Background
As per the name suggest, ability center is aimed for providing aid to the community to
build ability considering both the physical and mental health. Hence, the paper aims to
discuss how the community capacity building tool can help the specially abled people. Along
with this, the paper will describe the method with proper learning theories related to ability
center and its members.
Methods and Theories
The community capacity building tool is a method associated with promotional
projects of health. This method provides the picture of the current position and the picture of
the future position. The method uses the metaphor of a venture to evaluate the location during
any health-related project. According to the social constructivist theory, the method sets
reading as the first step for its development (Kiraly, 2014). Following the theory, the capacity
building method use a formal discussion as the second step of its development. It is the main
component of social constructivist theory. It is the process of building relationship by formal
and informal discussion within the community. Scheele & Papazu (2015) stated that, the
human development is possible only with a constructed discussion through communal
interactions. The tool includes questioning in the third stage. It refers that general queries
from any domain can be the basic step for generating a communication among the people of
the ability center. Finally, the method focuses on solving the problem with realistic attitude.
Nearing et al., (2017) mentioned about the behaviorist theory for human development. This is
a theory that follows the psychological method for community development. The people of
an ability center possess different types of need and abilities. Hence, the behaviorist theory
emphasizes the factor of environmental influence for behavior construction. It follows the
method of classical operation followed by the support of empirical data. The reasons to use

In conclusion, it can be said that, ability center is a place comprised by people with

behaviorist theory include some methods for building capacity for the people covering
different aspects of living. It should be recognized that every project of the ability center are
aimed to bring all round development for the people involved within the work process.
