Introduction
The paper highlights the Stop and Frisk policing practise that is adopted throughout
the United States. However, the paper focuses on the development of the process particularly
in Philadelphia and in New York. The research takes a look at the historical aspects that have
developed between the adoption of the process and the manner in which it had progressed
throughout the United States. Despite the cease of racism in the country, certain parts still
discriminate between the people with darker skin colour than that of the people with fairer
skin colour. The amendments based on the development and implementation of the process
are undertaken so that focus can be made in trying to identify any recommendations that can
help in the stoppage of the Stop and Frisk process.
Research focus
The research focuses on the manner in which Stop and Frisk came from and the
historical background behind the success of the programme. The person behind the initiation
of the act and the person supported the act are taken into consideration in the research. At the
same time the growth of the Stop and Frisk in specific areas such as New York and
Philadelphia are highlighted so that a specific set of rules regarding the application of the
process can be understood. The individuals that suffer from the practise are highlighted with
statistical highlights that define the success or failure of the program. The result of the
practise and the present condition of the country, with special emphasis to the two cities are
focused on the research.
Methodology
The former President Richard Nixon and Richard Reagan begun the movement “War
on Drugs” in the 1970. This was a huge political movement undertaken by the former

Presidents that was aimed to get white votes. However, this movement aimed towards
targeting the minorities because of the Civil Rights movement. Later, this “War on Drugs”
movement developed in to a Mass Incarceration of minorities. Moreover, it took shape of the
military tactics like stop and Frisk Policy. However, Judge Shira Scheindlin of the US
District Court mentioned that the Stop and Frisk policy practice in the New York violated the
4th and the 14th amendments. The research questions were approached based on a careful
study of the factors that have led to the adoption of the practise. The manner in which the
practise had developed under the presidential camping of Richard Nixon has been one of the
highlights of the practise. Thus, the historical manner in which the practise has developed has
been approached by using secondary research. The approach has been systematic and helps
the researcher to understand the development of the practise as well as help in identifying the
required legislations related to the process. The research helps to understand the data behind
the development of the practise and the people that are most affected by the development of
the Stop and Frisk method. Hence, the research can help in developing new theories in the
research process.
Discoveries
The discovery has been that most of the people that are coloured in the United States
are the main target of the process. As observed by Bonilla-Silva (2017) the racism issue that
has existed in the United States since time immemorial is the main cause for the development
and rise of the practise. Statistical data shows that 53% of the black people in Philadelphia
and in New York are the target of the practise. The fact that Philadelphia is colonised by
mostly black people is the main cause for the development of the Stop and Frisk method. It
has also been seen that in New York, decision has been taken to prevent the Stop and Frisk
method that looms over the city.

Personal stance
My personal stance on the subject is that racism needs to be abolished immediately in
the country. With the modern development of the world, it is necessary that every member in
the country reside with one another in a peaceful manner. The result clearly shows that such
coordination can be difficult given the fact that most of the country is covered with racial
discrimination. Hence, it is necessary to abide by the rules so that amendment of the
procedure can be made. The Afro-American people are likely to face frisk when stopped.
This can lead to unproductive purpose in the country and result in the formation of division
among the country. Hence, a tactical manner needs to be applied so that deal with the
problem can be done.
Future work
The future course of the topic will be to ensure that more research opportunities take
place. It is important to consider the future work related to the research so that more areas
within the country can be covered. At the same time another example can be taken is to find
out any discrimination between whites and blacks in countries populated with black people.
For example, research in African countries or in the Hispanic countries can be taken into
consideration so that the domination of the white people can be taken understood. This can
help in the development of the practise as well as identify any discrepancies that may be used
to abolish the practise in the United States.
Summary
The summary of the findings is that Stop and Frisk is important for the development
of a country as a whole. It is needed to be stopped so that productivity and economic growth
of a country can be considered. It is important to consider the Stop and Frisk principles that
usually occur in the cities of New York as well as Philadelphia. This can help in analysing the

rate at which black people in the country are harassed by the white people. The percentage of
harassment is high and future considerations regarding the amendment of laws based on the
principle need to be considered. It has been seen that in order to understand the crime and
justice of the country, other research beyond the application of the method in the country can
be considered.
Overall conclusion
Hence, conclusion can be made based on the findings from the research. It has been
seen that racism still exists as one of the important aspects in the country. Therefore, to
abolish the process it is necessary that laws related to the development of the Stop and Frisk
process be contained and at the same time negotiated. The high percentage in Philadelphia
and New York can be considered as a marquee for the development of the practise and
abolish of the law in both the cities. Thus, the laws of United States need to be strict about the
practise.
