INTRODUCTION
Travel and tourism industry has become one of the largest growing developing industry
in economy. It is committed to acquire sustainable development in its business by making a very
low impact on environment. The main motive behind sustainability is safeguarding nations
heritage and culture which also helps to generate employment for local people and improving
standards of life quality. It has been recognised that industries falling under this sector are
recognising the need for sustainability in order to avoid environmental damage and target more
customers. This report is based on MR Lionel becherel, is an international tourism consultancy in
London which analyses tourism industry of Qatar. It is one of the developing nations and
emergence of tourism point which covers well organised tour and travel industries. It covers
stake holder's benefits from sustainable tourism, advantages and disadvantages of public and
private sector framework of planning. It also determines different approaches and need for
planning for sustainable tourism. It analyses the current issues as well as socio-cultural and
economic impact of tourism in Qatar.

2.1 Analyse the features of tourism development and planning at various levels.
Planning for development of tourism is considered to be the most crucial process which
involves formulation of strategies, tactics and plan in regard to carry out the practices of business
operations and to achieve objectives. In Qatar, planning and development of tourism will help to
attain maximum number of tourist all over the world. Main objective of tourism industry is to
increase satisfaction level of tourist through economic development of nation. Further tourism
development and planning emphasis on international, national, regional and sub-regional levels.
Qatar must focus over the certain practices and strategies to implement at various levels (Amir,
and et. al., 2015).
International level- At this level Qatar team management are planning to increase
transportation and infrastructure facilities and also update with policies of the entire program of
tours enhancing number of tourist from certain nations. Under tourism planning Qatar must focus

on distinct strategies of marketing and promotion programmes to attract large number of tourist
in Qatar.
National level- At national level also the administration level there is requirement of
team to frame policies and plans in regards to change in company's structure compare to the
external competitor’s changes in order to deal in certain region. Plan should be made in order to
connect lengthy routes of nation and satisfy tourist by rendering better quality services to
travellers to and from Qatar.
Regional level- At this level Qatar team must focus on access to internal transport
network. It determines the location for tourism development and attraction and facilities for
tourist accommodation. Under tourism planning marketing strategies of implementing new
techniques, project programming and regional zoning regulations should be considered
(Angelevska-Najdeska and Rakicevik, 2012).
Sub-regional level- Here Qatar team management should have made plan which consist
of tourist attraction features, general location of accommodation and other tourist services such
as access to sub region internal transportation and other infrastructure considerations.
2.2 Significance of interactive planning system and processes in tourism development
Interactive planning system plays a vital role in success of tourism development. It is
defined as the plan which focusses on creating future by designing a desirable present. In context
to Qatar, development in tourism enables to develop sustainability in this sector. Interactive
planning is done in order to provide safety and security to its tourist.
Need of interactive planning in Qatar is as follows-
 It helps to develop tourism sector at all levels by making plans and strategies accordingly
and render services to travellers which increases the number of tourist visiting Qatar.
 One of the important concept is that tourism sector can recognise their brand value in
market as well can diversify their business at global level.
 To preserve cultural and natural resources of Qatar as a part of tourism development
entails with resource planning that comprise of entire information regarding availability
of resources for sustainability of tourism in Qatar. Hence it determines the effective use
and allocation of resources.

 It also determines the future of Qatar in terms of socio and economic development that
promotes sustainability in tourism sector and helps the nation to achieve its short and
long term goals (Briassoulis and Van Der Straaten, 2013).
 By proper investigation and interactive planning Qatar can do market segmentation
which leads to groups and subgroups department as per the tourism member and render
services according to particular market segments to secure goals chosen.
 Communicating to potential customers and tourist regarding tourism services by a way of
promotion and advertisement persuade and remind the customers about available
services.
After implementing the above stated plans it should be monitored and evaluated properly to
check profit and success of the tourism sector to achieve their goals and objectives.
2.3 Evaluating different methods to measure tourist impact
There are several techniques and models which helps to measure the impact of tourism in
context to Qatar. Some of the major models used here are mentioned below-
 Cambridge Economic Influence Model- This model will help to measure the influence
of tourism in Qatar. Its major focus is on economic factors which have influence in
development of Qatar. It uses spreadsheet which assist in calculation from national
information level in Qatar. They convert the number of travellers in economic terms
which helps in measuring number of tourist on each visit. This model helps in
calculating the number of visitors, income generated for local residents by spending of
travellers and number of employment opportunities created due to development of
tourism in Qatar (Dodds and Graci, 2012).
 Environmental impact analysis- Environmental studies has a significant role in
assessing the impact of tourism in Qatar. They assist in providing information associated
with natural resources available with Qatar and how they will impact the future of
tourism. Various policies and plans linked with country's environment helps in the
identification of environment on tourism sector in Qatar.
 Social impact evaluation- Social influence deals with quality standard of local residents
as well as tourist coming to Qatar. It deals with the impact on norms, culture, beliefs and
values of Qatar region which affects tourist in positive or negative way. Various methods
have been analysed to determine its impact on tourist. It consist of questionnaire, survey,

literature review to evaluate social impact on tourism sector of Qatar (HarrisWilliams and
Griffin, 2012).
This models will analyse the impact of tourism sector in Qatar and will identify ways to reduce
those effects and maintains sustainability in its tourism.

P4.1 Evaluating method of resolving conflicts to ensure future well-being of developing tourism
In context to Qatar, there are several issues that are emerging rapidly affecting
administration of sustainability development of tourism. Such as climate change, political
wastage, economic development, resources of availability, pollution and wastage that effect on
tourism sector of Qatar. There are several issues which directly and indirectly effect or
influences tourism are as follows:
Negotiation: Negotiation has been considering as one of major method that is basically
adopted for resolving conflicts. It requires proper from of interaction and activities among
parities to resolve conflicts in order to ensure future well-being for developing tourism industry
in Qatar. In this process of negotiation both organisation and stakeholders are needed to come
up with a positive agreement consisting of certain rules and regulation or terms and condition.
So that it brings effective solution to resolve conflicts that effect in well-being of tourism. In
regard to Qatar, need to bring evolution in plan and development such as local and state region
authorities. In order to become interactive with local society members to resolve issues and
adapt ability to maintain win-win condition (Sharpley and Telfer, 2015). Further, there is
drawback of this process is that both parties are sicked with moral and values to ensure
sustainability and some time this lead to become more complex.
Mediation: Mediation is the process where an organisation and its stakeholders carries
out some terms and condition as per their own mutual concern. This method is one of voluntary
method with various terms that defined to actively participating in process of resolving conflict
and issues. Due to adverse situation sometimes consequences are becoming more complicated
to resolve such situation. Main drawback is that this process is much more complicated for
solving issues and bring out solution for an individual through an mediator (Simão and
Partidário, 2012).
As per the above discussion, government of Qatar needed to determine their terms and
condition which can lead to resolve more complicated conflicts that aid them to attain life time
benefit of tourism sector. Moreover, this sort of issues can be resolved with efficient planning
and adopting any one method that has been discussed above. Further, Qatar should adopt
various strategies that are beneficial for well-being of tourism development with suitable tools
and techniques that resolve solution of their tourism sector (Smith ,2014).

P4.2 Analysing implications of balancing supply and demand
Balancing demand and supply is a constant struggle. Its consequences effect services,
high inventories and sometimes failures to meet planned business goals and lead industries to
delicate balance of demand and supply. It is necessary for each organisation to have balance
between its demand and supply function.
In context to Qatar, their care different components that directly and indirectly impacted
on balancing demand and supply of tourism industry. There are some effective strategies of
management that help in developing and maintaining elements that are effective to attain
significance in style of tourism. It will also lead to understand the entire concepts which help to
maintain integration between supply and demand that is beneficial for Qatar tourism industry.
Moreover, travel and tourism industry can adopt Delphi techniques in balancing demand and
supply (Sutawa, 2012). This techniques help in to structure a good communication technique or
method which is originally developed interacting, forecasting wish relies on panel of experts. It
is one of most effective techniques in regard of casting upcoming demand of customer in Qatar.
Moreover, after adopting this process, the country will able to deliver and maintain their natural
and financial resources at same time. Eventually, it will help tourism to maintain appropriate for
management of balancing demand and supply.
In context to Qatar, to meet demand and supply it is essential to consider supply
elements in order to satisfy their travellers and visitors along with increasing economical
incremental development of respective country. Thus, balancing supply and demand is
fundamental aims to meet objectives in more adequate style for achieving better outcome.
P4.3 Evaluating moral and ethical issues of enclave tourism
Travel and tourism is one of the major industry which have many ethical and moral
issues which directly and indirectly affect on business proceedings and work culture. Economic
conditions should be unstable in that country that directly and indirectly affect on its business
procedures that raise many problems such as issues of transportation, finance and human
resources are main issues that create hurdle in economic growth. Qatar is one of the country
which taking initiative to reform in its economic conditions so that proper results should be
accomplished. Due to terrorism and other activities affect on their profitability so for that
necessary steps should be taken to reduce their effects in positive way. There are many rules

and regulations and private companies should take initiative to reduce effect of these
consequences. It is the main focus of the company to behave its business ethically in order to
target larger customer base.
For example, when MR Lionel becherel should identify the social and economic needs of
tourist and provides them services accordingly. There are various types of tourist which have
different needs according to their economic status and tourism industry should consider these
demands.

P5.1 Comparison of current issues associated in tourism development in developing country and
emerging destination
In context of Qatar, there are some of current issues associate with tourism development
that are beneficial in developing and emerging destination of respective countryside (Juvan and
Dolnica, 2014).
Social issues: Social issues are playing crucial role and associated with different social
problems that is associated with culture change, custom and lack of values. Here Qatar belong to
Muslim community that basically aims in authentic and moral behaviour in their gesture of
welcoming visitors. In Qatar there are many types of issues that hinders there self interest to such
as discrimination, crimes and murder which affects its profitability and tourism business in
proper way to reduce all these issues there is need to take some necessary steps to remove them.
Regarding to this there are more issues that are linked with tourism such as communication,
custom, perception of local people and hospitality rules and regulation. These issues have a great
impact upon on tourism development as there are large number of people who have different
culture, values and ethics and these people demand facilities according to their culture. These
have a greater impact upon tourism development.
Environment issues: Emerging and developing of tourism are effected by environmental
issues by using natural resources. In context to Qatar, tourism industry is also facing various
problems linked with environment such as land, pollution water and natural calamities.
Moreover, this are duties of government of respective country to maintain this issues. Qatar faces

some environmental issues which affects its business proceedings in such as hot weather,
pollution and gases eversion are major issues that face by it. These needs to be improved in order
to attract customers at a large scale. So that they are able to maintain cleanliness of nation parks,
alternation and drainage of ecosystem that are related to tourism industry. In order to make
Qatar, a tourism destination place, government of the country has to implement different
strategies, policies and plans in order to overcome the issue and develops the country.
Economic issues: Tourism industry cause various changes in economic condition of a
country. In Qatar, various problems have been faced with economic issues such in export and
import facilities, high cost of infrastructure and high cost incurred in offerings of goods and
services to their customer. This is the major issue faced by the tourism country as low economic
conditions will not be able to attract large number of tourist and will face problems such as high
cost of services to the tourist which will dissatisfy them. This negatively affect country with low
income. Moreover, there is lack of employment, job security in other seasonality than
worthwhile season of tourism.
P5.2 Recommendation of future development of tourism
In context to Qatar country, there are several methods and plans for resolving problems
that are mention above. The mention techniques and method are useful for resolving various
issues. One of the best and effective method that can help Qatar is optimizing fullest use of
natural resources. This lead to increase value of their destination, local people are inclining
towards more attracting tourism activities that help to increase economic growth which
incorporates more economic value. Another essential and fundamental is that travellers are
seeking to have more fun and adventure experience that enrich tradition, culture and values of
respective country.
 Moreover, positive policies of Qatar help in resolving problems that are helpful in
developing tourism sustainability. Even they are adopting various socio media that are
beneficial in adopting different technologies that help to make quick and effective
services to their customer (Pham, 2012). This will help the tourist to have proper
information about the tourism in Qatar and will assist them to make this a touriust
destination place.

 It also determines to adopt to attract customer by creating promotions and updates if their
facilities. Certain advertising and promotional activities are undertaken in order to make
make aware tourist aware about the destination and attracts customers on a large scale.
 Furthermore, practices of policies that are safeguard for both local people and as well as
tourist and address to management of crises situation is the requirement for emerging
fundamental for tourism development. In order for tourism development, policies and
practices should be made which would take care of the tourist at a large scale and
differentiates it from other tourism destinations
 In order to meet safety targets, Qatar should perform execution of their action plan which
bring effective budget, including entire stake holders in programming of prevention.
 Thus, Qatar will able to maintain effective benefit of travel and tourism by proper
implementation of plan and policies and beneficial in maintaining sustainability
development in travel and tourism industry. This is the most important aspect in
maintaining and developing tourism as effective budget and sustainability will attract
customers towards the place.
Due to government rules and regulations and awareness in people increase scope of travel
and tourism sector. It contributes in GDP and provides a lot of employment opportunities to local
people so that to increase their market share necessary steps should be taken so that desirable
results should be accomplish.
CONCLUSION
From the above report it has been concluded that tourism, sector is drastically changing
for attaining objectives associated with sustainability in tourism sector and preserving nations
heritage and culture. Implication of plan of tourism development depends on different types of
stakeholders. Public and private partnership is beneficial approach opted by Qatar tourism. It
elaborates importance of sustainability in organisation and different factors that helps in retain it.
In organisation there are no. of conflicts arises and many factors to resolve play an important role
to resolve them in better manner. There is many issues that affect on business of particular
country so proper observation of these factors give better results. It also analyses the various
ways to measure tourist impact. As well as evaluates method of resolving conflicts to ensure
future well-being of developing tourism. Along with this it also evaluates moral and ethical
issues of enclave tourism. It also Compares current issues associated in tourism development in

developing country and emerging destination. There are several problems associated with
sustainability of tourism. Government of Qatar needs to focus on impressive plans and actions
and helping tourism to maintain sustainability. It also analyses some models and techniques used
for sustainability of tourism such as Cambridge economic model helps in measuring influence of
tourism in Qatar and take appropriate actions.
