growth can positively increase that helps to government and the country's good will and
reputation is also significantly increase.

public and private sector in tourism planning partnership in the Qatar. Following are some
disadvantage of the same-
Loss of governmental control- In the public sector organisation, with help of
government interference, lots of advantages occurs but in the partnership of public and
private, there will get diluted the sharing decision making power of government.
Cross culture- This is the major drawback of partnership between public and private
organisation in the tourism sector. When these two-corporation merge together then
their different culture and background creates problem for employees, customers as well
as government. Hence, it is very important to create an efficient amount of gap among
them.
Political risk and issues- In the Qatar there is a strict regulation, rules, policies and
practices that organisation both public and private have to follow. While private and
public corporation in the tourism sector merge together then they should strictly follow

Also, it is important to develop effective policies so that tourism industry can be expanded.
3.2 Factors that may prevent sustainable tourism development with references of Qatar
Visitor Ignorance- The economical tourism advancement hones by UK government is
affected through numbness from the side of sightseers. In this, it has been seen that traveller for
the most part disregard the fundamental govern for movement, for example, tossing squanders in
dustbin and utilizing paper packs rather than plastic and so forth. The oblivious routine with
regards to visitor tend to cause the immediate effect upon the common habitat of the nation.
Likewise, the given kind of thing will likewise hamper the manageable tourism improvement

Thus, it is required by the administration of UK that it ought not overlook the given
activity of visitor. This is on account of, in the event that it is overlooked at that point effect of
same will because by country in long run. The main factor that affect prevent it is local
community. It may impact on industry adversely. Due to change in social life or community

developments are not made it may affect their tourism sector.
Inadequate making arrangements for manageable tourism measure: keeping in mind
the end goal to for all intents and purposes apply the maintainable tourism practices of nation, it
is required by the legislature of refereed to country that it must set up a compelling arrangement
concerning the same. Be that as it may, if the given thing is found as missing, at that point
legislature of UK can't advance the feasible tourism.

regarding the particular territory where it requires to put its maintainable tourism measures. As
for the picked case, the region could be where administration of UK is getting ready for sorting

formulate short and long term goals. Then, government should make efforts to involve
stakeholders in achieving their goals and objectives. Alongside this, tourist places must be
improved to attract people.

identified with air contamination can be settled by utilizing eco-accommodating autos or
vehicles. Hence, through along these lines just manageable tourism practices will be advanced by
the legislature of UK.
Then they need to focus on allocation of resources into different categories and must do
concentrate on fulfilling the needs of customers & then making and average figure out the time
they until the resources they have.
Government must issue guidelines and solutions on how to develop ideas for sustainable tourism.
It will help in attracting large number of people. By this tourism industry will be boosted. Thus,
it will lead to create a relationship between ecological and social factors of Qatar and
safeguarding environment.
TASK 4
4.1 evaluate methods of resolving a conflict of interests to ensure the future well-being of a
developing tourism destination
In this growing market, there is high level of competition. There are some conflicts which
may arise during the process of functions of the countries in the tourism sector where the
countries have to work according to the changes in the trends of the travel industry (Mowforth,
and Munt, 2015). Some countries like Qatar, where there are limited resources and the demands
have to be met with them are never ending, as a result the degree and the number of conflicts is
higher. So, in this case, there must be a firm plan by the government of the countries through
which they can solve the problem. They must adopt such plan which allow them to clearly
understand the problem and find out all the method which are possible to use to get out of the
15
Document Page
dispute. Afterwards, they can measure all the approaches and choose the best one in which the
amount of investment is less and the sum of profit maximisation is more. A conflict of interest
can be resolve through two different models. One is based on presumption against any
relationship that may present a conflict. It is called a “prohibition model”. The other is on the
basis of assumption for such relation with a condition for disclosure and review and it is called as
“disclosure and peer view.”
Methods to resolve a conflict of interests to ensure the future
well-being of a developing tourism destination is: -
1. Self-regulation: - one way to solve the problematic arrangements is to create some
internal rules. This method has been proved to be a sound protection against financial
conflicts of interest.
2. Financial distancing: - one method for financial conflicts of interest is to establish
financial pools that increases the distance between the funding source and its members.
3. Strengthens the government structure and processes (Zhang, Zhou and Deng., 2015.).
4. They must improve strategies and plans at different levels, both geographic and thematic.
5. Improving and strengthening laws and regulations.
6. Must undertake research, studies to improve knowledge.
7. Modifying the collection and transmission of data.
8. Identifying the needs and removing barriers.
9. Creating management systems and policy instruments, which includes incentives.
10. Designing and undertaking particular projects.
A clear policy, effectively started by governing body that grasp a range of stakeholder’s interests,
and is essential for developing sustainable tourism. The success of the development of the
tourism greatly depends upon the awareness of contribution and prospective of the sector,
strategies identification, the clarity of the action proposed and the level of commitment. These
methods should be considered and discussed with the government for resolving conflicts of
interest.
16

4.2 analyse the implications of balancing supply and demand
The process of sustainable development means redeeming the available resources so that
they can be used in the future. This is the simplest meaning of the sustainable development, but
is more than this. There is also another view of sustainable development that helps Qatar to fulfil
their need in the best potential way with the existing resources. It helps the Qatar to balance the
demand and the supply needs of the people of the country. And it also helps to those who travel
to Qatar by the travel and tourism industry (Xu, Liu, Qian and Wang, 2017). The government of
Qatar is also benefited by it, to understand the degree of demand of the people. Moreover, it
helps to understand the difference between the demands that are necessary and demands that are
luxury, once this problem is solved the government of Qatar can focus only on fulfilling the
demands that are essential and thus it maintains the balance between demand and supply and
maintain sustainability.
Supply means to reach the customer in effective time with desired products and services.
The supply law of tourism in Qatar shows that the rise in prices at the tourism services leads to
rise in the amount of services from the seller. It shows the producer's capacity to sell for each
price they receive in the market. Tourism demand covers the factors regulate by the level of
demands, it characteristics, types and the motives for making each demand. When people are
willing and able to buy any product or service to the given price in a specified time is called
demand. There are two types of demand curves i.e. direct demand and inverse demand curve.
Direct demand curve describes the relationship between 'price' and 'quantity'. Whereas, inverse
demand curve describes the quantity of demand for tourism decreases with rise in the price
associated with tourism. The prediction of changes in tourism demand is as follows: -
Demand for tourism will continue to grow and it will become differentiated increasingly
They predict that will be greater marketing specification and segmentation.
Packages holidays will be created to provide greater individual freedom.
These predictions make Qatar tourism's bright future. Tourism demand is affected by lots of
external factors in the market and also economic factors (Newing, Clarke and Clarke, 2015).
Tourism supply can be defined as the supply of all goods, assets and services which
visitors enjoy during their journey. Most of the visitors of Qatar arrive to appreciate the natural

beauty of the country. Its sunny climate, cultures, scenery and other resources like ethno culture,
geological and palaeontological nature. All these features create the 'supply of tourism'. The
measuring of demand is calculated in several different ways. Trends in tourism industry,
including destinations take demand changing into account for which the type of tourism product
required.
4.3 evaluate the moral and ethical issues of enclave tourism
The process of change is the one common thing that comes in everyone's mind. In this
industry there are many different changes and also in those countries which are developing and
converting into global market. These countries have to make sure that the move in line with these
changes and the trends that are running in the market. There are many different types of concepts
that are coming up in the tourism industry like, eco-tourism and the wildlife tourism and now it
is also making its place in the market, one of them happen to be enclave tourism but they are also
facing some issues. In enclave tourism tourist activities are planned and accumulated in one
small geographic area, which allows tourist to experience the completeness of their travel. The
main aim behind enclave tourism is profit maximisation by reducing expenses on the services
provided by the Qatar tourism. There are various ethical and moral issues of enclave tourism
such as physical guard of visitors, financial safety, stress, lack of transportation etc. The first
conflict that Qatar and other developing countries are facing is that they have limited funds to
promote it in the country and it is difficult to convinced people to change their choice. While
implementing enclave tourism organisations suffer some moral and ethical issues that can
directly affect the profit and sale (Spencer, 2016).
An ethical activity cannot be justified by the government of Qatar because the economic
weakness of the country has become an issue for the government. To reduce the control of
foreign organisations in the enclave tourism, Qatar requires to make the tourism policies and
strategies with the local tourism organisations growth. When both the local and foreign tourism
organisations are working as partners, the Qatar could limit the foreign direct investment in the
tourism industry so that the local tourism have the power over the foreign organisations.
Tourist play an important role in the economy contribution of the country to satisfy the
visitors with their services. The company must provide fair and transparent information instead
of cheating them. In case of Qatar, company can focus on the safety policy, which builds visitors

trust of visiting the country again. Through adopting all these measures, it becomes easy for
Qatar to create positive image in front of visitors and increase in the number of visitors.
Task 5
5.1 compare current issues associated with tourism development in a developing
country and an emerging destination where the impacts of tourism are different
In the travel and tourism industry it has structures which have been observed, in the
recent times there has been some changes that are coming. And these changes have the potential
to change the trends that already exist in the market. All nations have some cultures and beliefs
which play an important role in tourism sector. But there are certain issues that Qatar faces and
are acting as the barriers in the success of these countries (Sharpley and Telfer, 2015). The
biggest problem is with the resources that they are ready to use in the improvement of the
standard of the services, which they want to provide to the people who travel to Qatar. They do
not have much and it becomes difficult for them to manage the demand of the people.

5.2 evaluate, with recommendations, the future development of tourism in these
destinations
After assessing each and every component of the travel and tourism industry of Qatar, it
has been observed that there are many things that have to be handled at the same time by the
countries that want to do well in the market and want to make the place for themselves in the
people's mind. In the travel and tourism industry, there are many trends that are changing also
have changed in last few years and also there is a high possibility that they will continue to
change in the coming years. The Qatar should first make sure that the resources they are using
for the services must offer good quality and not the quantity. The country should also make sure
that the services they are offering should be different from the services they have already offered

in other countries. Moreover, at the same time it is the responsibility of them have to make sure
that the common people are safe.
New tourisms are coming in the world, new destinations are born, they grow and change.
They development of tourism can offer employment which leads to increase in revenues but on
the other hand the benefits are not distributed equally. Qatar is basically a tourism area which
attracts visitors. Usually a tourism destination has some different types of facilities such as
restaurants. Qatar have got the attention if tourism researchers and there is a range of research on
this topic (Benur and Bramwell, 2015). Something is required to keep visitors engaged when
they are in a destination. Destination planning is all about creating a place for visitors which is
different from their home and which they like the most. It’s about setting goals and objectives,
knowing trends and present market situations. When the planning is done well, it leads to better
development and creates excellent tourism services. Planning and management are key to the
success of sustainability of tourism. There are also certain benefits of destination planning; clear
future directions, vision and goals, greater attention for tourism and identification of
opportunities. Where there is development in tourism, it can make changes in the usage of
resources to serve the tourist market.
The most successful tourism is that which have something unique and which is different
from its competitors. For development of tourism the country must focus on its identity and
unique factors. Destinations should not focus on the similarities but on the dissimilarities.
Differences help them find the way to success. So, it is important to build an identity or an
image for a destination for the development of tourism. To improve positive image of the
destination, it needs some activities from destination marketing organisations, such as, marketing
programs, marketing communications and strategies. The aim is to provide a desired image of
the destination (Edgell Sr, 2016).
CONCLUSION
From the above report, it has been concluded that the Travel and tourism sector is one of
the industries that is continuously changing and growing in the present time due to the several
developments. This fastest and growing sector helps to country in increasing economic income
and growth. It is great responsibility for management of tourism organisation to focus on the
requirement of various stakeholder and make healthy relationship with them. They are those

people who are directly and indirectly affected by organisation actions and decisions. Further it
concluded that in order to implement the event and tourism development in the Qatar, interactive
planning plays a very crucial role by which some information regarding tourism development
can gather by organisation. Some countries like Qatar, where there are limited resources and the
demands have to be met with them are never ending, as a result the degree and the number of
conflicts is higher. The most successful tourism is that which have something unique and which
is different from its competitors. For development of tourism the country must focus on its
