The World Health Organization (WHO) was established in 1948 to coordinate the guidance of international health programs, provide assistance for the development of health, departments of member governments, fight infectious diseases, weather and other diseases, and promote cooperative relations among health-related organizations. The organization consists of a General Assembly, an executive committee and a secretariat, and six regional committees are composed. Each district has a regional office as an executive organization of the regional committee. WHO's primary role is to direct and coordinate international health within the U.N. system. In addition, the WHO is cooperating to achieve health goals by supporting health policies and medical strategies. All the delegates from the member countries will participate in the World Health Conference to determine the organizational policy. (World Health Organization, 2019)

The organizational structure is concerned with the way how the work is divided and allocated. The responsibilities and roles of individuals and groups in an organization are divided by the structure of the organization. The organizational structure of a business can be divided into various types. First of all, entrepreneurial structures are built by owner manager and is typical of small business. Therefore, entrepreneurs are experts in the knowledge of goods and services. A functional structure is a structure that is standardized and makes experts feel comfortable, but it may cause conflicts between departments. (Investopedia, 2019) The network structure helps visualize the internal and external relationships between the administrator and the top management. This type is also more distributed and flexible than other structures.

There is adivisional structure that corresponds to the organization structure of WHO. Within this structure, each organizational function has its own department applicable to the product or region. Each department operates with a variety of horizontal goals, which are also relevant to the WHO's the main roles and goals. Each department also includes the resources and capabilities needed to support the product line and region. WHO focuses on the scientific sector within the sector, leverages the power of science and innovation to improve global health and influence national health. The department also produces state-of-the-art research for health and has formed an alliance for system researchers to improve health outcomes. (World Health Organization, 2019)

WHO is a global organization and conducts various activities to direct and coordinate international health. Therefore, it is considered that the organization that has multiple branches has different health systems to provide to the stars of each country, and the department structure that benefits the flow of independent management is selected to provide them. However, the disadvantage of this type of organizational structure is that staff who focuses on departments and perform the same functions in different departments may not be able to communicate well between departments.


The information system refers to the management and provision of information to support the operation of the organization. Typical organizations are divided into operational, intermediate and upper stages, but have different information requirements for individual users. The information system supports each stage of the organization. With six regions and 194 countries member, the WHO collects and analyzes data from outside and inside to obtain information on national health and disease. Therefore, WHO is expected to utilize the Administrative Information System (EIS). The information system utilizes strategic management for acquiring information from the outside and an operation level for collecting detailed information from the inside to make the activity of the mechanism as data more easily understandable. Thus, the World Health Organization converts the data analyzed through the information system into information for making a decision on health as a health organization. The report will also be compiled to show the direction of WHO activities, including patient and medical support, planning, basic and publicity research, global directivity, health status and trend analysis. The WHO provides health reports and communication to various users through its homepage. Therefore, for the health sector, a decision-making support system is considered to be used to extract all internal and external information about markets and other institutions. For this reason, organizations are expected to use a management system to collect information and to provide information from outside such as the market. As a result, it is thought that the management's decision was understood and supported. By using such an information system, the information and data of each department including the administrative information system to which an enterprise can easily access the information can be presented as a more useful and summarized report.


Stakeholders are individuals, group, or parties interested in an organization and the results of its activities. (Cambridge dictionary, 2019) The types of stakeholders are divided into six categories according to their point of view. First, customers want the quality and value of their products and services. Employees demand employment, income and safety, and have a direct share of the company. Investors invest capital in business as shareholders and expect a certain rate of return on capital. Suppliers sell goods or services and expect to generate revenue through them, which is directly involved in the management of the company. Communities are influenced by various places, which affect employment. Finally, the government collects taxes from companies.Among them, internal parties of stakeholder, such as employees and managers, are easily affected by how the organization operates.  As an international organization, the WHO is cooperating with health stakeholders around the world. (World Health Organization, 2019) Therefore, closely cooperate with decision makers such as the Ministry of Health, Government and other government ministries.External stakeholders such as community and civil society organizations of the WHO are also the general public whose lives can influence organizational decisions. External types tend not to directly relate to the parties but can affect or influence their behavior. The company is working hard to prioritize competition with stakeholders. The priority stakeholders are easily determined by the contractual relationship. In the WHO, the Organization and Medical Providers network, patients and health service users are among the parties concerned. Invest or deal in an organization or business. The second stakeholder does not have a contractual partnership between the public and the pressure group. The Mendelow's Matrix shows that the parties to the conflict are in a position of interest based on the extent of power and level of interest. The WHO's process drive among its various stakeholders is to integrate data by country, provide strategic solutions, and use it to understand the perspective of the organization. Therefore, the balance and feedback between the stakeholders determine a method for growth and improvement for the company's goals.



In conclusion, WHO has headquarters throughout the world as the world organization, and the health problems of each country are different, so this is expected to be managed separately by headquarters. The departments are evenly divided over main roles and goals of the WHO. This structure allows many autonomous rights between groups in the organization and is geographically created through a company with branches in the structure. In addition, it is believed that the headquarters is independent of the health care sectors that should be provided to each country. Since the organization is a health organization in particular, it is focusing on the science division, forming alliances for various research purposes, and working toward the main goals of the World Health Organization. Furthermore, the WHO information system is expected to use a management system for collecting and analyzing data both externally and internally. It is also thought that a management system was selected to help provide new information using the analyzed materials. Furthermore, it is considered that the data collected in detail by using the administrative information system are switched to information which can be easily understood. Stakeholdersconcerned with the organization and organizational activity are divided by pursuing them. As an international organization, the World Health Organization may include outside parties, such as the Government, which can be regarded as major stakeholders. Among them, communities are organizations created by ordinary people, so they can have a diverse impact on the organization. Therefore, since the stakeholder is divided into several stages, one has to recognize one's role as the stakeholder and balance with the priority order becomes important.
