Introduction
When situations become impossible for individuals to deal with, it necessitates the
interference of an external agent who shall be advocating in favour of the individual who had
been a victim. Lack of means or capacity, it could be in monetary terms, physical incapacity to
bear the stress of the struggle, or even the mental strength to reconcile oneself to the fact that one
has to fight the injustice. Injustice is not something which is always perpetrated by one human
being on the other, it can also be something which could emanate from some deficiency which
nature has bestowed on an individual. Hence some form of advocacy is required, and advocacy
refers to the task of helping out an individual whose rights have been violated by fighting on
behalf of the victim for providing them with the rights they deserve (Goodley et al., 2010).
Statement of Purpose
This particular essay seeks to chalk out a relevant welfare plan that shall be beneficial
and appropriate for helping a 24 year old disabled woman named Clara. The Welfare Plan shall
consist of the possible solutions that could be taken for helping Clara out and the Welfare Plan
shall be substantiated with policy decisions taken the Australian Government in order to reach
out to the persons wrought with disability.
Synoptic overview of the situation
This particular situation for the purpose of analysis and for suggesting effective measures
shall be dealing with the issue of a disabled woman named Clara who is 24 years of age. She has
been in a wheelchair since she was two years old. Despite her physical condition which is not
conducive, Clara desires for more independence as she still lives at home with her Mum and her

Dad. Clara has not been able to find a suitable accommodation option for herself so that she
could support her own needs. She also wants to be out and go about with a life like most other
young persons of her age but she feels like her wheelchair and her protective parents are stopping
her from being able to do things like other young people and that is the reason why she is starting
to feel depressed about this.
Possible solutions for resolving the issues faced by the client: Welfare Plan
On the basis of the case study it becomes clear that the emotional and the physical
requirements of Clara are of prime importance which needs to be met. The most important factor
is that Clara needs some form of intervention which shall help her reconcile with the fact that her
parents are not trying to limit her, rather her parents are ensuring that she remains safe and sound
given the fact that she is specially abled, without making her feel that she is incapable.
Therefore, Clara needs both counselling and clinical treatment in order to be able to live the life
she wants to. She must be made both physically and mentally fit in order to face the challenges
of the world. Clara cannot be left alone without making her properly equipped.
Given the fact that in the introductory portion of the essay, there has been a mention of
advocacy, and that shall be beneficial for the purpose of helping out Clara as per the present
context. There are different types of advocacies but Clara needs assistance which is guaranteed
under Carer Advocacy, Citizen Advocacy, Peer Advocacy and Systemic Advocacy. Carer
Advocacy refers to the assistance and the help provided to an individual in identifying the kind
of ailment or the illness that he or she is suffering from. It has to do with providing counselling
and advisory role to the individual who is unaware of what the ailment is all about. Clara must be
made to understand that her parents are not trying to limit her movement, rather they are trying to

help her out given the fact that she is disabled and she is likely to face several challenges in her
quest for freedom of movement which her able bodied companions are not likely to face (Stein,
2017).
Secondly, Clara is in need of Citizen Advocacy. Citizen Advocacy refers to a system in
which the care provider is in constant touch with the victim or the patient for providing him or
her with the logistical help required on a regular basis so that the victim does not feel helpless. It
is a long term commitment in which the victim and the care provider are supposed to be bound to
each other. There is every possibility that Clara shall be facing immense amount of problem in
her quest for seeking freedom which could be both physically and mentally taxing, hence she
must be needing some form of help which shall be consistent and must be responsive at the same
time (Stein, 2017).
Thirdly, Clara is in need of Peer Advocacy. Peer Advocacy is the form of care which is
provided to the individual suffering from some form of ailment by certified personnel who have
received adequate training in the specific field. Only experts can play the role of the care givers
in this form of advocacies as this form of advocacy is based on clinical treatment to be provided
to the ones in need. Naturally, this necessitates a degree of expertise (Stein, 2017).
Finally, Clara needs Systemic Advocacy. Systemic Advocacy is quite political in both
intent and content. As the name suggests, it aims at bringing about a substantial change in the
way the system functions. By the mention of the term system, the government is being meant.
The purpose with which this form of advocacy functions is to influence the policy decisions of
the government so that it goes in favour of the children who are wrought with some form of
physical or mental disability (Stein, 2017).

Discussion of the relevant Welfare System relevant to the situation
In this section, the discussion shall be based on the policy decisions of the Australian
government which extent some form of support for the abovementioned Welfare Plan.
Firstly, on assumption that Clara, by virtue of attaining 24 years of age shall be seeking
employment in order to cherish a life which people devoid of any physical deformity leads, it is
important that she does not face any kind of discrimination at workplace. For that purpose, two
Australian legal provisions must be mentioned. One is the Disability Discrimination Act and the
other, Work Health and Safety Act. The former imposes penalty on the employing organization
for discriminating against aspirants with chronic ailments in providing employment. The latter
can be invoked by the employing organization to either terminate or refuse employment to a
chronically ill patient, on the grounds of maintaining workplace safety and a conducive
environment for all the employees to be able to work peacefully (Nash, 2001).
Secondly, the disability welfare scheme of the Australian government must be looked
into. The Australian Department of Human Services and the Australian Ministry of Social
Services deal providing of healthcare and other assistances to the persons suffering from
disability. Thus Clara can appeal to the concerned ministry in order to seek the assistances that
are guaranteed by the advocacies discussed in the previous sections of the essay (Nash, 2001).
Conclusion
Thus it becomes quite clear that there are provisions guaranteed by the government in
order to help out the persons with disability and Clara can definitely avail of them in order to
seek the life she desires for. It shall not be a smooth ride for Clara, but she can definitely gain
success with perseverance.
