INTRODUCTION
Third sector encompasses of private associations and foundations , non commercial
cooperatives, mutuals and social enterprises and generally they are independent of government.
Along with this, its main role is to support communities at local level by providing them
charities, education, rendering basic needs in order to improve well being of human life as well
as contribute to economic growth (Bovaird and et. al., 2015). On the other hand, public service
is something such as health care, transport or removal of waste which is organised by
government in order to benefit all people in a particular society or community. This report
involves the role and need of third sector organisation in society as well as in economy, identify
the issues and benefits which they face and finally impact of third sector if public service applies
into their business operation is also discussed here.

P1.Key events that have shaped the work of third sector organisations
It is one of the important tool within UK economy and it also refer as voluntary sector as
it aims to enhance the living standard of community or society in an effective and efficient
manner. However, this term is used to describe as range of organisation that are neither public
nor private sector as it includes voluntary and community company, social enterprise, mutuals
and co operatives (Kearney, 2018). Some of the various firm in third sector like Oxfam, red
cross, UNICEF, Salvation Army and others which are highly dedicated to enhance community
life style. The key events of Oxfam and UNICEF which helped them in shaping their business
function are as follows:
Strengthening communities: This is regarded as one of the event which enable third
sector companies in altering its operation with a better manner. IN regard of Oxfam and UNICEF
, they put their full contribution towards the enrichment of society by offering them education
facilities, health care and solving their social issues in order to bring high level of motivation and
satisfaction. Moreover, with the help of this they can provide all relevant information regarding
government policies to society and conveyance social issues to the national authorities to that
state.
Enabling voice and campaigning: Under this event, Oxfam and UNICEF takes an
initiative to communicate, consult, advising or informing policy development to society in order

to make them aware regarding regulations and rights so that they can fight against all unfair
practices which they face in their daily routine or professional life. However, third sector firm
arrange consultation program so that make corrective course of action against social issues and
boost community's morale ( DENIS, Ferlie and Van Gestel, 2015).

It involves various kinds of work which are mentioned below:
Meeting public requirements: Third sector firm are mainly focus to identify public
needs and provide them best service like health acre, medical camp, housing facility, education
etc. in order to strengthen their life standard in an impressive or productive manner. For e.g. in
case of emergency they makes an arrangement of ambulance and first aid service which is the
sign that they work towards the welfare of community or society (Koppenjan and Klijn, 2015).
Community involvement: Under this, it invite society participation for resolving their
complex issues by providing them enormous facility to share their views or ideas so that they can
acquire plenty of innovative ideas which helps them in implementing best strategic decision. For
e.g. in society there is always a possibility of arising issues regarding poverty, education and
many more. Thus, in order to participate society contribution they render suitable information
related to all new social policies or regulation for the betterment of public in a effective manner.
P3. Outline types of public services which are delivered by third sector organisation
In this sector, it encompasses several kinds of public services such as health care,
education, housing facilities, medical camp, organising extra curricular camp for young people
for an enlargement of their motivation (Joyce, 2015). Along with this, they provide a enormous
platform for employment which improves their living standard as well as reduces poverty or
scarcity ratio from among UK Nation. In UK, there are various companies who specially work
for enhancement of community as NHS deals into health care and medical services, on the other
hand UNICEF operates in offering education and shelter services.

The several examples of third sector organisation who operate in offering public services
are explained below:
Ambulance service: This kind of firm are deals into providing ambulance service to
community. The reason behind providing this service to society because in some situation
government fails to make an arrangement of ambulance service due to various reasons. Foe e.g.
St. John Ambulance is one of the leading group of company as they have several affiliation in
various region for which thy takes an initiative to teach and make them understand the
importance of first aid and emergency medical service to community (Dey and Teasdale, 2016).
Therapy and mental service: It is an another type of service which third sector
organisation offer to public service. In UK, there are various firm who are dealing in delivering
these types of services. For example, Royal National Lifeboat Institution is one of the charity
based firm who provide health and medical care facilities to those who are living at sea and
injured in vessel. Along with this, they deliver education and training program in order to enrich
their living standard in better manner.
Housing service: Under this, they provide housing facilities like homes, social housing,
supporting homes to refugees, orphanage, old age home, retirement home, children home etc. In
regard of this, Joseph Rowntree Housing Trust is a reputed organisation who operate their
services in New York and North East England to boost their morale and life style (Haynes,
2015).

Some of the ways in which such type of organisation work in partnership with public
service are explained below:
Delivering service: Third sector organisation works with public companies in partnership
in order to strengthen the life standard of community in an appropriate manner (Nabatchi,
Sancino and Sicilia,2017). For example, St. John Ambulance is very ethical organisation who
operate the service like ambulance, first aid, health care service, to community for resolving their
social health issues. Moreover, they are in partnership with NHS and manage the ambulance
services which is established in different geographical region.

Partner in designing services: IN this, Royal National Institute is an reputed charitable
organisation in UK who are devoted to work towards deaf and health issues patients. AS they are
partnership with Department of Health to enrich the life standard of society in an impressive and
better manner (Fine, 2017.).
P6. Benefits and barriers of third sector organisations for public service delivery
Along with this, they are motivated by the desire to to achieve social goal like public
welfare, environment or economic well being and many more, rather than acquiring profit.
However, they operate over at all levels of society, from the local to international as they make
significant or rapidly contribution to health and well being of society in UK. Some of the
benefits of this organisation are as follows:
Empowering communities: One of the main aim of third sector organisation is to boost
or raise their life style in a better way. Along with this, they takes an initiative to provide
education, housing service, medical facilities and many more in order to improve overall life
standard of community. Moreover, they help them to eradicate poverty, injustice from
community and offer them a peaceful environment (Ferlie and Ongaro, 2015).
Barriers of organisation
Lack of fund and contracts: This is a major obstacle which third sector organisation
undergoes and that directly impact over community life style. For example, if an enterprise
decides to render housing facilities to community, for that they require enough number of fund
which sometime becomes an issue to provide effective service to society. Apart from this, lack of
contracts is also becomes a barrier which restrict them to provide best and fair service to
community in order to improve their morale and increased level of satisfaction (Salamon and
Sokolowski, 2016)).
CONCLUSION
It has summarised from the above report that third sector organisation has crucial role
over economic growth and development as it aims to enrich community life style by rendering
them charity, education, fulfilment of survival need and many more. However, these organisation

are independent, non profitable, democratic and secular who highly devoted to work for the
welfare of society and enriching the lives of citizens or progress of nation in an impressive and
productive style. Furthermore, third sector company benefits individuals to learn the
fundamental of groups and political action through participation in governing of private firms.
Apart from this, UK government ensure that the third sector is able to play full role in public
service reform through greater involvement in service design and delivery.
