INTRODUCTION
Public services are provided by the government or the individual societies for the welfare
of the society. Statutory services are government funded and non statutory are privately funded
public services (Common, Flynn and Mellon, 2016). The report discusses about the difference
between the two types of public service. It further discusses about various incidents happened
and services utilised in coping up with the incident.
Statutory and non statutory services
Statutory public services are governed by law and a legislation is passed by the
government to keep it in peace in the home country and sometimes in abroad as well. However,
non – statutory services are not needed by law but these services still function as they are
required by the public (Creyke, McMillan and Smyth, 2012). These services prove to be very
beneficial for public in some situations. Statutory services such as educations and schools,
council services, police fire brigade, ambulance army, legal aid etc. These organisations are self
funded and can also receive money from the government. Non statutory services can be
probation services, Tourist services etc. These services are not funded by the government and the
finances are required to be arranged by the individual or the group of individual, running those
services. The major difference between the two terms is that statutory services are usually
uniformed and professional but non statutory services can be started by volunteers.
Public services bring the chance to understand the society and community not only in
United Kingdom, but overseas as well. It provided to understand different regions, religions,
ethnic groups, gender and age diversity.
Statutory and non statutory public services proving support to the public and citizens
These services are helpful in providing assistance as and when it is required by the
public. The services cover most of the problems that society can go through. It includes
emergency situation, requirement of information, utilities and legal help. Each service is
specifically maintained foe a special area and people excelling in the field works as
professionals to solve the problem. The professionals working have enough knowledge to solve
the problem affectively and efficiently.
Green fell tower fire
Green fell tower fire accident was the deadliest incident in UK which resulted in many
causalities causing severe damage to the building. Fire occurred at Green fell tower which was

24 storey building. The people involved in rescuing thousands of people were, fire fighters, fire
engines, hospitals, rescuers, ambulances, fire brigades. Safety recommendations were provided
by Department for communities and local government.
Firefighters, rescuers fire brigades are the statutory public services which are funded by
the government and special laws are maintained. Hospitals, ambulances can be statutory or non
statutory depending upon the nature of hospital (Teasdale, Alcock and Smith, 2012).
Government hospital will be covered in statutory public services, otherwise it comes under non
statutory public services.
Manchester attack
Manchester attack is a recent attack where a home-made bomb was planted at the exit of
Manchester Arena in Manchester, England following the concert of American singer Ariana
Grande. The people involved in handling the situations were, police, doctors and ambulance to
control the situation of the location, hotel served as a shelter, taxi companies came to rescue and
helped in taking people from one place to another for free. In this case, police, doctors and
ambulance were the statutory services governed by the government. However, taxi services,
hotel for shelter services were provided by the non statutory public services (Murray, 2012).
They took initiative to control the situation but were not governed by the government.
Red cross helping refugees
British red cross helping refugees, is a society in UK which extend help to the people
who are in crisis. They help without discriminating people on the basis ethnicity, origin,
nationality, political beliefs, origin or religion. It is a kind of non statutory public services
because it is an independent charity who works to mobilise the power of humanity (Perkins and
Slade, 2012).
Citizen Advice
Citizen advice is a network of independent charities that works free to assist people with
money, legal, consumer and other problem. It is also a statutory public service as it is dependent
on government for its funding. However, it also acts as a high profile critic of government
policy.
Hertfordshire constabulary
It is a territorial police force who is responsible for policing. It is a statutory public
services whose control is in the hands of the government.

Opinion on statutory and non statutory organisations
Statutory and non statutory services are responsible for the welfare of the society. These
services are required to be present in order to assist people in their well being. The main different
between the two is about the funding. Statutory is funded by the government and non statutory
have to arrange its own finances (Pitt and et.al, 2013).
CONCLUSION
From the above report, it can be articulated that public services plays an important role in
assisting people in various services. Statutory public services include, hospitals, schools, armed
forces etc. Non statutory services include, tourism services, financial consultancy services etc.
Both the services are required in order to cope up with the hazard that takes place in the country.
