INTRODUCTION
Work health and safety(WHS) is very important for each and every organisation, Every
company value its employees and ensure that they are safe while working at the workplace. The
organizations follow the WHS legislative framework. This report is in context to the WHS
related to an Australian company Bolts and catch that manufactures gate bolts, gates etc. The
report will identify the essential WHS legal requirements for the organizations in Australia. The
assignment will also identify all the hazards with regards to Bolts and catch along with the
procedure to assess and control the risks involved in the operations of the organization.
Furthermore, the report will also recommend various ways to ensure compliance with relevant
legislation.
Task 1: WHS Legal requirements
The Work Health and Safety Act renders a framework in order to protect safety, health
and welfare of all employees working in various organizations(Kaynak and et.al, 2016) It is also
protecting the health and safety of all other people getting affecting by the work. Each and every
worker is protected under the WHS act which includes -

Volunteers
Contractors
Trainees
Employers performing work etc.
1. Legislation and codes - We administer acts, regulations and codes relating to work health
and safety, as well as workers compensation. Information here outlines each piece of
legislation and each code.
2. Employer and business obligations - Employers or businesses (or other PCBUs) have
obligations under work health and safety (WHS) laws and have a responsibility to
implement these obligations in the workplace.
3. Worker and visitor obligations - All workers and visitors to a workplace have work health
and safety obligations.
4. Compliance and enforcement - We are responsible to enforcing work health and safety
laws and workers compensation laws in NSW. We do this in a range of ways.

The WHS act also render protection for the normal public so that their safety and health
is not located at risk by any work activity. The Work health and safety act is placing the primary
health and safety duty on an individual who conducts an undertaking or business. It generally
means that the legal act WHS guide the employers as well as the workers to ensure their duties
regarding the health and safety are been successfully placed and performed(Australia,2014). All
these duties under the Work health and safety act are known by the term “ Reasonably
Practicable”. I addition to this WHS sets requirement for the following -

Notification of incident
Resolution of issue
Inspector functions and power
Penalties and Offenses
The regulatory and insurance functions of Work Cover are assumed by three new discrete
organisations:
The State Insurance Regulatory Authority (SIRA) for workers compensation regulation,
Safe Work NSW for work health and safety regulation and Insurance and
Care NSW (icare) for workers compensation insurance.

The Australian Work Health and Safety Strategy 2012– 2022 (the Strategy) was
propelled on 31 October 2012 and a refreshed adaptation republished in April 2018. With its
vision of 'solid, sheltered and profitable working lives' it is an abnormal state, forward-looking

Step 1 - For identifying risks or hazards in Bolts and catch the below mentioned activities can be
performed -
1. Incident occurred in the past should be analysed or examined in order to determine what
happened and the chances of the incident to occur again in the future.
2. Employee must be consulted in order to identify what are the safety issues according to
them. For example asking workers about risks near misses they experienced while
working in the organization. Managers or supervisor in Bolts and Catch can use
questionnaires and surveys to find out this.
3. Work sites or work areas should be examined or inspected in order to identify what is
happening in the present. The hazards or risk identified must be documented for allowing
the further activity. The work tool, equipment and environment along with the procedures
or tasks should be analysed for hazards to WHS.
4. The Information related to the equipment such as operating information, plant etc and
material safety data sheets should be reviewed for determining appropriate safety
precautions.

Assessment of risks consist considerations of the possible outcomes of an individual being
exposed to a risks and the chances of its occurrence(Schaufeli and Taris,2014). An assessment of
risk helps in determining the following -
How severe or dangerous a risk is?
Whether the existing measure of control are effective?
What action must be taken in order to control the risks or hazards?
How urgent the controlling action requires to be taken or applied?
Assessment of risk should include the following -
1. Identification of the elements that might be contributing to the hazard
2. Review safety and health information that is available form an influential source and
applicable to the specific risk.
3. Evaluation of how dangerous the risk or harm could be – It consists analyzing the type of
harm illness/injuries/damage/harm that could result form the risk, the number individuals

exposed, possible chain impact from exposure of the risk or hazard(Wilson and
Sharples,2015).
4. Evaluation of how a risk can cause harm – This consists analyzing how work is
accomplished, whether the existing measures control the risk or harm or whether the
control measures are placed properly with regards to both normal and abnormal working
situations. A chain of events related to a hazard are important to be considered.
5. Determining the chances of the risk or harm occurring – The level of harm will raise as
the chances of risk and its intensity increases. The chance of risk happening can be
affected by how frequently the task is accomplished or completed, how many people are
exposed to the risk, in what situations and for what time period.
6. Determine the activities important to control or eliminate the risk(Donham and Thelin,
2016).
7. Determine records that are important to make sure that the risk are controller or
eliminated.
Step 3 – Controlling the risk
After identifying the severity of the risk by the risk assessment procedure, each risk
should have its exiting risk control measures measured using the evaluation of control
effectiveness table. This helps in determining any additional requirement which are important.

Having identified the risks in your organisation, analyzed their hazards and reviewed the
existing controls, all risks should be managed and controlled before the workers or people

become ill, gets hurt or plant, property o environment gets damaged. The risk management
system in the Bolts and Catch needs to eliminate risks so far as reasonable practicable in the
firsts case(Howard, 2017). The most effective control measures must be chosen in order to
minimize and eliminate risks. The Hierarchy of control ranks control measures from the top level
of reliability and protection to the lowest level. This must be utilized in order to identify the most
beneficial and effective control measures.

2. Remove or substitute the hazard
3. Isolate or Enclose the Hazard

Task 4 : Recommendations
There are various ways through which Bolts and Catch ltd can minimize the harm or eliminate
the identified risk these measures are as mentioned below -
Proper training must be provided to the employees with respect to utilization of
machinery and safety equipment. All the workers should be familiar with the use of PPE
and all the workers should be issues with PPE
The management should ensure that the safety equipment are placed effectively so that
the workers can easily utilize them.
The supervisors should strictly guide each and every worker to wear safety equipment
such as gloves, boots, helmets while working at a plan or on a machinery.
CONCLUSION
The above report determined and concluded that WHS legislation is very important to be
followed by the organizations such as Bolts and Catch pty ltd. The report identified various steps
of identifying, assessing and controlling the risks involved in the Bolts and Catch. The various
legal requirements of WHS act are also determined in the above assignment. Furthermore, the
