Task 1
1.1 Discuss how stakeholders can
benefit from the planning of
tourism developments with
reference to Qatar.
For, getting sustainability in tourism
sector it is important to develop a plan
by analyzing the factors and then
implementing it. But, for the successful
implementation, it is necessary to keep
in mind that tourism sector is majorly
affected by its stakeholders.
[Source: Edgell Sr, 2016]
Now, stakeholders, they are the parties
present within or outside the
organization, which directly or
indirectly affects the workings and the
outcomes of the tourism sector. Major
stakeholders of our destination Qatar
are namely, Employees, Management,
Creditors, Government, Social
Organizations, Tourists, Operators,
Investors, Shareholders, Etc. who plays
an important role in the working of the
Qatar tourism sectors and help these
sectors in getting the sustainability in
their respective fields Jamal &
Camargo, 2014). Qatar tourism should
focus on getting the best use out of
them and should return best to them.
[Source: Edgell Sr, 2016]
Sustainable tourism highly focuses on
improving the lifestyle and
developments of the country, local and
tourists by providing them with the best
experiences of the famous tourist’s
destinations. Sustainable tourism is
beneficial for any country because of
its sustainable programs and
developmental plans of a particular
geographical region as a whole. It aims
at providing quality experiences to its
5

visitors which in return gives benefits
to a country region and local by some
of its supportable plans like
infrastructure development, improved
lifestyle, increased employment
opportunities’, enhanced values and
cultures, more green environment,
better nature and wildlife sanctuaries as
well as their protection and overall
helps in the increased GDP and the
status of the country in the global
market. Furthermore, it helps in the
economic development of a country
through serving the country in
improving its relationships with private
and public sectors within the country
and dealings with other countries and
bodies outside the country (Edgell Sr,
2016).
[Source: Jamal & Camargo, 2014]
Therefore, Sustainable tourism helps in
the overall development of the country
and its people along with helps the
tourists in the getting valuable event.
1.2 Discuss the advantages and
disadvantages of public/private
sector tourism planning
partnerships drawing examples
from Qatar.
A partnership between private and
public sectors helps the tourism sectors
in achieving sustainability objectives.
Private and public tourism planning
helps in the country in improving the
relationships with all its working units,
as these planning helps in the
development of the particular
geographical area and thus, benefitting
each and every individual. Qatar is the
developed destination among other
well-established destinations, so to
ensure sustainability in its tourism
field, private and public relationships
planning would be the best option for it
(Miller, et. al., 2015). Collaborating
public sectors with the private sectors
would result in more great ideas and
added smooth working in a country by
providing a nation with more clean and
fresh environment, crime-free societies,
raised the standard of living, developed
employment opportunities and more
competitively strong pace. This
partnership planning will help the
6

country in achieving its sustainability
plans more effectively and efficiently
and help the tourism industries in
giving the tourists more satisfaction
and value.
Apart, from its positive sides, Qatar
should also keep in mind that there are
some complications in the partnership
planning plans of the private and public
sectors such as, both the sectors have
their own working conditions and
policies which would clash,
shareholders of the units could be
affected and moreover.
[Source: Miller, et. al., 2015]
It could be possible that both the circles
might face the coordination problems
and all these negative aspects must be
always resolved with the better strategy
and tactics. Most importantly, Political
relations with the public sector and
private sector ought to be equal and
justifiable accordingly that, Qatar could
be able to build an environment where
both the sectors may possibly operate
effortlessly and sustainably.

Task 2
Introduction
For attaining long-term sustainability in the tourism sector, tourism development and planning is
important as it helps in achieving and covering all the factors responsible for achieving so.
Following are the various planning system and developmental policies that impact the tourism
sector of Qatar.
2.1 Understand different approaches to tourism planning and development analyze
features of tourism development planning at different levels with reference to Qatar.
Qatar will be benefitted by the planning and development of the tourism sector as it will provide
the sustainability to the country and helps the country in developing all its regions of social,
economic, political, environmental and legal areas. It will help in the optimum utilization of the
resources and helps the country in achieving the competitive edge in the market. Tourism
planning and development is the process of creating a plan so that each sector could be
contributing its best to the sustainability of the tourism sector. These plans are framed keeping in
mind the different levels that affect the mechanism of the sector (Dredge & Jamal, 2015). Those
levels are, International, National, Regional and local and following are the plans in regard to
each sector:
International Levels: Transportation Services of an individual country makes up at the
international level in the tourism sector. Qatar should focus on providing adequate and on time
transportation facilities and should make planning’s according to it. Additionally, Competitive
development programs should be established like developing an adventure land or the
amusement parks in the country that are unique in their own way could open the doors for a
higher number of visitors and etc. Moreover, the rate of tourists visiting Qatar comparing to the
other countries tourists as well bring it to the international levels so the plans should be made in
accordance with these strategies.
8
Document Page
National Levels: National level planning involves the flexible governmental policies and
regulations so that the tourism sector could operate effectively. Plans for the infrastructure
development and living standard development should be made. Qatar should make better
investment policies for the tourism sector so that these sectors could work more effectively and
efficiently (Sharpley, 2015). Qatar should focus on increasing and developing its promotional
and marketing schemes so that it could be able to sustain in the foreign market and may possibly
attract a quite handsome amount of visitors to the place.
Regional Levels: Regional levels plans include the regional development of the country by
providing education and facilities to the regional people. Plannings should be made in achieving
better marketing strategies and schemes. Countries cultures and traditions should be enhanced
and crimes rates should be decreased so that, tourists can show their interest in our destinations.
Local levels: Accommodation facilities and transportation facilities are planned at this level with
the help of local resorts, hotels and other areas. Qatar should always keep in mind that while
developing tourist’s plans locals are not exploited and their contribution and views should also
be valued.

2.2 Evaluate the significance of interactive planning systems and processes in
tourism development with reference to Qatar.
For achieving a predetermined goal and a country’s vision in a specific department of the
tourism sector, it is necessary to develop an interactive planning system and developmental
process in the tourism sector. An interactive planning system means a processing of developing a
system where a tourism sector interacts with its stakeholders to create a better environment for
the tourists. Developmental systems and interactive Planning systems help Qatar in many ways,
as developing the tourism sector leads to the development of the country’s society, economy,
people and environment. It will help Qatar in getting sustainability in the future in the global
market. It helps in forecasting the tourists for the tourism sector and thus helps the country in
getting popularity all across the globe and also providing satisfaction to its tourists.
As, interactive planning enables the communication with its stakeholders it in return helps the
tourism sector with new ideas and content so that they could create a better place for both the
residing people and foreign people in an area (Cook, et. al., 2014). Additionally, planning
systems and processes helps the country in achieving its long and short-term goals and objectives
too. It helps the working officials in calculating and measuring the available resources and a
shortage of the resources in each and every department, thus keeping it updated and adequate in
every area. It also ensures that all the resources whether physical or human are optimally utilized
and also ensures that, the environment that they are creating is safe and sound for the tourists and
the citizens too.
Thus, helping Qatar in fulfilling its mission and vision through interactive planning systems and
developmental processes and helps the country in creating its better footing in the global
environment. Furthermore, it creates a better understanding of the goals and objectives to be
achieved so that they could be attained in a more effective and efficient manner.

2.3 Evaluate different methods available to measure tourist impact with reference to
Qatar.
There are several methods available to measure the tourist impact on Qatar. Most commonly
used methods which provide proper and adequate results are, Cambridge Economic Impact
Model and Social Impact Model. Following is the description of each model:
Cambridge Economic Impact Model: This model helps in measuring the tourist’s impact in
Qatar by using industrial tools. While calculating the impact of tourists on Qatar, it mainly
focuses on the Economic Aspects of the tourism sector. It considers all the information available
from the regional, local and national levels of the country Qatar and draws the conclusions in the
form of spreadsheets (Dredge & Jamal, 2015). It uses the method of calculating average
spending of the individual tourists during his or her trip so that the actual spending could be
measured and fields, where the tourists are willing to spend, could be drawn out and additionally,
it also helps in the calculating the total incomes from the tourism sector in a year and the total
foreign investments in a year. This calculation helps in determining the fields where the
development is necessary and how fast the country is working and is responding to the changes
going in the world. Thus, the Cambridge economic Impact Model helps Qatar in gaining
sustainability and economic development.
[Source: Sharpley, 2015]
Social Impact Model: Social Impact model is another most commonly used model for
calculating the tourist impact on Qatar. A tourist visiting a particular country leaves an equal
positive and negative impact on a country. They bring different values and traditions and take the
11
Document Page
same. They affect the living of local and regional people and they in return do those favours. So,
by using the social impact model, these aspects are calculated that whether the locals need to be
educated or trained regarding the services for the tourists or not, tourists visiting these local areas
are weather satisfied or not, and the conclusions are made and plans are implemented so that,
better opportunities could be generated.
Conclusions
By analyzing these planning’s and systems and models, Qatar could get sustainability and could
achieve its standards.

Task 4
Current issues related to tourism development planning
Date: 24, July 2018
Introduction
In the following report, conflicts faced by the tourism sector of the Qatar, Demand and supply
issues, and the ethical and moral issues are highlighted and the solutions towards these conflicts
are given so that, Qatar could be able to attain its goals effectively and supportable.
4.1 Evaluate methods of resolving a conflict of interests to ensure the future
wellbeing of a developing tourism destination such as Qatar
Every sector has negativity and positivity so in the tourism sector. All the positivity has been
highlighted still now, but there are some of the negative points which are present in this sector
too. And it is important to eliminate those points. Tourism sector basically gets involved in the
conflicts with its stakeholders like tourists, investors, planners, etc, these issues could be solved
by keeping in mind a fact of taking and giving equally to the stakeholders so that tourism
companies and stakeholders both could be benefitted and the conflicts could be reduced or
stopped. Another conflicts reason is the conflicts with the local people due to the differences in
culture and traditions. Like, say, for example, Qatar is a country where majority belongs to the
Islamic religion, but the tourists visiting Qatar are of different religions, where the point of
conflicts and clashes arises, as it creates a gap between their policies and beliefs. Along with that
various complications arise due to that. These types of conflicts basically rise due to the
communication gap and the interaction quality, which could be again resolved by
communicating with the people and tourists (Naidoo & Sharpley, 2016). For that, Third party
involvement is necessary, by the involvement of the third person in the clash, we could resolve
the arguments of the parties, and harmony between the tourists and the citizens could be
achieved.
Secondly, tourists mainly face the problem of the additional tax payment, which could be solved
25

Document Page
by introducing the more flexible policies and creating a better understanding of the payments
procedures in the mind of the tourists. So, in nutshell, we could say, that, by neglecting the
communication gap, by maintaining a proper and effective interactive skills and by creating an
efficient knowledge, we could cut through the negativities of the tourism sector and could
develop a better environment for the tourists and the country people and thus, helping Qatar in
achieving the sustainability in the market in the coming future.
4.2 Implication of balancing supply and demand
Before starting, it is necessary to have the proper knowledge of demand and supply, demand is
the needs and wants of the tourists from the Qatar which is controlled by the prices and other
market forces and the on the other hand, supply is the response to the demand of the tourists by
the Qatar government which is again highly affected by the price and market forces. What
tourists will demand and what Qatar will provide can never be calculated or known on the exact
terms, but could be only forecasted. Like, tourist’s wants a satisfaction from their trip and on the
other hand, Qatar wants the proper utilization of the resources. This could be achieved by
creating proper plantings and framing effective policies in respect to them (Zubair, et. al., 2015).
Demand and supply are the forces which are controlled by the market mechanisms and there
should be a proper balance between them so that the sustainable tourism could be achieved in
Qatar. For creating a balance between demand and supply, it is necessary to forecast the
appropriate demand and supply and then measures should be taken, like, price is the major factor
that affects the demand and supply of the country as a whole, if the changes in the price are made
keeping in mind all the resources and the factors, then the sustainability could be achieved.
Prices decided for any destinations should be the one that could be affordable in terms of the
tourists and that of the company also. Secondly, optimum utilization of resources also highly
determines the optimum demand and supply of the country, which in return provides the
sustainability and the affectivity to the country. Thus, Demand and Supply should be
appropriately calculated so that the satisfaction to both the tourists and Qatar could be provided.
4.3 Evaluate the moral and ethical issues of enclave tourism in Qatar
26
Document Page
Enclave tourism is the wide concept in which total packages are formed for the tourists in the
country. Qatar includes some the facilities in their package, like accommodation, food,
transportation, Security, and most important destinations, for its tourists. These packages’ are
mainly formed for attracting large amounts of tourists in the country and then in return, it
provides sustainability to Qatar.
In the concept of Enclave tourism, the government focuses on providing, each and every benefits
to its tourists, and excluded the hands of the middlemen in the procedure. It is a new concept,
where the participation of the third party like local hotels, local companies, or the local people
residing there is kept aside from direct tourists and governmental officials creates better
destinations and packages for them. It is an initiative taken by the government, so that
exploitation of the tourists could be minimized and also the crime rates could be reduced. It helps
in creating a safe and secure environment for the people visiting and residing there and helps
Qatar in achieving the sustainability in the long term and helps in attaining goals, too. This
concept is established so that, the values and ethics of the tourists are not violated and a
satisfactory experience could be provided to them (Nunkoo & Ramkissoon, 2016). Due to the
middlemen hands, various beliefs and the rights of the tourists are also taken on a stake which
arises the chances of conflicts, and due to Enclave tourism, they are resolved. Qatar is focusing
on improving its relations with stakeholders so that Enclave tourism could be developed and
overall harmony in the country could be achieved. Thus, Qatar should make developmental
programs and policies in regard to the enclave tourism do that sustainability in the field of
tourism sector could be achieved and tourists visiting the country could be satisfied.
27
Document Page
Conclusion
By the above, Enclave Tourism programs, demand and supply balancing plans and resolving the
conflicts with the external parties and tourists, sustainability could be achieved in the tourism
sector in Qatar.

Task 5
5.1 - Compare current issues associated with tourism development in a developing
country and an emerging destination where the impacts of tourism are different.
Basis of differences Developing countries like
Mexico
Emerging destinations like
Qatar
Economical issues Developing countries like
Mexico faces the economic
issues of the fluctuations in
the prices, demand, supply due
to the market factors rising
and falling in the market on
the regular terms. As the
country is developing, new
policies and the regulations
are framed and released,
which affects the overall
working of each and every
sector, these issues should be
solved by the proper
prediction of the future
changes and keeping the
environment of the business
sectors flexible and dynamic
(Boniface, et. al., 2016).
Emerging destinations like
Qatar faces the economic
problems of the employment,
the Low-income level of the
society, proper living standard
and language barrios. Qatar
should focus on developing
the policies for solving these
issues and should try to
generate new employment
opportunities so that income
and ten standard levels could
be raised up. Lastly, the tax
payment is the issue faced by
the tourists so Qatar should
focus on creating more of
flexible tax policies.
Environmental issues Manufacturing units count

developing country, more
amount of industries and
factories are being developed
here, which leads to severe
environmental problems of
pollution and deforestation.
Mexico should keep a regular
check on the pollution levels
of the country weather the air
or water and should introduce
the new policies of planting

overutilization of the natural
resources, as these
destinations are growing and
are making their footing in the
market, they are not
judiciously using their
resources and the land and
water resources are being
wasted. Qatar should focus on
launching its optimum
utilization of resources plans
and should create awareness
among the people about the
importance of each and every
resource being used there
(Hunt & Stronza, 2014).
Social issues Mexico is the developing
country facing the issues such
as changes in values, moral
behaviour, habits and
education. It should focus on
making its society crime free
and provide safety and
security to its tourist from the
gamblers and the robbers.
Qatar, it faces the problem of
language mainly, as Qatar is a
country having a population
speaking Islam in the
majority, and the foreigner
visiting there faces the
language barrier, and
communication clashes arise.
So, to resolve these clashes
Qatar should focus on creating

chosen destinations
For Developing and creating a sustainability in the both the destinations weather the developing
countries like Bhutan, Gambia, Jordan, Colombia, Mauritius, Uganda, Zambia, Mexico and the
emerging destinations like Qatar, Tibet, Mozambique, Bolivia, Israel, Bulgaria and Hungary
following recommendations are designed which could be used for their future development:
1. Optimum Utilization of the Resources: Qatar should use its resources or utilize its resources
optimally so that it could be able to resolve conflicts in the first place. By having the effective
and efficient utilization of both physical and human resources, it will be satisfying each and
every resource and thus, avoiding the chances of the conflicts. Also, Qatar should focus on
investing in the projects of the tourism sectors so that, supportable, these sectors could also
develop and the overall sustainable tourism could be developed in Qatar.
2. Tax payment: Additionally taxes and inappropriate taxes, establish the chances of the clashes
on the side of the tourists, Qatar should focus on resolving these tax issues faced by the tourists
by providing them with the proper knowledge of all the additional taxes to be paid and all the
taxes that are charged against them. So, that tourist could not feel exploited and Qatar could
achieve its goals (Arnegger & Herz, 2016).
3. Language: Qatar has the majority of the population speaking their native language and not the
international language that is English. Policies regarding the education of the local people and
creating the awareness of the importance of English should be made so that tourists and the
locals could not face the communication problems and the effective interaction could be
achieved.
Thus, by using these recommendations, future development in both the developing and emerging
destinations could be achieved.
