TCP/IP is a kind of communication protocol which is mainly used in
the networking systems in order to perform communication over the
networks. There are various kinds of layers used in the TCP protocol for
example network access, internet connection, application layers and so on
(Nguyen, et al., 2014). The term IP is defined as internet protocol which is a
part of TCP protocol used in the networking systems that packs the
transferred signals into the form of data packets. As compared with the IP
layer, network access is an effective layer which is used in the TCP protocol
for performing data communication over the networks (Amaran, Noh,
Rohmad, & Hashim, 2015).
In terms of reliability, the network access layer is more effective and
reliable as compared with the IP layer which is able to determine how the
signal is transmitted from one source to another (Popovic, Mohiuddin,
Tomozei, & Le Boudec, 2015). A recent study identified that there are
various kinds of protocols used in the IP layer, for example, ICMP, RARP, IP
and so on. While, the network access layer includes numerous protocols
such as Ethernet, Token ring and frame relay. It is examined that IP layer
embeds the information of data packets and destination of the signals but
network access layer embed the information of networking systems and
protocols used in the system for performing data transmission (Mejías, et
al., 2017).

In order to understand and solve the given scenario the below figure
can be used which provides the interconnection between the
telecommunication systems used by both prime ministers.

It is argued that while transferring data from one source to another
prime minister of French provide his remarks to the Chinese prime minister
in order to access the transmitted data. In order to perform data
transmission, both PMs have telephonic and translator system which helps
to exchange data in an effective way. French PM includes a translator based
system to convert data into English language and send these signals to the
receiver and Chinese PM also uses such process for converting received
signals into china language. Therefore, it is stated that with the help of a
translator and telephonic system both prime ministers can easily perform
data communication.
