Identification and introduction
Tourism planning environment is an important area in tourism growth and development.
It requires policy formation and effective implementation. One tourism discussion paper that can
be identified for the study is the UNWTO Tourism for development discussion paper. The
second paper that is selected for the study is the Baltic Cultural Tourism Policy Paper which was
introduced by UNESCO (Mariani et al. 2014). The policy was introduced in the year 2001. This
policy aimed at enhanced the cooperation among cultural policy makers, local authorities, and
tourism people and heritage circles. This policy covers the countries of Estonia, Latvia and
Lithuania. The UNWTO Tourism for development discussion paper evaluates the international
year for sustainable development, 2017. The study is concerning the development and expansion
of sustainable tourism across the world. The key elements that the paper identifies are
sustainable growth of economy, inclusiveness, employment and reduction of poverty, efficiency
of the resources, cultural values and development of mutual understanding. The paper analyzes
the ways in which tourism can contribute towards the three dimensions of sustainable
development. These areas are economic, social and environmental. Another tourism paper that
can be considered in relation to policy is the national heritage tourism summit discussion paper.
The paper mainly evaluates the prospects of rising heritage tourism across the world. The focus
is mainly on the heritage tourism sector of Australia. The study is in relation to effective
promotion and harnessing the potential of Heritage tourism in Australia. The further
development of heritage tourism in Australia is an important factor that has been considered for
the study. The issues that have been considered for both the tourism discussion papers are
important in the present world situations.

Critique of structure of the Policy Planning Cycle
The two policies taken here are UNWTO Tourism for development discussion paper and
Baltic Cultural Tourism Policy Paper. These two paper will be critiqued and analyzed in this
paper. UNWTO Tourism for development discussion paper follows quite a smooth and clear
structure. The policy cycle consists of the selection of alternative, implementation, policy
solution evaluation, issue identification, issue analysis, policy solutions and instrument and
consultation. The structure of the study addresses the various key aspects that are identified in
the study. Hence, the sustainable growth of the economy, inclusiveness of society, efficiency of
resources, values, mutual understanding and governance and policy. The cycle of policy
implementation have been essentially considered to understand the significant implications that
are connected with the development of sustainable tourism. The national heritage tourism
summit paper is also aligned essentially with the framework for the cycle of policy. It is
important to consider that as the policy in this case was the policy towards developing the
heritage tourism sector of Australia. The structures of the policy papers in relation to the
development of tourism policies are in line with the developmental relationships that are
important in being created (Dümcke and Gnedovsky 2013). The policy cycle is given much
importance in both the discussion papers. In one of the papers, tourism is related to sustainable
development. In the other paper the policy cycle is considered in relation to understanding the
prospects of heritage tourism. The structures are well formed and help in effective evaluation of
the subject matter. The countries of Estonia, Lithuania and Latvia have gained their
independence in the year 1991 (Van der Zee and Vanneste 2015). The tourism industry since
then has gone through a lot of changes. To ensure the cultural development of the countries the
