Abstract: This paper consist a detailed elaboration on the Toronto Waterfront
proposal which is primarily intended to develop one of the smart cities across the
world. However, the proposal consists of several limitations which are discussed
in this paper. Along with this discussion it also consists a detailed elaboration on
the effective strategies that holds the capability to reduce the limitations of the
proposal.

1. Introduction:
Considering the rapid growth of technology it is noticed that smart cities are of the most trending
innovations that is ruling the world. Now a days counties across the world is very much
interested towards developing the one of the most advance cities which will be able to offer
effective features to its citizens with the purpose to stay a little ahead from other cities.
Considering these aspects in study has primarily focused on the smart city proposal of Toronto
Waterfront, which is one of the most innovative proposal approached by the Google’s sister
company Sidewalk Labs (Citylab.com 2020).
This study will consists a detailed elaboration on the key factors and its possible impacts. Along
with this it will also include a detailed analysis of present issues and followed by the
identifications it will recommend effective strategies to mitigate those identified issues.
Following the above mentioned statement in the below section the key factors and its impact are
listed:-
1.1 Key factors-
One of the key factors of Toronto Waterfront is to improve the social, economic as well
as the cultural values of the selected land in such manner that it will not harm the
environment as well as the residents (Hashem et al., 2016).
Sustainability is also one of the key factors of the nominated.
Along with this one of the key factor behind Toronto proposal is to develop a city with
advance technological infrastructure.
Development real estate is also one of the key factors.

1.2 Impact-
As it is discussed in the above section that Toronto Waterfront proposal has been introduced
for the land with the purpose to improve the sustainability and economic growth of the
selected land. However, along with these benefits it is noticed that the residents present in
Toronto are very much worried about the fact that their lives will be monitored by digital
sensors. Hence, it can be stated that this approach has positively impacted many aspects of
the land but the residing people of the land are negatively influenced by the threat of security
and privacy (Hong et al., 2019).
2. Evaluation of Governance issues:
Followed by the above identifications it is noticed that the Toronto Waterfront proposal is one of
the most innovative as well as promising the proposal which has the opportunity to improve the
economic, social as well as the technological growth of the selected land (Lim, Kim and Maglio
2018). While analyzing the key functionalities of this proposal it is determined that this smart
city will consist several supervision technologies as well as sensors that will collect the data of
the smart city activities and the collected data will be handled by any third party.
Followed by a thorough analysis on the Sidewalk Labs digital governance proposal it is
identified that this has proposed for the below mentioned field:-
Urban City data- consist of a non-private, private as well as other confidential data that is
collected from the physical space of the city. Along with this it is also identified that
Sidewalk has approached to establish effective policies to collect those data (Okcuoglu
2019).
Urban data trust- is such data agent that will be developed to monitor the data usage and
collection of both private and public organization. The data trust would have the authority
to limit the data accessibility and utilization as these data will be handled by Data trust.
Transaction data- consists of several information like commercial data as well as the
information about the financial transactions. However, similar to the collection of urban
data the Sidewalk has not introduced any rules to manage and restrict the process of these
types of collection.
Responsible data use assessment- will consists a data which will be used to analyze the
influence of these data on the people and community (Osman 2019).
Considering above identifications it is noticed that there are several limitation present in this
scenario, which is related to the governance. Thus, in the below section a detailed elaboration of
the governance risk, governance ethics and governance compliance is present which will help to
get a depth idea about the governance issues in this approach.
2.1 Identified governance risk-
Followed by the above identification it is noticed that there are several governance risk
present in the Digital Governance proposal of Sidewalk Labs, which includes the
followings:-
While analysing the proposed digital governance proposal it is identified that one of the
major risk present in this proposal is reacted to the privacy concern of the citizens as it is
