Introduction
As we all know that behind every lane of Tokyo there is a story. The founding father of Tokyo
along with other men created a beautiful master plan for the area. The authority responsible for
the Zonal planning is Tokyo Urban Planning Council and they make the plans, according to the
area, usage of land, sustainability of environment, comfort of the people, judiciously optimizing
the maximum land with the minimum wastage. Corporations involved in various business
activities focuses on environment, medical health care and welfare and information &
communications technology are emphasizing on the needs of the market and generating revenues
thereby adding to the economy of Tokyo. As a result the globalized economy, which is highly
and smoothly going up and the declining domestic demand and various other factors, the number
of businesses which are entering into the foreign markets is increasing. Tokyo is working hard to
invest and spread its branches in the foreign markets as well as making efforts to bring foreign
companies in its own vicinity to work with. Tokyo doesn’t leave any area untouched and is

Development planning
The authority ensures that best practices should be followed while planning for the settlements in
future as well the settlements that already exist. The council strives to reach the global market
while planning in the most effective way and it wants to develop in high class designing fields to
provide the best to the world, but only after improving and making the best the settlements that
are existing in the home country. The council wants to set high benchmarks for the next
successive authorities. The airport has to be located in a very prime location with a variety of
facilities around it and as we have seen in the site analysis the facilities are beneficial for the
people out there as well as the passengers as everything should be accessible at the stretch of
their hands. It is not very difficult to access the necessities and it adds comfort to them. The
airport has to be located in an area near which there is facility of community lifestyle with
various amenities like gym, swimming pool, others sports facilities like squash and tennis courts
plus it has a mosque as well adding a cherry on the top (Division, 2012).
More can be added to the site like establishment of the stadium near the airport for the
convenience of the audience because they have to travel and cover a distance from the airport to
the stadium thereby wasting their time. More entertainment facilities can be added like
restaurants, coffee shops for the leisure time of people (Economics, 2011).

Evaluation of the plan
The development plan must be designed keeping in mind the maximum utilization of available
resources and minimizing the wastage of the resources. The permissible limits are to be kept in
mind and while developing such settlements which are for commercial purposes the most
important factor to be kept in mind is the impact of the settlement on the nearby set ups and on
the people working or living around such settlement (Maynard, 2005). Their needs should be
prior because the most important thing is not to disturb the people who are already living a
peaceful life by adding nuisance. Such settlements which include a lot of people should be away
from residential area to avoid public nuisance and should be set up in a place which are away
from residential areas and the airport should have this plus point.
Main considerations in the planning process
While formulating the objectives the first and the foremost need is to target the community for
which the settlement is to be established and then the short term goals are specified which are to
be achieved. As the airport is for commercial use, so the pros and cons of a commercial
establishment are to be kept in mind while formulating the objectives. While establishing a
commercial set up it is important to note that the settlement should be away from the residential
area to avoid any kind of nuisance and the daily routine of people should not be disturbed
(Center, 2015). Everything which is to be done is for the people so the participation of people
will help in improving the zonal planning and it will be easy to meet the needs of the people. So
the needs of the people should be analyzed while making the effective use of the land and the
authorities be should acquaint themselves with what people expect when they come to an airport
to board flights. Everything starts from people and end there and the main target is the

satisfaction of the people. Along with the participation of the public, it is important to involve the
experts and manpower who are good at handling the zonal planning. For zonal planning the
experts who can be included are described below: -
a) Area planner or architecture
b) Geographers, transport planners
c) Environment planners, conservation experts
The plans are being drawn up by the various committees and are passed by the higher authorities
after analyzing every possible situation. The above personnel are appointed after filtering a lot of
applications and the best ones are recruited. The infrastructure industry is of great importance
and plays a very important role in the establishment of airports (Kyodo, 2015). The technology
used should be latest for the collection of data. Conducting surveys, assessment of future
projections and other surveys include transport surveys, socio-economic surveys etc. These will
help to improve the zonal plan of the airport. So, the industries related to technology are the
biggest stakeholders. The plan developed should be flexible enough and should not be rigid and
should be changed according to the dynamic environment. When there is a need to add to it to
meet the demands of the people, it should be modified accordingly.

Steps required in the planning process
1. A strategic planning should be made to determine the effects of planning of land-use and
it is to be assessed whether the establishment can in any way affect the traffic on the
roads. However, the airport is set up in secluded place which is away from the residential
area so there are no as such traffic problems around the airport.
2. In zonal planning what the authorities are always short of are the shortage of data, lack
of necessary funds plus the shortage of human resources. So keep everything ready
beforehand while making the strategies for zonal planning.
3. The resources like the infrastructure and the other basic requirements should be available
in abundance, but should be utilized without any wastage.
4. A plan called traffic impact assessment may be developed to enhance the harmony
between the traffic operations and development programmes for maximum use of land
and the plan developed should be dynamic in nature to change it when there is
requirement (Smith, 2016).
In order to improve it what is important is evaluation of performance of all the zones, including
the population near or in the area, the infrastructure already existing and the need for the other
infrastructure, the spaces available which can be utilized and are going to be wasted if not
utilized. It is to be noted that the land which is going to be used for a specific purpose, how and
to what extent it will affect the land in the future and in the coming years, if the specific usage of
land has a negative impact on the land then it should not be used in such a way and the land
should be utilized to keep it safe for future generations. While allotting the land for a specific

purpose, it must be kept in mind that in any way it should not affect the environment which
proves hazardous to the health of the people. The area should have more coffee shops,
restaurants, entertainment parks around the airport to help the people and other people spend
some leisure time there and relieve their stress (King & Nowack, 2003).
Requirements by the National aviation authority
More public transport facilities should be introduced because setting up a new airport involves a
huge cost and will take a lot of time, so more public transport buses or other conveyance should
be introduced to make it convenient for the people who do not have their own vehicles. To make
it more effective some public toilets should be introduced inside as well as outside the airport
and should be properly and regularly cleaned and a committee should be appointed for its regular
maintenance. Along with that other facility peculiar to women should be introduced. Resting
lounge should be introduced which are comfortable and should help the people to rejuvenate.
These lounges should be maintained regularly and all the required necessities should be available
in that resting area to save the time of the people to go out during halts (Yamaguchi & Ohashi,
2000). Cloak rooms at the airports should be established because there are some tourists who
only come to pay short visits and they need to place their luggage at a place which is safe so that
they can easily enjoy their visits. The cloak rooms should be managed by the authority which is
very responsible and there should not be any cases of theft. Currency exchange counters should
be set up because the airport has both domestic as well as international flights and many people
from different countries visit and they can be in a need to change the currency so it will be
convenient for them. Parking facility should be properly maintained and the people are abundant

in number so multilevel parking should be established to avoid any inconvenience for the people.
Special parking should be there for the very important persons to avoid any inconvenience for
them because of the followers. While making the strategies for zonal planning, it should be kept
in mind that it should not affect the environment in any way and the needs of the people should
be kept in mind to give them what they desire and the planning should not in any way create
nuisance for the people who are living in the residential area near the airport (Alexander, 1996).
Statistics
In the year 2011 the Tohoku region was hit by the Great East Japan Earthquake. In the
immediate after effects, many people were left stranded in Tokyo city when the suspension of
transit operations was declared. Later the shortage of electricity had a negative impact on the
residents of Tokyo residents. By handling the challenges that people had faced at that time,
Tokyo was seen as the most brave city and very well dealt with the crisis and managed it
perfectly. In September 2013, for the hosting of the 2020 Olympic and Paralympic Games,
Tokyo was selected and the city is working hard to prove the event successful. If Tokyo’s
economy changes, it will have a positive impact on the economy of Japan as well. Tokyo is
working hard towards to become “the world’s best city” where every people enjoy their life
without any inconvenience.
As it is said above Tokyo is the largest city of Japan, so the economy of Tokyo has a direct
impact on the economy of Japan, thereby hitting directly the economy of world as Japan has a
major contribution in the economy of the world. The economy of Japan is on the 3rd rank in the
world by gross domestic product and ranks at 4th number as per the purchasing power parity and
is on the second rank in the whole world’s economy so by far Japan is giving phenomenal

performance. Economically, the city contains almost one third of the Japan’s industrial area and
the remaining part is covered by two other cities that are Yokohama and Kawasaki. The
significant industries are textiles, luxury goods, and steel plants. The city has many industries,
both heavy base as well as light base, but the number of light base industries is more than heavy
base industries and the industries contribute a huge amount of gross domestic product to the
economy and so the industrialization of the city is adding a lot to the economy and it keeps on
promoting the industry sector. By establishing the best airport plan, it will attract more customers
during the time of the Olympics and will enhance the brand value of the city.

Government legislation
The government of the country provides funds to the city and the city authorities utilize the funds
proportionately, but it is to be realized by the authorities that the airports should be developed
and more funds should be utilized in that area. The infrastructure system of the city is working in
a very good condition, but now is the time for city to introduce new roads and rail lines and new
airport to deal with the problems of traffic, which causes health problems and tackling the
problem of traffic will save the time of the people (Wood, 2007). In order to get more funds, it is
suggested that the city should expand its business and should invite the foreign companies to
invest in the city and introduce desired changes in the field of infrastructure. The globalization of
the business is the most required move which is necessary for the city to improve its conditions
basically in the field of transportation system. It is important for the city to plan the infrastructure
of the city, keeping in mind the needs of the people and fulfilling them by knowing exactly what
they need and this can be done by conducting surveys or through questionnaire system. The most
significant thing to be kept in mind should be the safety of the people.
Process undertaken
Various questionnaires were being distributed to the people who are related to the airport
management system. Many personal interviews were also taken and many surveys were
conducted to collect the primary information. This involves a huge amount of time and effort and
many people answered truthfully, however, many did not. The information collected from the
primary source is always authentic and credible as differentiated from other sources (Sano &
Shintani, 2015). There was a time when the economy of Tokyo did not exist visibly, but now the
time has come that the city is performing very well and adding to the economy of the country as

well as the world. It is striving every day and making its best efforts to fetch good business and
provide the best facilities to its residents and due to its continuous efforts has made the city
liveable. In the above information we have seen that the city has managed perfectly well and has
come out of the financial crisis with its skillful management practices and following the USP.
There is always a reason why a specific city is made the capital of the country and now we know
why the city of Tokyo is the capital of Japan (Association, 2012).
Conclusion
The number of applications related to patents is led by the individuals of Tokyo and comes under
the highest levels worldwide and also includes numerous patent applications led outside of the
country of Japan. Patents are used as a part of the research by universities; aviation industry,
corporations and another entity are specifically frequent in the fields of communications and
information as well as life sciences. The scale of industries in the market and the utilization of
resources and the development of new energy is growing at a very fast rate plus the total volume
of shipment is also spiralling upwards and most importantly the shipments to other countries are
particularly rising. The industries which are rising on the global lines are especially aviation
industries and these are anticipated a huge growth in various sectors like setting up of
infrastructures and proper management of sewage and water supply. On the other hand, rise in
information system have given high hopes that the scale of cloud services in the market will
continue to increase. The total rate of unemployment in Tokyo during 2010 was continuing from
the last years remained at a very disgraceful level. Although the number decreased relatively in
the year 2009 but the position was not very good till 2010. After 2010 the rate of employment
went up and due the phase of industrialization, many new corporations entered and provided
employment opportunities to the people of Tokyo with handsome packages of salary. The huge

giving products and services after analyzing the needs of the customers and understanding their
needs and behavior and then providing them with the product thereby leading to the full
