Introduction
This report will be not going to describe the real name of an organisation due to some
confidentiality reason. The name of this agency will be called People Centre Care. This report
investigates details of quality care provision within a care setting, and it will emphasise on
the quality of care for adult and children with a learning disability.
This assessment will be going to provide you with information about how they meet the care
standards. It also focus on insight given into the standard of care required by the care quality
commission (CQC) and the impact of good and bad practice within the care setting. The
relevant government legislation will be highlighting taking into consideration available
funding and staffing.
The quality is the emphasis of appropriate standard as well as improvement of services. The
National Health services defined quality care as an active, safe, positive experience
(www.N.H.S.CO .UK) It is essential, to provide consistent quality care to service users. This
will promote service satisfaction and improve client health and wellbeing. A person suffering
from poor services and lousy quality standard demotivates it and reduce their self-esteem.
Disability refers to such a position when an individual does not get able to facilitate various
activities of their life spam (WWW.Mencap.org.uk).
Define quality and disability
In England, quality care refers to a processor aspect to render effective, safe and positive
experience as much as possible. This will provide a good quality of care like (CQC) provide
care to improve and promote wellbeing and maintain the independence of a person and its
health. By Equality act, 2010 "a person is disabled if they are suffering from physical or

mental impairment (Lockwood, et. al., 2012). Moreover, it is also stating that physical and
psychological impairment has a substantial and long-term adverse effect on an individual
ability to perform a different task. Negative impacts on a disabled person harm their ability to
participate in daily activities fully and making them venerable.
Further, it will also influence their independence where they need to depend on others for
performing a regular task or in certain areas of life. Like, carry out personal care when a
person has some disabilities like loss of sight. Thus, such an individual will be required help
from others to do their regular activities. Such assistance also influences a person mental
health as they depend entirely on others. Under such sections, a person needs psychological
help which can help service user living a happier life and maintain their independence. The
word disabilities are not easy to define, and one should be very careful before discussing this
sensitive issue.

People centre care employed a wide range of Registered Nurse, health care providers and
supportive associates which has specific specified skills. Such skills tailored to meet the
requirement of service users. They will also get value for money with excellent services
providing by People centre care. People centre care offers services such as:

3. Sleeping Nights
4. Waking nights
5. 24 hours on call
People centre care has well skilled and appropriate nature of support service providers with a

negative where a person becomes disabled to perform everyday activities. Due to such
aspects, People centre care implement an appropriate proactive rehabilitation with string
focus to provide a normal life for all brain injured people and promote well-being by rid out
from brain injury.
Proactive Rehabilitation aims to equip the service users and their families with the right tools
to help them cope with the changes in their lives. People centre care provide proper support
to each single clients whether they relate with staggered discharge, return to home on a full-
time basis. Health care centre just sure one thing that person return home with a suitable level
of support or not. By determining the case, my work as a care support worker is to assist
people in performing regular activities like shopping, financial advice and support, take
appointments, accompanying users to attend classes etc.
As a care worker, I have to encourage patients to get engaged in regular activities like playing
games, group discussion etc. which assist in earlier recovery. Moreover, I have to support
clients to fulfil their desires like going on holidays, meeting with friends, family and favourite
stars. Thus, my overall work is to promote themselves toward independent living for
accomplishing desire aspects effectively.

Staffing and Training.
Staffing is a significant and critical factor in the social care setting. Each organisation
should provide enough staff to operate various activities effectively. Along with this, they
need assurance that staff is well trained for managing different operations and activities.
While working with the service user, it is better to be consistency by trying to maintain a
permanent set of workers. This will result in getting more familiar outcome and support with
the workers.
This aspect will later contribute to making users more confident about oneself as well as
enhance the efficiency of delivering services and promote the well-being of clients. To
achieve client well-being, health care providers should first consider the user person-centred
approach (Rubin and Babbie, 2016). When thinking about person centre approach, it is all
about making sure that the client is at the centre of every decision being made that involves
the service user. This will help healthcare providers and the service user to make a better
decision towards their well-being. Working with service user is very vital to promote quality
service, and as such, to be able to provide adequate services, it needs to be able to follow
organisation policies as well as procedures while ensuring that service user is aware of all
decision. This will promote early recovery of patients from any disability like loss of sights,
hearing issue etc.
When healthcare organisation don't provide quality services, this might affect service
user, for example, if the quality is good then this will suit the needs of the service user or vice
versa. Furthermore, individuals who are disabled will be able to live a much happier life, and
if there is a sense of trust, alternatively service user can also be able to maintain
independence. However, when working with children with a disability, it is much more
challenging for a support worker to form an attachment and familiarise oneself. When

working with adults, on the other hand, it is much easier to become more acquainted with
them. Children, as well as adults, can sometimes find it hard for them to trust support worker
in taking care of their well- being and as such with consistency. Staff will play an outstanding
role in trying to get the trust needed for them to do their work.
Individuals working with health and social care needs to understand the importance of
high-quality care and how they can work to deliver that quality services. My organisation
aim's to provide the best care for their client and try to follow the NHS five (5) C’s.
Commitment- They are always committed to all their service user. Being committed still
help the service user and this makes a positive difference towards the client life.
Care- Care plays a significant role in making sure individual are being cared for also and
adequately care for in a way that suits the client needs.
Compassion- They need to have sympathy when working with the service user. Kindness is
how care is given through relationships based on empathy and respect.
Communication- the key for providing the health care services to the service uses is the key
role of service provided in the Health and social care. The communication of the service
provider becomes difficult because of their shy nature and nervousness. Effective
communication is essential for the service providers so that they can provide quality services
to the users and can earn their trust and loyalty towards them.
Courage- Courage enables us to do the right thing for the people we care for, to speak up
when we have concerns. Motivation helps service user to find their strength and vision to
innovate and to embrace new ways of working.

Funding
Funding is an essential and critical aspect of managing and operating various activities. With
the availability of fund, any association can promote active and healthy operations. In the
healthcare section, funding assists agencies to implement system, policies and procedure to
enhance the quality of care of people (Reeves, et. al., 2011). There are certain advantages,
and disadvantages get interpret which need to understand before funding and allocating
finance for further operations. Thus, following are certain advantages and problems need to
understand adequately.
Let us look at the disadvantages first with limited regular funding client or person will not be
able to receive the quality of care which needed by a person. For example lack of educational
input at the level required the right type of person-centred care which fits into that individual
circumstances and situation where it specialist carers are needed. They may not be able to
afford it and saw they're given the next best level which is not good enough. Things like Miss

social interaction that is required due to reducing funding and a minimally deficient care plan

level that would be expected as they are given proper support, equipment, workforce and all
the necessary services and professionals that can assist them with developing and improving

adequacy of funding.
Funding sources are usually from government sources such as the borrowers, NHS specialise
care services and to smaller minority private funders, such as Lotto some insurance
companies and private company donations. Most of the funding is a level comes through the
local authority. It causes a restriction as to the amount of financial support that anyone
service user/client can be given. So they are both positive and negative side still the funding
and play each borrow or each group of each private organisation there is a lot of stipulation
regulation, the financing would sometimes do not actually fit the full package that is required
for that person or those group people, and factor also prevents the person from achieving their
best.
Another aspect comes when there is a need for external assistance which is not covered under
the funding is that the organisation or person received, for example, any medical specialist
care which is not covered by the NHS or any other groups such as the borrow that fund these
clients/individual and other private organisations such as Lotto etc.

Legislations are specific rules and regulations which assist in facilitating and executing the

compliance work with various legislations and regulations effectively. Health and social care
bodies need to undertake multiple legislations like Equality act, Care act etc. in the account
for facilitating activities associated with individuals. Care Quality Commission, define
specific laws for Healthcare centre to ensure health efficacy of their users. With the support
of such legislation and regulations, effective services render to patients especially suffering
from learning disability (The Human Rights Act and Learning Disabilities, 2018).
According to Care act, 2014, it is a moral responsibility of care providers to render services
efficiently (Regulations for service providers and managers: relevant legislation, 2018). Care
providers need focusing on care and support to all users for promoting individual well-being.
They also required to meet the needs of various users in a defined manner. I have to
undertake all legislation into account while working as a support worker. One of a significant
thing is to provide care and support with an assessment of needs and wants. Thus, with the
help of Care act, 2014, I become more able to understand all aspects of services. Learning
disables people need more critical focus and help to make their life independent for managing
diverse situations.
Another legislation which needs to undertake by an individual is the Care Quality
Commission act, 2009 where HSC need to get registered first (Regulations for service
providers and managers: relevant legislation, 2018). Moreover, they need to employ only
such people who have a certain professional aspect to render services. A specified purpose is
also required for facilitating a different number of operations and activities. The manager

Moreover, they have a suitable qualification, skills and experience to do and perform distinct

Children act, 1989, 2004 stated that HSC requires providing proper care to all children with
specific needs (Regulations for service providers and managers: relevant legislation, 2018).
Children serve to define that HSC providers need to facilitate their services as per the
children need and disability. People Centre Care needs to undertake such kind of activities in
account while delivering their services to children. They should have to get familiar with
them first and later proclaims distinct courses effectively. Thus, such legislation needs to
understand professionals working in People Centre Care appropriately and effectively.
Equality act, 2010 include information where disabled people need proper care so that all
individual can sustain effectively. Moreover, disable need equivalent care like others without
discrimination (Regulations for service providers and managers: relevant legislation, 2018).
Thus, equality act supports in rendering equivalent services to all individual. This act
includes certain prohibited conduct like discrimination, adjustment to disable person,
harassment and victimisation. Not only with patients but HSC needed to treat their employees
equally as well. This includes in part 5 work like employment, occupational pension scheme,
equality of terms etc. All such information need to interpret by health service providers while
dealing with learning disable or any other sort of people.
As a support worker of People centre care, it is essential for me to understand and undertake
all such legislation effectively. It is my moral duty to follow all such acts and legislations
properly so that I can manage every situation and user properly. I have to get registered under
CQC act so that my ability and support to others improve their health and disability.

chances of discrimination. Thus, it is essential for me to understand equality act,2010
appropriately and suitably.

It gets determined from the stated report that Health and social care providers are the ones
who assist in improving the health of a person. This report proclaims about the importance of
quality provision in improving and dealing with a learning disability of adults and children.
Care Quality Commission helps in managing different bad practices done by HSC effectively
and inappropriate manner. Health care providers need to maintain and facilitate effective
services inconsistent manner, so that client health well-being gets to improvise. Individual
face some problems while talking services which reduce their self-esteem and motivation.
The setting of HSC needs to render different services to users for maximising experience.
Services like daily visits, night visits, sleeping nights etc. considered as certain services
present by HSC. Experts require proper knowledge and skills to meet with the different
individual appropriately and suitably. A support worker assists various disable people in
managing their activities and operations correctly and in a suitable way. With the proper
delivery of services, all people become motivated towards work and ethics for encouraging
them and promote towards a positive direction. Support worker also assists in completing the
desire of various service user correctly.
Staffing needs proper care and estimation so that health care providers render quality
services. Moreover, they need adequate and practical training for managing distinct
situations. Thus, staffing needs suitable and critical aspect like employment to professional
people only. Thus, with registered nurses, manager and support worker, HSC can render
better quality services to all. Health and Social care services also needed to proclaim effective
training to all people for enhancing their ability to perform the task. With sufficient funding,
employment and delivery of services become appropriate in the frame. Funding could
become possible with the distinct situation and factors for maximising ability. All legislation
