INTRODUCTION
Tourism plays a significant role in planning and development. The present report aims at
understand rationale and different approaches of tourism planning and development. The report
also dealt with Qatar, which is a country, who organize different sports events annually and in
2019, it also hosting a World Athletics Championship. The report presents, how stakeholder can
benefit from the planning of tourism development and advantages or disadvantages of public/
private sector. In the reference of Qatar, report also analyses features of tourism development
planning at different levels. It evaluates the significance of interactive planning system and
process in tourism development. The report helps to understand meaning of sustainability and
present different factors that hinder sustainable tourism development. It also evaluates the
morale and ethical issues of enclave tourism and also presents different methods of resolving
conflicts in order to ensure the future well-being of developing Qatar. It also compares and
contrasts the current issues that are associated with tourism development.

2.1 Presenting the features of tourism development at different levels
In context of Qatar, there are basically three different levels of tourism
development which are mentioned as below:
 International Level: Under international level of tourism planning, more than one
country is involved, whose mission is to improve the economic as well as social well-
being of all the people that are around the world (Cucculelli and Goffi, 2016). The
importance of international level tourism development planning is to understand change
in economic, social and environmental change that impact on the tourism destination. It is
the most important tool that help in planning as well as analyses the data for future
trends.
 National Level: Under this level of tourism planning, only national policies and
plannings are concerned. This planning inspire public as well as private sectors to work
in partnership and meet the basic objectives of Qatar. As they wants long term value,
brand revelation that help to attract national communities and as a result they benefits to
national tourism development planning (Devine and Ojeda, 2017).
 Regional Level: Tourism planning is also done at regional level in order to promote
different state even tourist. It is basically done by states, prefectures which are involving
regional policy and infrastructure planning. The regional tourism developing planning is
related with local cities and some specific destinations such as Qatar.
2.2 Evaluating the significance of interactive planning system and process with reference of
Qatar
Interactive planning system plays a significant role while hosting an international level of
events in Qatar. Though it is a complex process to organize such a big event in a country, but
interactive planning helps to reduce complexity of the process and with help of this planning, all
plans are systematically implemented (Villanueva-Álvaro and et.al., 2017). As Qatar, is also
hosting different international events, so it is very important to have a well interactive planning

system, because this will help to improve the existing transportation, built new infrastructure that
help to attract many visitors towards them. The interactive planning mainly based upon an
organization's future that on which it is depends upon and what it done between now and in past.
The main significance of interactive planning is, that it is a continuous process did not start or
stop and it also helps stakeholders to get involve in the planning process.
Importance of Interactive planning process
 A market research development system help to realize the need of tourist in Qatar.
 With the help of investigation, market segmentation can be facilitated which further help
in sub- group dividing (Zhu and et.al., 2017).
 By using different promotional activities, can remind many visitors about the event which
will be conduct in Qatar.
After implementing a complete process, it should be complete monitored and reviewed,
so that it will help to check accountancy and in order to achieve the objectives and goals of a
specific country.
2.3 Presenting different methods to measure the tourism impact
The main aim of interactive planning process is to assess whether targets has been
achieved or not and to measure impact of tourism, there are many methods and some of them
are mentioned below:
Economic Impact Model: This model is the best measurement tool which is used by
Qatar, in order to identify the impact of tourism in a country. This method gives an overall
estimation of contribution of tourist to state and national economies. The model is also helpful to
measure a results in the term of money, and direct impact of visitors on particular destination.
This shows the overall success of particular event in Qatar that is why tourist attraction is main
point that help directly to economy of the country (Roberts, Hall and Morag, 2017).
Environmental Impact Studies: This is another measurement method that helps to
analyses the impact of tourist in Qatar. When trying to dispose natural expenses, various nations
are included in the Environmental Impact Assessment which also included tourist. With this act,
wildlife and human conflict are monitored and it also uses varieties of tools that help to measure
the impact of tourist. There are various things that impact on individuals such as flora and fauna,
soil, water, social sites etc. this direct impact on the tourist that somehow creates hindrances

METHODS OF RESOLVING THE CONFLICT OF INTEREST
Most of the issues related to conflict are arise due to beliefs of locals sector. In the context of
Qatar, it is a country which host many international events in the upcoming year and there are
various methods which will help to resolve a conflict of interest in order to ensure a future well-
being of the country and these are mention below:Stakeholder’s satisfaction: Tourist or
visitors play an important role and only their reviews will enhance the rating of particular
places. If the stakeholder are not satisfied, then it will direct creates a impact on the tourism
industry which lead to further problems (Okonkwo and Odey, 2018).
Stakeholders Engagement: A tourism industry must take a concern in order to protect the
environment and by framing new strategies industry will be easily help to protect conflicts of
interest.
Responsibility: There should be some sense of responsibility which help to resolve the conflict
and this could be possible by promoting well communication and coordination between all.
Training, education and monitoring should be provided in order to resolve all the conflicts
(Kristjánsdóttir, Ólafsdóttir and Ragnarsdóttir, 2018).

4.2 Presenting the implications of balancing supply and demand
IMPLICATIONS OF BALANCING SUPPLY AND DEMAND
In the country such as Qatar, there is a need to balance between supply and demand because, it
will help in imposition of limits and it creates pressure mainly on finite resource in order to
conserve those. The balance and supply will be maintained only by tourism in a region who
help in providing economic revenue. The local population of Qatar is engaged in related
tourism occupation, which are also deal with economical as well as socially. Similarly, at the
same time, supply is more than demand and as a result it will lead to less profit maximization
(Isaacs, 2018). There are various types of strategic applications that are used to manage the
balance between supply and demand. Supply of country will be affected by the innovation of
new products through targeting specific locations, and by enhancing quality and make strong
planning which help to runa country in an effective way. On the other side, demand there are
some promotions and changes in related to cost of the products by utilizing some marketing
management methods.

4.3 Evaluating the moral and ethical issues of enclave tourism
MORAL AND ETHICAL ISSUES OF ENCLAVE TOURISM
Enclave tourism faces many problems and in the context of Qatar, there is less interaction
between the tourists and local people and basically, people pay very less amount for their
services. In a country, there are many moral as well as ethical issues where some of them are as
follows:
 There are many political unrest which would lead to tourist threat such as AIDS, this
problem will lead to facing many issues.
 Local communities did not get much benefited from the enclave tourist as a result they
are restricted for drugs area.
 Another moral issues is cultural and heritage value of the region in Qatar which also
have suffered from a side effects of enclave tourism (Matilainen and et.al., 2018).
 Another major issue is rise in prostitution and even many children are also involved in
drug trafficking and many other major areas.
 Problem related to serious environmental issues because of poor water waste disposal
etc. and even local communities are also getting less benefited from the tourism
development planning (Liu and et.al., 2018).

5.1 Presenting current issues with tourism development in developing country and emerging
destination
Qatar is a rich and wealthy country which attracts many visitors because of its natural
beauties that supports flora and fauna. In Qatar, the Doha desert is also a best place which should
be visited but there are some critical issues which Qatar is facing now such a roads are not
properly maintained but on the same side it has beautiful resorts and hotels which attract number
of tourist (Ottenbacher and et.al., 2018). The long lasting traffic jam is another issue because of
having narrow roads. Sometimes, it has been analyzed that tourists did not find many visitors
destination because of having poor infrastructural facility that creates confusion in the minds of
visitors and as a result, it also creates negative impact o a real image of a country. The social and
economic issues faced by Qatar are the financial crises faced by the country and there is increase

in level of competition but the country main focus is to enhance image by creativity and
producing innovative products for a tourist.
5.2 Presenting the recommendations for the future development
The government of Qatar, they continuously try to develop best road facility in order to
attract various tourist and they mostly focus on the cleanliness in order to improve hygiene of a
particular region. It also helps in enhancing employment and also provide the foreign exchange
(Andersen, Blichfeldt and Liburd, 2018). Another suggestion of multiplier effect of tourism that
also contributed to balance of payments and with the help of better communication and
coordination between public and private sector, it will help in raising the economy related to
tourism department. On the other side, Qatar also experiences many climatic changes, as it is one
of the major contributor of greenhouse effects but it should also be stopped in order to prevent
the environment from getting polluted. Conservation of heritage and historical places will also
help to enhance the profitability of a country so that it will also help in future development of the
country. Another recommendation is regarding to well-development of roads, government should
use different strategies in order to broaden the roads and to make it presentable and creates good
image in front of the tourist.
CONCLUSION
From summing up above report, it has been concluded that sustainability plays an
important role in the tourism planning. The report also helps to understand rationale for the
planning in travel and tourism industry in Qatar. It also presents different features of tourism
development planning at different levels with interactive planning system and process. The
report present different approaches for the well development of tourism planning and analyses
the need of sustainable tourism in the country. It also presents current issues related to tourism
development planning and helps to understand the socio- cultural, environmental and economic
impacts of tourism in the Qatar and its emerging destinations.
