INTRODUCTION Empowering users in health and social care supports in providing better amenities andservices to them (Petch, 2012). It is vital that people who are availing services in health care shouldbe well informed and aware about their basic rights. Present report is based on significance ofempowering people in health care sector. Impact of Human Right Act and Valuing people on thepolicies and procedures of the organization has been described. In addition to this, impact ofstaffing levels and the changing health status of service users have been mentioned. Moreover,different ways through which use of communication between service users and workers to promotethe rights of service users has been explained in the report. TASK 11.1 influences of The Human Right Act and Valuing people on policies and procedures of workorganizationPolicies and procedures of the organizations which deal in health and social care sector getinfluenced by many elements. Some factors that affect the working of NHS are as described:-The Human Right Act: - Human Rights are crucial tool that are implemented and adopted inthe organization for rendering better services to the users. It aids in maintaining dignity and respectof all individual that are using amenities in health and social care sector (Renaud and Goucher,2012). Human rights are legally protected by ECHR and aids for providing protection to people.The Human Right act 1998 describes about fundamental rights and freedom that is given toindividuals by the Government. Article 2 of the human right act makes it essential for service providers for makingnecessary arrangements and taking steps for protecting the lives of service users. Guidelinesmentioned under this article are followed properly and initiatives are taken for providing betterservices and care to the users. Article 3 of the Human Rights Act prohibits the torture and any kindof discrimination while giving treatment to the care users. Proper care is provided in NHS so that any kind of mental and physical harm should beavoided. In addition to that article 5 of the Human right Act renders rights to liberty and due to thatNHS makes it ensure that liberty of service users can be maintained. Moreover, Article 14 of theHuman Right Act renders guidelines that no discrimination needs to be done with any employee inthe care home on the basis of gender, race, religion, educational background and occupation status.All the patients in the care home are provided with equal opportunities for taking proper care. Ithelps the organisation in making it ensure that all the care users should get equal chance for gettingbetter treatment and medical services. As per the act, it is vital for all public bodies to respect and protect their human rights.

Under this act, provisions are made for people so that they can defend their rights in publicorganizations and courts (Sharma and Jeong, 2012). Citizens of UK can bring cases of human rightsin courts which help in protecting their rights. The policies that are adopted by the organization tosupport sections are as described:- Care standard Act 2000:- The act provides guidelines for delivering care in health caresettings. It is necessary to register care homes for young adults, adult placements, older people anddomiciliary services. Proper registration has been done in my organisations (Atkinson, 2014). Thepolicy is used for ensuring that people should receive appropriate care for which they are entitled.Health and social care act 2008:- This act gives guidelines for rendering health care andother amenities such as ambulance and other facilities to the patients. The care quality commissionensures that health care service provider organizations should provide better care to the individuals(Bruno, 2010). Guidelines given under in this act have been implemented and major focus is givenon providing better and effective care to patients. The procedures which are set by my organization to support the application are as described:-All the staff members are provided the documents regarding practices and norms which theyneed to follow while giving care to the patients. In addition to this, training programs are organizedfor the staff members in that they are imparted necessary skills that are required for providing bettercare to the patients. Valuing people: - It is explained as procedure adopted for ensuring rights of adults andchildren who faced learning difficulty should be protected. There are four major principles that areconsidered in this approach and it includes choice and inclusion, independence and rights.Department of health have set many objectives and on the basis of that NHS organization's servicesalso gets influenced. According to the Objective 5 it is required that organization should mainstream theirservices for special and general care. In addition to that objective 10 that has been set byDepartment of Health suggests that all the individuals that are engaged in providing care shouldposses necessary skills and qualification that is required by them for giving services to individuals.Appropriate measures have been taken in the NHS organization for giving value to individuals.Problems, requirements and difficulties faced by people are identified and support is given to them(Zhou and Baptista Nunes, 2013). Individuals are not exposed in public areas and before enteringthe room they knock the gate. 1.2 Analysis of factors that gives impact on the achievement of promoting and maximizing therights of users of health and social care services Operational activities of care home get influenced by diverse range of factors and it is
