INTRODUCTION
Working within partnership is referred to as two or more independent bodies working
collaboratively or collectively in order to achieve desired goals effectively and efficiently. In
today’s world the health and care requires a greater demand for well trained and multi trained
agencies or organizations by providing more opportunities and satisfaction to the service users
(Osewe and Kistnasamy, 2018).
The essay is based on NHS health and service sector and highlights the partnership working
within this sector. This sector is undergoing from a rapid change with evolution of various
government initiatives giving it high importance. First part of the essay is a brief overview on the
benefits and characteristics of effective management while working collaboratively in the
changing health and social care environments. The essay examines the factors perceived to be
barrier in developing effective partnership within health and social care sector and the strategies
or tactics required to overcome such barriers. Furthermore, provides critical review of impact of
relevant theories and concept on effective partnership working along with key differences
between the role and function of managers as well as leaders. On the other hand, second part
covers the reflection on the effects of partnership and their effectiveness in minimizing such
barriers.
TASK ONE
Partnership Working Across Health and Social Care Services
Effective management process of an organization is carried out with the help of various
roles played by managers and leaders. Mangers are considered as those who allocate resources
effectively in the organization. They make sure that there is no compromise in productivity and
resources by taking corrective measures to reduce scarcity in the organization. Therefore, the
managers is responsible to manage the entire organization operations with proper allocation and
maximization of resources. Whereas, Leaders influence its subordinates to achieve the common
goals and oversee the successful running of the organization. It is the person who holds superior
position along with high attributes and degree of education (Alderwick and Ham, 2017). NHS is
one of the companies in health and social care sector which clearly outlines the duties of both
managers as well as leaders and has several publically financed healthcare systems. The United
Kingdom institution is assisting in the fight against COVID- 19 pandemic by launching number

of campaigns and programmes which are related to care planning and practices. Nowadays,
managers and leaders are shoulder with many roles and responsibilities for raising awareness
among large community.
The basic role of the manager is to deal with the impact influencing the operations of the
firm. Mangers portrays the image of an organization by managing and monitoring the activities
related to the firm. Generally, the mangers step into the negotiations for the improvement of
productivity in the organization by formulating rules and regulations in order to govern the
activities related to care accordingly. Whereas, the leaders’ role is to build unity and lead to
transformation in the organization (Waller, 2019). They make sure that the employees’ affairs
are taken best care of. The leaders influence its subordinates towards common goal and increase
the morale in order to achieve desired goals effectively. Leaders help their followers in devising
effective strategies and tactics by maintain their trust, faith and employment relations in the
organization.
On the other hand, the characteristics of the manager is to implement decision and business
plans successfully. In response, NHS must possess creative skills in order to evolve innovative
ideas and strategies in the pace of technology in various systems of healthcare. They must
possess good patience level so as to overcome difficult situations timely and in effective manner.
Also the commitment is one of their characteristics that keep them at high position in leading
towards success for long term. Furthermore, the characteristics of the leaders includes their
ability inspire and motivate members of the organization at work. NHS encourages and promotes
those leaders who possess vision and confidence to deal with situations related to healthcare
planning and process. Positive attributes defines the open mindedness of the leader and
enthusiastic trait influences its followers to achieve common goals effectively. Thus, the
manager manages the business activities while the leader influence to achieve organizational
goals (Knight and et. al., 2020).
Some basic characteristics of leadership and management in relation to their effective
partnership working are: A manager is a person who is in charge of all managerial and
administrative duties which includes motivating employees, supervision and directing them
towards common goal of an organization. Leaders, on the other hand, are those who have the
ability to manage human resources in the organization by guiding and through suitable
leadership styles. In this respect, both the managers and leaders have some obligations to
