall funds which is spent by the old aged people for
living life independently.
