INTRODUCTION
Tourism is one of the fastest growing industries and it has great impact on economy of
the host country. This is the reason the there are several ideas that are taking place in the tourism
field. Among the different ideas one is sustainable tourism. It involves taking care of the present
needs and also focus on ensuring that the future generation will have an opportunity to fulfil their
needs. This report is based on Horwath HTL which is one of the leading hotel,tourism and
leisure consultant which evaluate tourism industry in Qatar. This report will analyse how
different stakeholder get benefited from the sustainable tourism development. It also outlines key
steps of tourism development planning process. Later part of the report explains why
sustainability is an issue by analysing factors affecting the same and providing future
recommendations for the development of tourism
TASK 1
1.1. How different stakeholders would be benefited from tourism development planning
Travel and tourism is a sector which bring together different stakeholder with various
gaols and objectives in order to achieve a common purpose. The various stakeholder involved in
tourism business are Government, tourism industry, local community and tourist.
Government- It is the responsibility of the government of Qatar to form rules and
regulations and provide a regulatory framework which address all the factors of the tourism in
Qatar. TDS s the department which takes care of the tourism sector in the nation. This authority
develop and design rules and regulations for tourism sector so that it can make development and
growth by attracting number of tourist.
Tourism Industry- It is a sector which covers various other industries like hospitality,
transportation and others. All these sectors are growing along with the growth of the tourism in
the nation. Hospitality industry is the one which is beneficial for the tourism in Qatar.
Tourist- They are the most important stakeholders in the tourism sector. There are
number of tourists and they go on tours for their different purposes like some for study purpose,
some for fun whereas some goes to meet their family and friends. These tourists get benefited by
the good policies and services of the tourism sector and easier visa processing system of Qatar.
Tourism is one of the fast growing industry across the globe and its development will
help stakeholder in certain ways such as development of tourism in Qatar will establish more

employment opportunity for the local community by providing high opportunity for
employment. It will help in achieving competitive edge over other competitors in the industry by
providing better services to its stakeholders. By providing more employment opportunities and
growth options for example, small business like cafes, coffee shops etc. It will help the
government in terms of site planning and will facilitates better interpretation with visitors as their
needs a have been analysed and have been given due importance (Saufi, O'Brien and Wilkins,
2014).
1.2.The advantages and disadvantages of public-private sector partnerships (PPP) in tourism
planning and development at the Qatar
The public and private partnerships can enhance the destination with use of better
collaboration. This partnership is associated with certain advantage and disadvantage that can
be further expressed below-
Advantage
It can help in combining the power of both local government along with private sector in
Qatar. They can combine their power of authority and capital in order to facilitates sustainable
development. The main role of the government in the working in participating is to make the
rules, legislation and laws to govern and monitor the tourism activities. They help in providing
resources to the private organisations so that they make development in the sites which help in
gaining attention of number of customers. In this manner different factors such as legal issues,
community integration and economic growth can be tackled in an efficient manner. The
partnership can enhance the employment possibilities and can facilitates better control on
development work. For example, if two small companies make partnership than they have more
resources and make better control on the business of the firm in an effective manner. The number
of employees are increased so the production of the firm also increased and profitability will
enhanced in positive manner. Movement of private sector that focusses on maximum usage of
resources can be controlled by public sectors. This partnership can establish more efficient
distribution of market share and responsibility of these sectors towards community (Ekinci,
2014). When the organisation merge in context of partnership than they cover a wide area and it
help in increasing customer base. So it help in increasing market share but for this they will show
their responsibility towards community by providing better services to them.

The partnership can effect the profit making decision and resource distribution. The
private sectors can be facilitated with limitation in the employment and development condition.
Thus, the competitive advantage can be difficult to achieve meeting with the static link with
government authorities. The local community can be impacted from the role and responsibility
distribution in term of growth. It will facilitates issues to the decision making authorities as the
partnership will effect and decrease the speed to make competitive decisions that will be because
of the diverse nature of support and authorities existing in the country.

2.1.The key steps of tourism development planning process and analyse features of tourism
development planning at different levels with reference to the Qatar
The tourism planning process comprises of different phases the first phase involves
analysing the existing situation while taking different policies and plans of other public bodies
into consideration. The second phase involves researching about resources and markets. the key
resource are identifies based on the inventory planned in first phase. The third phase involves
drawing conclusions which are based on research and studies of first two stages. The fourth
phase comprises of defining goals and objective of the tourism policy. At the last stage, the
detailed plan and programmes are needed to be achieved and it also specify the role of public and
private sector in the development process (Amir and et. al., 2015). There are different factors that
needs to be evaluated while planning tourism in Qatar and these factors can be further elaborated
below-
Strategic planning: In order to attract large number of tourists, the travel and tourism
needs to build strategies as per the international context.
International level: In order to facilitate development at international level, Qatar needs
to enhance its transportation and infrastructure facilities. Along with it, government have to
update their policies in order to facilitates enhancement in the entire tourism programme. For
attracting international consumer, Qatar have planned to bring changes in their strategies. By
making them more effective so that they can help in providing an secure and healthy
environment to the tourist. For example, the government of this country develop some low and
make improvement in some law such as in Qatar, tourist can not visit and walk at late night so
there are need to make improvement in its security law.

Short term: Under the short term, they will design package as per the travellers that visit
the come and visit the place. For example, for local community, they can design a short term tour
package like 2 days holiday plan in which they can provide full entertainment and relaxation
activities like, for children and adults they can provide different sports and adventures activities.
For aged people, they can offer fitness, spa and others activities.
National level: At national level, they need to reform the plan and policies regarding
changes in the business structure in order to deal with the competition in country. The new plan
and policies should be focussed on satisfying the needs of consumer while their stay in the
country. For example, in Qatar, the government help in accommodation facilities and services fro
the domestic tourists. Short term development planning can also be done in order to make
strategies at domestic or international level.
Regional level: It comprises of reforming the present transport system and also include
providing various other services to the customers in order to satisfy their needs. At regional
level, they can focus on providing better services such as better accommodation and
transportation services. For example, transportation and accommodation facilities can be
considered at this level and it is an important factor which require to make important for
enhancing the regional tourism.
Environment level: It involves taking necessary steps in order to reform the environment
condition of the country to attract larger number of audience. Steps should be taken in order to
reduce pollution and gas emission to protect the environment. So, it should be ensured while
planing for tourism development that environment is eco friendly (Ali and Frew, 2014). For
example, in Qatar, the government can make improvement in its environmental laws by focusing
on those firms and factories who is the cause of it. If the government make control on it than it
help in increasing the tourist base which make improvement in the economic condition of the
firm.
Quantitative measures: The qualitative level is being measured in regard with the
consumer reaction and their feedbacks so that different packages and service can be developed as
per their need and wants. For example, the tourism organisation can design tour package
according their consumers needs like couple holiday package, family tour package etc.
Economic level:While planing the different tourism plan packages, the economic

their customer so that their satisfaction level can be enhanced. For example, the firm can design
tour package in which it can include visits of holy places for family and old age people.

development with reference to Qatar
Interactive planning comprises of focussing on creating future by designing the current
situation. It is an process which involves understanding organisation's current state and its
environment in order to control or influence its future. Interactive planning and processes are
very important in tourism development. In the context of Qatar, the industrial development
involves giving better services to the consumers by providing various different tour packages
according to their needs and demands. The interactive planning helps in understanding various
things in the entire development process. It helps in understanding the changes in tourism both
in terms of value and volume so that local authorities can pass correct information at the national
level. The national level uses information to increase the efficiency of development process. So
that it can attract more customer or tourist which help in the development of the economy of this
nation. As the information is shared and is being availed to all resource in the process.
By use of interactive procedure and systems, different events such as survey and
evaluation events can be established in order to share information among the authorities who are
responsible for development at different national and regional level. The role of interactive
planning is to review and guide the development frame work in an efficient manner (Zamfir and

There are different method to evaluate the impact on tourism such as-

work gets multiplied with the contribution of development team. This will help the government
of Qatar to check the result while they invest in the infrastructure.
Social measure- The information related to cultural aspect in tourism is difficult to

Sustainability in Tourism can be explained as development process which focuses on the
environment, economic and social development of a firm. The main objectives of the business is
to focus on the optimal utilization of natural resources and ensures long term economic
operations in various aspects of tourism of Qatar. It can be justified by Triple bottom line theory
which is explained as follows:
This theory helps in determining three elements or dimensions of Qatar terms of
sustainability development in the tourism of the country. The three dimensions are,
environmental, economic and social which helps in improving social performance of the Qatar.
These levels can be measured by equality, education and access to social resource etc. of various
community of Qatar. This help in the development of the tourism sector because if the
environment are educated than it make the natiojn' environment healthy and clam whih attract

various customers and they help in enhancing the economic condition of the company. On the
other hand various sustainability concepts also provides assistance in reducing the environment
pollutions by minimization of electricity, fossil fuels, wastage of natural resources etc. It also
focuses on the development of taxes, business climate factors etc. therefore it can be said that
theory has reflected the distinguished concepts of sustainability which helped in economic, social
and environmental development of tourism of Qatar by reducing unemployment rate, violent
crimes, female force labour, health deceases in society, etc.
3.2.Study why sustainability is issue in the country
There are many issues of sustainability which affect the tourism industry tremendously
globally. There are relevant to the factors like, level of education, climate change, pollution etc.
For example: if the literacy rate of Qatar is very low then it harms the social development of
tourism of Qatar. Whereas, wastage of natural resources, pollution and climate change affect the
sustainability tourism on environment with respect to the environmental aspects. Along with
this, human rights, tourism policies and social justices have negative impact on tourists that can
leads to decrease the number of tourists in Qatar also, profitability of the company is decreased.
Including the exchange rate, economic policies reduced the attraction of the travellers towards
developing country. Therefore, it can be said that all these factors have negative impacts on
sustainability development on tourism in Qatar (Edgell, 2016).
3.3. Identify and analysis different stages of sustainable tourism development planning.
Sustainability planning can be explained as a process of different stages which helped in
improving the performance of country in terms of environmental, social and economical factors.
Planning of sustainability focuses on enhancing performance of Qatar. First step of planning
emphasize on developing short term and long term goals for Qatar's sustainable tourism like
attracting numerous customers by offering and developing products and services according to
their needs and demands. Second step is to determine stakeholders like employees of tourism
firm, managers, government, local community etc. which can influence sustainable development
of tourism of Qatar. Next step is planning the stages and according monitoring and controlling
each stages. At last, appropriate actions needs to be taken by Qatar's tourism sector
management for resolving the sustainability issues. Therefore, all these stages helps Qatar in
attaining the goals and objectives in effective and efficient manner.

developing tourism destination
To overcome the problems of the destination Qatar governing bodies should frame
certain laws and regulations to stop crime and discrimination in the tourist spot. So that they can
provide a healthy and positive environment to the tourist where they can enjoy. It will raise the
number of tourist visiting the place which will raise the economy of the country. Due to which
growth and development can be done within the country to attract tourist to the beautiful
destination Qatar. The well established firms needs to contribute more on social well beings so
that upliftment can be done in the society. Which will raise the living standards of the people and
crimes can be controlled by the education level in the youth.
Framing certain rules such as consumer protection, employment protection, health and
safety and disability discrimination laws which will attract the customers to visit the place and
worldwide expansion of the destination Qatar can be done so that the people are aware about the
destination. The main reason why customers are not attracted to the destination is crime ratio in
the country which gives people un- security regarding the Qatar. In real terms, to flourish the
destination across the boundaries government of the bodies needs to take immediate steps

discussion with the customers can help the business associates to cope up with the conflicts and

Mental pressure among different agents of tourism industry: Every organization
faces conflicts and issues in their day to day operations. Every agents of the business work
accordingly to meet the set goals on time. As there is cut throat competition in the market due to
which many unseen conflicts arises by which firm or the customers faces hazardous results. In
travel and tourism business, every departments serve simultaneously to satisfy consumers due to

economy can be made stable in the global market. Control on industries activities should be
done so that pollution level can be reduced to some extent and health environment can be created
which will be able to please the travellers. As Qatar is beautiful destination certain resort and
hotels need to be explored more so that they choose to visit the spot and enjoy the vacations.
Strict rules and regulations should be designed so that frequent changes in the taxes rate does not
happen it creates doubt and suspense in the minds of the customers which force them to change
their decision. (Rodrigues, Rodrigues and Peroff, 2015).

From the above, it can be said that travel and tourism contributes in economic growth
and development of Qatar to give employment opportunities. It also focus on the importance of
sustainability and various factors that helps the firm in number of ways to resolve conflicts.
