Introduction
Victoria is recognized as the varied multicultural heritage of the country, and it is said to
be varied in terms of the multicultural heritage scenic beauty and its cosmopolitan lifestyle
(Waligo, Clarke & Hawkins, 2015). For the success of the industry, it is very important for all
the stakeholders to work together for a common goal and objective. In terms of the tourism
industry, the stakeholders are the local resident, media, employees, the government, and other
organizations as well. In terms of the tourism industry, the firm and the government play the
most significant part. Therefore they have a significant role in the industry (Tichaawa &
Mhlanga, 2015). In order to support the tourism industry and let it thrive, there is a various
approach which is implemented. The major stakeholders who run this are the public authorities,
the national government, as well as the firms of the industry. One of the important approaches in
implementing the policy instrument, which is mainly conducted by the policy instrument firm.
The aim of the paper is to address the policy instrument which has been used in the
tourism sector of Victoria. The paper will also address the two policies which have been used.
The later section of the paper will recommend the two policies which can address the problem of
the accommodation of the worker problem in the tourism industry in Victoria, BC.

TIABC’S Recommendations
The tools which are used to overcome the problem and achieve an objective are said to be
policy instrument. The policy instrument can also be said as the intervention which is made by
the government or the public authorities in terms of the national, local, or international
economies, which is mostly intended to achieve the outcome and in order to confirm the

objectives in the public policy (Georghiou et al. 2014). This may be taken into varied forms,
which mainly ranges from the regulatory regimes to the provision of the services in order to
improve the performance in the business sector. The tourism industry is one of the most
important segments of the economy in Victoria. Income, as well as employment, affect the
economic impact of tourism are there are significant policies that can promote as well as sustain
the development of the tourism industry in the country. It can be said that the policy instrument
is mainly two types firstly, it is the direct support which is provided and secondly it is indirect
support. The immediate instrument can be said as the policy instrument which provides the
financial aid in the industry in the form of loans, tax holidays and other while the indirect support
is aiding the industry through the delivery of other services in the form of clusters, research
centers, technology, coaching and many more (Borrás & Edquist, 2013).
The problem of affordable accommodation is the major problem that has arisen in
Victoria. It has become a huge problem in terms of the employment sector in the tourism
industry and also other industries as well as the employers are not finding affordable rent in the
state due to the short term vocational rent. The industries are not finding a skilled worker.
Therefore the TIABC (tourism industry association of British Columbia), which is a tourism
organization Victoria has come up with the right policy in order to combat the problem. The
association has urged the civil politicians, local governments as well as the provincial
government in order to come up with the strict rule to counter the problem. The TIABC has
urged the government to enforce rules in order to curb the increase of the STRS in the area. In
the words of CEO Walt Judas, the main problem with the issue is finding affordable
accommodation in the areas. Therefore, the employees are migrating to other communities,
which is harming the tourism industry, and it is very difficult for an industry to recruit employees
