INTRODUCTION
Tourism is economic, cultural and social event which creates the movement of the people
from one destination to another away from their home country for the fun or professional
purpose (Tan and et. al., 2018). The people visiting the place are commonly termed as the tourist.
In the area of the tourism, Sustainable tourism is the concept or guideline for the tourism
destinations to operate sustainable by keeping in mind the care for the environment with the
economic and cultural development. For the present report on the sustainable and responsible
tourism management the chosen destination is “Slovenia”. This tourism destination is located at
the South-east Europe touching the peak of the Alps and bordering the Mediterranean Sea. This
destination is considered under the top 10 destinations of the world for the sustainable tourism.
The report will outline main features of the sustainable and responsible tourism in context of the
chosen destination. Further in the report importance and significance of tourism development
planning for sustainability is highlighted through purpose and principles. In the report the
principles of sustainable and responsible tourism management is discussed in regard of the
destination. In the end, how the sustainable and responsible tourism is managed in varied
destination is discussed.

P1. Evolution of sustainable and responsible tourism
Sustainable tourism and responsible tourism are two different terms that differ in their
meanings and objectives.
Sustainable tourism: In earlier 90s the term sustainable tourism as the application for the
subject of sustainable development of the tourism was derived in the tourism industry. From the
traditional tourism that used to focus on the entertaining the visitors in order to gain the social,
economic and cultural growth. But with the increasing population and climatic changes due to
the tourism sector the tourism bring new concept of sustainable tourism which aims to minimise
the bad impacts and maximize the positive impacts of the tourism activities on the tourism
destination and its local population (Morrison, 2022). In order to fulfil this aim the of the
evolved sustainable tourism the destinations like Slovenia has adopted the sustainable practices
that conserve the resources and also utilize them, wisely to maintain their long term relevance
and viability. With the growing trend of the customers regarding the tourism destination that are

greener and eco- friendly the sustainable tourism has evolved its aim to consider the variables
such as well- being, education, health and community in the tourism concern. Also the main aim
for the sustainable tourism is to generate economic benefit. The reason for the evolution of the
sustainable tourism is due to the intent downfall of the positive impact of mass tourism. Also the
development of the technology in the sustainable tourism has lead towards the usage of
application of technology in the sustainability development in tourism. As the factor of the
evolution of sustainable tourism the concept of eco- tourism and green tourism are also
established with action plan and strategies to improve condition of local economy. Thus as the
Slovenia destination ensures the environmental friendly tourism to have sustainable tourism.
Responsible tourism: the new term in the tourism sector that refers to the advocates of the
tourism and tourism destinations regarding the responsibility of the businesses towards the
environment and social aspects of the tourism. This states that the responsible tourism is the
subset of the sustainable tourism (Holmes, Dodds and Frochot, 2021). The term responsible
tourism was first coined in the 1996 by the various tourism and environmental experts. In order
to understand and promote the tourism in the society the responsible tourism evolved through the
use of the sustainable tourism by promoting the responsibility of involving the local tourism in
the tourism sector by the tourism destinations. For instance the Slovenia destination has utilized
the evolution of the responsible tourism by promoting the safety and security of visitors during
their visit. This has added the new specified rules in the policy of the responsible tourism such
as:
 Reduction of negative economic, social and environmental impacts.
 Earn greater economy for the local citizens and thereby enhance the well- being of the
host communities.
 Improve the working situations of the tourism industry.
 Provide the access for the physically disabled visitors
 To respect different cultures and encourage the respect between the tourist and host to
build the local pride and confidence.
Thus, over the period of the time there is huge evolution in the sustainable and responsible
tourism by which the tourism destination are maintaining the high level of tourism satisfaction
and also ensures that with fun and meaningful tourist experience the awareness for the
sustainability and promotion of sustainable tourism is also practised (Panzer-Krause, 2019).

P2. Role, function and mission of WTO in promotion of sustainable and responsible tourism.
The UNWTO also known as (WTO World Tourism Organisation) is the special agency
of the United Nations which is responsible and accountable for activity related to the tourism all
across the United Nations. The World Tourism organisation is the leading international
organisation for the promotion and advertisement of the tourism and act as the driver for the
economic growth attained through tourism, inclusive development and environmental
sustainability.
In the subject of sustainable and responsible tourism the WTO as the leader of the
tourism sector effectively provides the leadership and support in promoting the aims and
objectives of the sustainable and responsible tourism to the various destinations like Slovenia.
The WTO has its own mission, role and function in promoting the concept of the sustainable and
responsible tourism all across the destination of Slovenia and other tourism destinations.
Role of WTO (World tourism organisation): the role of WTO in promoting the sustainable
and responsible tourism are :
 to conduct the research on tourism market and industry to identify the physical and
financial planning, economic analysis, techniques, promotion and marketing strategy and
development in terms of sustainable tourism (UNWTO, 2021).
 For the effective promotion of the sustainable and responsible activities of the tourism the
WTO has role to organise the courses and vocational training for the tourism destinations
like Slovenia that aims to educate the principles of the sustainability and ideas of
responsibility in the developing destination places.
 They also has role in building the consortium of the legislations, regulations and
documents on the all aspects of travelling and tourism for destinations to maintain
sustainability.
Function of the WTO (World tourism organisation) : the most important function of the
WTO in promoting the sustainable and responsible tourism is to serve as the permanent source
for the information regarding the sustainable tourism to its members and the world community
(World Tourism Organisation2021). For the promotion of this concept of tourism the WTO
organise extensive programme of publication and electronic products. The respective functions
of the WTO are discussed below:
 Improving the competitiveness and innovation in tourism industry.

 Promoting sustainable development
 Achieving tourism which is more responsible, sustainable and universally accessible.
Mission of WTO ( World tourism organisation): As the international organisation the global
mission of the supporting the concept of the sustainable tourism development in order to yield
the wealth, create higher employment and to promote the better visual of relationship between
the nature or environment and human being worldwide of all races and religion. Through the
promotion of the sustainable and responsible tourism the WTO aims to set the global agenda of
SDGs in order to end the extreme inequality and fight of justice, extreme poverty and fix the
climatic change till 2030 (TOURISM IN THE 2030 AGENDA,2021). Under this mission of the
WTO there are 17 sustainable development goals in relation to the sustainable and responsible
tourism.
Meaning of sustainable and responsible tourism
After analysing the mission, function and role of the sustainable tourism in context of the
lading organisation WTO it is critically evaluated that the sustainable and responsible tourism is
basically concept in which the tourism has aim of growing economically but without damaging
the environment and compromising the needs of the future generation. It is also analysed that the
sustainable and responsible tourism means the innovation in the tourism industry and also to
spread the education of same all across the world to make the world better place to sight and also
to nurture the beauty of nature. Thus as per the WTO the grounds of sustainable and responsible
tourism can be meet when the tourism will foster the nature and its beauty by maintaining it.
P3. The purpose and principles of tourism development and planning to minimise the adverse
effects of tourism
The sustainable tourism development has become the key agenda for the tourism industry. There
are some key purpose and principles of the sustainable tourism development and planning in
order to reduce the adverse effects of tourism that are discussed below:
Purpose of tourism development and planning
 To prosper economic viability: the tourism is creating a bad impact on the economic
viability of the tourism destination and businesses of Slovenia in order to stop this impact
and to create the economic viability and competitiveness in order to prosper and deliver
the best tourism experience to guest the tourism is developing and planning the
sustainable and responsible tourism (Gerungan and Chia, K.W., 2020).

 Local prosperity: due to the adverse impact of tourism on the local community and
citizens the tourism has decided to develop and plan its growth for the local communities
to attain the benefits. The purpose of the tourism development and planning is to
maximize the contribution of tourism for the economic prosperity of the local community
and host destination in order to minimize the negative impact.
 Employment quality: the adverse impact of the tourism is on the employment of the
host destinations therefore the tourism; industry is developing and planning to minimize
this impact through sustainable tourism which focuses on the strengthening of the number
and quality of jobs in the host destination. As the tourism has a purpose of creating the
jobs which also includes the level of pay without any discrimination of gender, race,
religion and other way.
 Environmental purity: due to the high pollution involved into tourism the destinations
like Slovenia where facing the adverse impact of the tourism on the beauty of the
environment and nature (Kularatne and et .al., 2019). To reduce the impact of pollution
and wastage the tourism is developing into sustainable and responsible tourism.
Principles of tourism development and planning Protection of valuable features at the host destinations and promote their heritage is
the key principle for the development and planning of tourism. The natural and cultural
values are the attraction for the tourist of the Slovenia, therefore the tourism of the
Slovenia does not compromise with this and plan and develop this tourism factor to
prevent harmful impacts.
 Minimise the load on the environment is key principle of tourism development and
planning as helps in reducing the negative impact tourism brings on the environment in
the form of pollution and environment degradation. Minimize the negative impact of tourism on the local community of Slovenia and its
key members in order to obtain the social sustainability. The development and planning
of such form of tourism that does not harm or upset the daily life of the host destination
help in avoiding the hostile situations (Bodhanwala and Bodhanwala, 2021).
 Minimize the negative and adverse impacts of tourism on the culture/ traditions and
customers of the local people of Slovenia in order to again the cultural sustainability.

influences.
P4. The process of tourism development and planning, associated problems and challenges in
Slovenia destination
In order to enhance and maintain the attractiveness of the Slovenia destination all across
the world and also to maintain its sustainable tourism image the destination utilize the process of
tourism development and planning. The process is complex and rationale and is carried out
systematically to have realistic and long term positive results. The basic steps of the tourism
planning and development process are:
Study preparation: for the planning and development of the tourism of Slovenia careful study
of preparation is important. This includes the interpretation of current tourism situation, urgency
of pending tourism development and much more for the structure of planning the development of
tourism in Slovenia.
Determination of objectives: the identification of the goals for the planning and development is
important in order to attain desirable results in the end. In this stage the purpose of the
development and planning of the tourism is decided by the Slovenia a destination to be

Slovenia
 Policies and regulations: for the tourism development and planning there is requirement
of legal permissions as per the set policies and regulation by the government of Slovenia
which are highly strict. This is huge problem for the Slovenia as tourism destination to
seek permission from the government in order to develop and plan for tourism making it
time consuming as well high cost on law suits.
 Expertise and Manpower: The lack of expertise of the workforce in the tourism
destination of the Slovenia is huge challenge for the destination to initiate a process of the
tourism development and planning. For the effective development the Slovenia
destination will be requiring the huge talented workforce for which the destination must
train their manpower.
 Infrastructure issue: In Slovenia every think is very wet as the atmosphere of the
destination is wet due to the rivers and lakes this damages or makes the infrastructure
weak relatively very soon. Due to this regular development and planning of tourism
become highly costly for the Slovenia.
P5. Impact of tourism activity of the Slovenia in economic, social, cultural and environmental
perspective
The tourism activities of the Slovenia are spread to vast range and also have potential of
creating the impact on the economic, social, environmental and cultural aspects of the
environment (Diéguez-Castrillón, Gueimonde-Canto and Rodríguez-López, 2021). Slovenia is
the sustainable tourism destination that effectively plan and develop its business activities
through the principles and process of tourism. But with the changing environment and increasing
demand and large population the tourism of the Slovenia destination creates the impact on the
different perspectives which are discussed underneath:
Economic: As per the activities such as surfing, water sports etc. on this destination are high
point of attraction for the visitors. In order to enjoy such services the Slovenia charges an amount
from the visitors that directly impact the economy of the destination. From the economic
perspective the tourism activities of the Slovenia has huge hand in creating the wealth and jobs,
but due to this there is leakage in wealth of lower community of the Slovenia.

Social - Cultural: in the perspective of social factors the tourism activities tends to bring the
people of the society together in order show case the social belongingness with the other people
of the society. But also due to the tourism activities of the Slovenia the education system of the
tourism promote the positive impact of the society and its rituals (Su, Wall and Wang, 2019). For
example if people from outside countries visit the Slovenia they feel proud for the heritage,
culture and traditions they follow this brings a positive impact by enriching the socio-cultural
background of the Slovenia.
Environmental: In perspective of the environment the tourism activities of the Slovenia are
known for their sustainability which automatically brings positive impact on the environment
and its natural resources. The water sports, diving etc. are completely sustainable and carbon free
making the environment as their priority.
P6. Implementation of Principles of sustainability by Slovenia to meet stakeholders requirements
and expectations
Stakeholders are the key part of any organisation or the place because they are either
influenced by the activities or influence the activities for the better results. In case tourism
destination Solvenia the stakeholders are the co creators and value adding people in developing
the place as the sustainable tourism destination. The key stakeholders of Slovenia and their
requirements and expectation are:
Government bodies: the government authorities such as the tourism department head, country
government panel and many other higher authority at position that has developed and signage the
different laws of the tourism needs that the tourism of the Slovenia becomes the top most
sustainable tourism (Kim, Whitford and Arcodia, 2019). They expect that the Slovenia tourism
should enhance and maintain their attractive point and destinations to develop high earning
economic value along with the safety of environment. In order to meet these requirements the

power and high interest in the sustainable tourism of the Slovenia and also expect that the
tourism led to the high income to their businesses (Han, 2020). The implementation of the
principle of circular economy will help the businesses to avoid wastage in the business and also
through enhance liveability principle the expectation of the businesses can be meet effectively.
Visitors: the visitors are the stakeholders that have high power but less interest as they visit the
place either for fun or business purpose. The requirements of the visitors is that they needs
should be fulfilled. For this they expect high quality service, greener and healthy environment,
safety and eye catching views and best experience. With the implementation of the principles of
sustainability in the Slovenia the destination has grown more beautiful, attractive and eye
catching (Singh, Garg and Srivastav, 2021).
P7. How sustainability is developed and managed in different tourist destinations worldwide
There are many tourist destinations in the world that are famous for their sustainable and
responsible tourism activities all across the world. After analysing the principles of sustainability
and responsibility in the field of tourism it is analysed the different range of tourist destinations
use different practices to develop and manage the sustainability (Kim and Lee, 2020).
The different tourist destinations worldwide and their ways to develop and manage the
sustainability are:
Slovenia
The Slovenia is the small destination in the south east Europe that is highly known for its
sustainable ways of managing and developing the tourism in order to stay the top most
sustainable tourism destination of the world. The destination is across the borders of Italy,
Croatia and Hungary. The country is scored high in terms of sustainability in perspective of
environment, climate, culture, authenticity, among others. This place is known for the beauty of
mountains, lakes, thermal springs and sea. The destination takes the various actions to embrace

the green, healthy and sustainable tourism. The destination also claims to be first European
country to move towards the zero waste (Rogerson, 2020). This tourism destination in
comparison to the other destination like Costa Rica the destination has created a big push for the
green tourism by showing their serious concern and embracement for the sustainable approach to
tourism. Also the destination Slovenia has launched a “green scheme” a programme to encourage
hotels and other tourism businesses to embrace more eco- friendly practices.
Costa Rica
The Costa Rica is the best and the top most sustainable tourism destination of the world
and is a jewel of the South American tourism crown. In comparison of other destination this
place is in popularity because of its large scale area of protected beauty. To develop and manage
the sustainability in the tourism the Costa Rica destination produce almost 93% of its electricity
from the renewable resources and also conserve around 30 % energy for its national territory.
Thus, through its operations as the tourism destination it highly focuses on the way to have eco-
friendly operations (Mohaidin, Wei and Murshid, 2017). Also the destination through its way to
become the carbon neutral destination in 2021 has become the one of top sustainable tourism
destination in comparison to the other sustainable tourism destination. The green living is
intricately integrated into the day- to - day guest activities is also the best way through which the
destination in comparison to the destinations like Slovenia is considered more sustainable.
Palau
The Palau is the small tropical island nation is founded in the Micronesia in the Pacific
Ocean. The Palau is the destination with the incentive to support the eco tourism, for this the
destination invited the American university students to their destination to study the natural and
social system of the development and management of the tourism of the Palau. In contrast of the
other destination the Palau destination preserve the natural world that thrives on the island,
encourage and promote the eco- tourism. In order to support the local communities, their culture,
social tradition for the sustainable development and planning of the Palau the company has
approach where all the tourism business such as hotels, resorts cook the local food through
locally grown ingredients (Sharma, 2019). While thinking on the forward thoughts of
sustainability this sustainable destination has designated the world’s first shark sanctuary in order
to protect 80% territorial water from getting polluted. Also the government of Palau destination
has created a barrier on coral reefs.

CONCLUSION
It is concluded from the above report that the tourism industry is completing transforming
into sustainable and responsible tourism. The main objective of this industry is generating
revenue for the economy but now with the sustainable and responsible tourism principles the
tourism destinations also aim towards conserving the environment, assisting local communities,
and maximizing the positive impacts on the cultural, social, environmental and economic
situation. Thus it is understood that the different destination choose different activities and
practices to promote the sustainability and responsible tourism all across the world.
Organisations like WTO play a very useful and crucial role in promoting and developing agendas
for the sustainable development of the tourism destinations.
