1.0 Introduction
WHS procedures are essential and important for Pitstop Pty Ltd to implement.
Pitstop employees needs and expectations will have to be matched across NSW,
Victoria and Queensland for piloting WHSMS implementation. Pitstop Wollongong
service station has most WHS incidents. A plan for WHS implementation has to
be developed along with consultation with senior members, directors, CEO and
other personnel. Therefore, close consultation for implementation with all
relevant stakeholders needs to be attempted. The scope of current analysis
deals with analysing risk control procedures with final plan for implementation.
2.0 Plan containing outcomes of consultation
While developing a comprehensive WHS procedure and plan, along with
management system, relevant stakeholders need to be consulted. Post
consultation with CEO and all other relevant stakeholders, there have been
various areas highlighted, which requires plan containing outcomes of
consultation. An overall WHSMS procedure has to be developed which needs to
minimize injuries of workers, employees within the system. The procedure need
to reduce total number of days of lost work, there needs to also be a risk
management procedure. All managers’ needs to implement WHS policy along
with WHSMS, meaning there needs to be training along with clearly well-defined
procedures that outlines ways employees can accommodate and implement
WHS policy. Employees across the organization need to have clearly
implemented WHS policy and procedures. A legal system need to be accounted
for which allows appropriate implementation of WHS procedures in order to
assists employees and workers.
3.0 Draft risk assessment and control procedure
In every organization, for the purpose of implementing WHSMS, there needs to
be present risks assessment and control procedure. A risk assessment and
control procedure will enable categorization and segregation of risks according
to their types for ease of dealing with them. At the current organization
employees and staffs at various stores deals with varied hazardous materials.
Assessing risk will primarily involve what might happen in case an individual is
exposed to hazardous materials. Risks assessment or analysis helps deal with
severity of risk procedures, evaluating existing control mechanisms, measures
included to control risks along with assigning personnel handling specific risk.
Moreover, risk assessment provides urgency to deal with a particular type of
risk, in this organization due to prevalence or certainty of presence of hazardous

materials, ascertaining of illness or injury needs to be provided. Interaction of
risks causing substances leading to greater amounts of risks needs to be
ascertained by this procedure. Any changes in the workplace which might affect
or alter effectiveness of control measures will determine capability of the final
risk assessment. WHS Regulations provides for risk assessment in cases of high
risk activities, especially while dealing with fuels and highly inflammable
substances. All risks present will be analysed according to their varied degree of
hazards. Once risk is analysed then those risks which can be controlled need to
implement procedures in place. WHS Act model provides control measures such
that risk can be eliminated. It includes control procedures for removing risk from
workplaces. Suitable control mechanism includes considering varied options and
effectively eliminating hazards for minimizing risk circumstances. Control
procedure or mechanism can include single control or a series of combination of
controls, such that protection can be provided. While some risks can have
control procedures implemented easily, other controls mechanism includes
efforts of planning to resolve them. A hierarchy of risk control needs to be
implemented from highest protection levels to lowest reliability levels of risk
controls. Level 1 risk which can easily be controlled includes mechanisms to
remove hazards altogether level. For Level 2 risks, hazards needs to be isolated
from people, then risks need to be substituted by isolation of hazards. Control
mechanisms for risks at this level needs to be administered such that safety
protection can be implemented. Level 3 categorization of risk can be undertaken
in case hazard exposure is reduced by engineered solutions.
4.0 Draft and final implementation/action plans for the Wollongong
store.
An action plan needs to be devised such that Wollongong store can easily
implement ongoing activities, once-a-day activities with weekly activities. An
implementation or action plan for Wollongong store will be initiated by training
procedures. A WHS policy and procedure drafted will be first kept at each office
and store, which will include all applicable norms. Employees will be trained for
handling all equipment and risks procedures will be briefed. Hands-on training
and induction will be given to each and every employee as well as staffs. In case
of any WHS issues, a proper documentation procedure will be adopted, which
will record activities and then report it to higher authorities for taking adequate
actions. Higher authorities will decide on course of action will be decided along
with consultation with legal consultants to arrive at consolidated procedures for
any hazard from occurring. This full proof procedure will allow enhanced
application of WHSMS at Wollongong store.
