AI Summary
The report evaluates the European Union's plan to reduce greenhouse gas emissions and become carbon neutral by 2030. It discusses the ways in which EU plans to achieve this goal, such as expanding the emission trading scheme, introducing an environmental tax, and investing in energy efficiency. The report also examines the challenges that the western world faces in becoming carbon neutral and the actions needed to accelerate the transition. INTRODUCTION
There has been augmentation in the greenhouse gas emission and climate change in
this present digitalized and globalized world. With a view curb this problem and global issue,
several nations have adopted different strategies and devised plans. The current research
report also involves evaluation of one such ambitious plan of European Union of reducing
greenhouse gas emission to at least 55% by the end of the year 2030. EU is planning to
become carbon neutral by 2030. This is substantial increase in comparison with the current
targets upwards from the preceding target of at least 40 percent. The report will going to
analyse the ways through which EU will be able to attain such goal and meet the terms with
the estimated goals and standards of the Paris agreement. The report will also going to focus
on whether the western world become truly carbon neutral and attain the zero emission by
2030.
WAYS IN WHICH EUROPEAN UNION WILL ACHIEVE THIS GOAL
The commission has proposed to increase the ambition of European Union on
decreasing greenhouse gas emission at least 55 percent with the 2030 climate target plan.
However, this target is quite more than the previous target which is at last 40 percent. The
European Union have detailed in regards with the manner they will going to attain this goal in
line with the goals and standards of the Paris Agreement for keeping the global temperature
increase to well below 2 degree Celsius and pursuing efforts to maintain it to 1.5 degree
Celsius. In this regards, the first changes in the policy is to expand the emission trading
scheme of bloc (2030 Climate Target Plan, 2021). In this plan, the businesses are allowed to
allowance their trade with a view to keep the overall amount of greenhouse gas emission in
relation with installation as well as aircraft operators remains in a specific cap. Furthermore,
the commission also desire to segment out free emission allowances for the aviation industry
and will also going to include shipping industry as well. Besides, the new cars and vans will
required to be zero emission vehicles by the end of the year 2035 which signifies that
charging points will be recurrently obtainable on major highways. Secondly, the EU is
planning to introduce a carbon border adjustment mechanism which will be designated as an
environmental tax. This tax has been premeditated for discontinuing the products being
prepared in another place with no strict emission rules and bringing the imported one into the
European Union. If this happens then the businesses in EU will have to environment tax for
importing the products from outer the bloc. In addition to this, the commission also possess
awareness in regards with the cost being involved in such type of proposals (Amaro, 2021).

In this context, the energy poor and vulnerable household will be released from taxation on
heating fuels along with this the member states will also going receive funding for investing
in efficiency of energy. One notion is to make use of earnings from the Emissions Trading
Scheme with a view to reimburse the cost of transition of European Union nations to
susceptible inhabitants.
WILL ORGANIZATION IN WESTERN WORLD TRULY BECOME
CARBON NEUTRAL BY 2030?
Speaking in relation with the bulk of emission being generated by sectors in Europe,
there are five significant sectors that is power, transportation, agriculture, buildings and
industry which emit bulk of greenhouse gases. The major contribution of these gases comes
from transportation that is 28 percent, 26 percent from industry, 23 percent from power and
13 percent from both agriculture and buildings. The biggest source of greenhouse gases
across all these actors is combustion of fossil fuels. For the purpose of reaching the newt-zero
target and becoming carbon neutral by the end of the year 2030, cost savings along with
investment will be quite higher in some of these sectors comparatively to others.
Nevertheless, in the situation when the costs and savings pertaining to decarbonisation were
being distributed through to households, the combined cost of living for a normal household
in a climate-neutral European Union will be same as it is currently (Delbeke and Vis, 2019).
Moreover, the households which have lower income will get decreased cost of living. In other
words, it can be said that the European Union can attain the zero emission by 2030. Moving
further, this target can be achieved if the following things can takes place effectively. Firstly,
if by 2030, around 64 percent of the emission of EU will be decreased by large scale
electrification and increment in efficiency of energy by 47 and 15 percent correspondingly.
Secondly, until 2030 if around 75 percent of reduction will be attained through expanding
mature as well as early-adoption technologies for example heat cascading industry, heat
pumps in building and electric vehicle in transportation then this goal can be attained
successfully. Although the case of decarbonisation and the pathways are very clear for EU, it
will not be easy or decisive action for achieving the climate objectives. The western world
will be able to become carbon natural if all the stakeholders will discourse five hurdles for
accelerating the changeover and these are shifting social norms, creating stable policy,
encouraging collective action, mobilizing green capital and finally, accelerating net zero
technologies.

CONCLUSION
Thus, from the above analysis it can be said that European Union has taken an
ambition of reducing greenhouse emission and becoming carbon neutral by 2030 in line with
the Paris Agreement objective which is not going to be stress-free to achieve. Different
manners have been defined by the European Union in this regards such as implantation of
environmental tax, financial support and many other allowances. However, it has been argued
that unless and until all the sectors collectively take any decisive action, the western world
and EU will not be able to achieve this target plan. in addition to this, getting each and every
EU nation along with the European parliament on the same platform will consume lot of time
and will also involve tough negotiation. This is due to the fact that the ideas of commission
will going to impact varied economies of EU in varied forms.
