1STRATEGIC PROJECT MANAGEMENT
Project Background and Introduction
This project involves the construction of a residential duplex in an Indian town of Majuli,
Assam. This project is a part of a recent government initiative to set up residential areas in
various sparsely populated areas so that further development can be initiated including industry,
healthcare, transport, education and others. Without the growth in population, these
developments will only be possible when there is a constant population growth. Currently,
Majuli is a small river island town in Assam where the population is just more than 20,000 and
thus population growth is required. In order to help the population growth, the local Majuli
Development Council, on approval from Assam State Government, has released tender for
construction companies to build a residential duplex in a particular piece of land and based on
the performance in this project, further contract will be allowed to build more duplexes. The
current selected land area has dimension of 8000 square feet and an overall budget of $800,000
have been allowed for the construction of the duplex. Bhartia Infra Projects Limited has won the
tender and will now proceed to build the residential duplex as per the requirements set by the
authority.
This report is based on the feasibility study of the project in order to identify if the project
is profitable and how much income can be expected from the project.
Project Constraints and Goals
The main constraints of the project are as follows (Kerzner 2019).
The chosen site is not very well developed and hence, it is unlikely that many
people will be interested in renting the duplex.

The chosen site is not very well developed and hence, it is unlikely that many
people will be interested in renting the duplex.
2STRATEGIC PROJECT MANAGEMENT
There are no high grade healthcare and education systems nearby and thus, people
will not be interested in moving in such a location.
Majuli is located on a river island and hence, sustainability of the duplex
construction is a question of doubt.
The main goals of the project are as follows (Harris 2017).
Economic development of the region
Population growth of the region
Demographic development of the town
Project Feasibility Study
A project is considered to be feasible when it fulfils certain conditions and is profitable
based on the investment made (Papke-Shields and Boyer-Wright 2017). For this particular

that the authority can proceed with the project. The economic feasibility aspect has been
conducted and shown in the following table.

Macro-Economic Business Drivers of the Project
The main macro-economic business drivers of the project are as follows.
Demographics – Currently, the area generally has a sparse population mainly owning to
the nature of weather as well as other factors like lack of sufficient infrastructure, transport,
healthcare and others (Meredith, Mantel Jr and Shafer 2017). The interest of people in moving in
to Majuli will help in the growth of population in the area.
Resourcing – Initial resourcing needs to be provided by the state government as a part of
the population growth initiative in the region (Harrison and Lock 2017). Currently, on spot
resourcing is not available as there are no manufacturing industries nearby.

Economics – One of the prime focus of this project is to boost the economy of the area.
This project is funded by the government and once the growth in population starts, it will
automatically boost the economy of the area.
Competitive – Currently, the competition is less in the market but some construction
giants like Ambuja has shown interest in the projects in this area in the near future that can lead
to the development of a competitive market in the area.
Micro-Economic Business Drivers of the Project
The micro-economic business drivers of the project are as follows (Serra and Kunc
2015).
Time Pressure – There is not much time pressure in this project as 9 months have been
allocated for the project that is deemed as more or less sufficient for the project.
Technical Expertise – The technical expertise of the contractor and the human resources
will play a major role in ensuring the success of the project (Ansoff et al. 2018). The contractor
needs to able to identify the nature of the land on which the construction will be done, construct
the duplex at lowest possible cost and manage the entire project towards successful completion.
People-Related Considerations – The human resources involved in the project should
have sufficient skills and expertise required for the construction of a building on a river island.
Moreover, they must also follow various guidelines and instructions related to construction, legal
and ethical aspects.

Conclusion
It can be finally concluded that under the initial analysis and the pre-set economic and
timeline parameters, the project appears to be feasible for the primary scope i.e. construction of
the duplex in the selected location. However, one major issue is that it is uncertain if many
people will really be interested in moving in to the selected location due to lack of proper
demographic, economic and infrastructure development.
