The entire practical task has been done with relevance to Flinders
University.
1- All the requirements of Task B to be executed as following –
Purpose of the document is to define the functions of the
major core elements of the university work and health safety
management system. These will be applicable to workers,
students and visitors to the university along with its
authorised entities. Document contains provisions and
procedures related to work and health safety policy and
procedure, planning mechanism, implementation planning,
risk management and relevant legal compliance, evaluation
and system review. Function of the document is to ensure
safety and prevention of health related hazards in the
university and to ensure implementation of adequate safety
measures and control mechanisms to protect workers,
students and visitors to avoid possible risk to health and
safety (Comcare.gov.au, 2019).
Policy has been developed in consultation with University
council that serve as the primary document of the
management system. It included purpose, scope, and
definition of various stakeholders, policy statement, and
mention of all the authorities responsible for equitable
implementation of policy, policy statements and supporting
procedures.
As consulted, various commitment under the policy includes
providing safe and healthy environment to learn and work,
commitment to achieve high standards of safety and hazards
management and commitment to specify all the relevant
management and other responsible authorities in compliance
with work and health safety legislation of state (Flinders
University, 2019).
Policy review performed by University Council and includes-
Compliance with relevant state legislation for work and
health safety.
Implementation and regular review of work and health
safety management system.
Planned and systematic risk management review.
Periodic hazards identification, risk assessment and
evaluation of control measures.
Review of internal and external expertise for improving
management standards.
Cooperate, consult and coordinate with authorities
periodically to reviews those workplace which are not under
direct control of university(Safe Work Australia, 2019).
Work and Health safety plan Taking in cognisance the
process mentioned in WHS procedures, the WHS plan
includes-

Plan based on legislative commitments and university’s
requirements.
Work and health safety operational plan.
Objectives and performance indicators.
Progress monitoring by university council.
Provisions for training required to meet planned objectives.
Implementation of WHS Plan-
Requirements- to disseminate the provisions of plan and
other relevant information to the students, workers and
visitors following requirements has been included-
WHS Portal, student orientation, workers induction, electronic
communication, online learning resources, safety signage,
student handouts and publications, etc.
Responsibility and accountability -are defined for every
level of authorities under WHS policy and procedures (Daly,
2019).
Training- to ensure the entire relevant competency among
workers and student to work safely and to induct them in the
atmosphere of university. Provisions to induct training can be
implemented online, offline, on campus, off campus, small
groups , in house and external trainers etc.
Document and data control- document on the website
must be in updated versions and must be approved and
reviewed under the provisions of university policies and
review procedures.
Operational risk management includes hazard
identification, risk control, risk assessment and review of
adequateness of safety standards described in WHS
management procedures.
Performance evaluation- It requires evaluation of
university’s WHS performance outcomes compared with
standard indicators and performance goals. Identification of
activities and procedures to provide corrective actions under
WHS performance measurement and Reporting procedures.
Other requirements also include Health surveillance,
incident investigation, workplace inspection, record
management, performance reporting etc.
Consultation and participation- Relevant legislation and
university policy procedures requires periodic reporting and
hazards assessment by relevant authorities as mentioned in
the WHS Policy. WHS auditing procedures are there to audit
WHS system of university and its authorised entities across

the state.Results of these audit actions and relevant agreed
mechanisms to be reported to university health and safety
committee and university council. These provision are
intended to induce consultation to relevant authorities and
their participation in evaluation process.
Review and improvement after consultation with
university councils, the requirements has been taken into
consideration as given-
Annual review of WHS system, analysis of results of audit and
their findings, maintaining operational risk register, risk
mitigation by putting control measures. Review includes
effective implementation of WHS management plan to meet
objective as stated, progress in meeting objectives and
targets, review of internal and external Audit findings etc.
Improvements- after the evaluation of WHS management
plan of FLINDERS UNIVERSITY, improvements are required
to consider under following –
Evolving expectations of stakeholders from WHS management
system, rather strict compliance with legislative provisions,
incident investigations outcomes , feedback mechanisms
etc(SafeWork NSW, 2019).
2- Review of WHS policy and procedure – The review document
includes overview, scope, responsibilities, performance indicators
and reporting of performances(Hawkesbury.nsw.gov.au, 2019).
Management of Key performance indicators – Due diligence of
officers to ensure that the policy has been suitably implemented by
the relevant officers of the university council. Results of review of
key performance indicators includes position of officers, objectives
and outcomes-
General Manager was entitled to report incident completed and
report mentioned that it requires equitable push to complete
performance indicators.
Director entitled to control ACM at workplace and report says 75%
completion of indicators based on external assessment and
corrective actions.
Director (CP) entitled to review WHS and IM documentations and
the report says 25% competed and due to reduction in resources no
further progress recorded.
Director(SS) given the task to maintain IT&M database and the
report says it has completed by 75%.It also includes the data
collection and entry will be completed by the end of year to
complete the relevant task(Safeworkaustralia.gov.au, 2019).
