Introduction
The following report is based on the discussion of the re-development project of
Melbourne Airport. The report has highlighted the main elements involved in the following
project and has also provided the construction of the project by implementing and applying the
different kinds of project management principles in a disciplined and effective manner.
Background
The increase in the development of Air travel across the world has been growing rapidly
and it is vital for the Airports across the world to develop the necessary infrastructures in order to
ensure the best services to the passengers and make air travel easy and safe like never before.
There has been a steady growth of air traffic as well as passenger traffic in Melbourne Airport
for the last few years. This has forced the management of the airport to consider about the
expansion of the airport in planed and effective phases. According to, Babashamsi et al. (2016)
Runway provides an important part of the aviation management system as the presence of more
than one runway can enhance the operational capability of the Airport. The management of
Melbourne Airport is involved in providing additional runway capacity to meet the growing
demands of the airlines as well as the airline passengers (melbourneairport.com, 2019). Though
just over 35.15 million passengers used Melbourne Airport in the year 2017-18, the figures are
expected to cross 70 million by the year 2040. Under the new Re-Development Program, the
Melbourne Airport Management expects to construct a new east-west runway and extend the
present runway to support more large aircrafts as well as enhance the operational capacity of the
airport (melbourneairport.com, 2019). Apart from the construction of the new runway, the
management of the airport also plans to expand the terminal building and the construction of a
new terminal building with world class facilities is also on the cards (Berawi et al. 2018). The
construction of the terminal building and the runway will help the Airport turn into a transport
hub. The overall cost of the project has been estimated to be around $3.5 billion.
The Project
The Airport re-development plan for Melbourne is one of the most complex tasks and
needs comprehensive management planning that can help in the proper and effective completion

of the project (airport-technology.com, 2019). Apart from this, the management of the airport
needs to complete the project within a given time schedule to ensure that the flight operations do
not get haywire. The Airport being an important part of Air Transportation system in Australia
also increases the importance of the airport. Therefore a proper planning and management must
be implemented in order to ensure the successful completion of the project
(melbourneairport.com, 2019). The need for project management in this particular project is
mainly because the implementation of the management characteristics in this complex project
has helped the project to have clearly defined set of goals and has helped in the segregation of
different tasks to the one’s involved in the project. Apart from this, the clearly defined set of
goals and objectives further increases chance of the management to take the decisions in a more
strong and confident manner.
There are also different challenges that have to be faced by the management of the
Melbourne Airport while implementing the project. This includes;
a. Problems in regulating Air Traffic
b. Qantas Airlines as well as Singapore Airlines have a major hub in Melbourne which
will face problems while the re-development project as such a development project
will lead to a number of cancellations
c. Problems in safety features
The following project will have a total of four stages beginning with the first stage when
the project will be planned and then will be gradually started to be implemented. The second
stage will be the growth stage when the project will be implemented in full force while the third
stage will be the maturity stage when the project will be almost developed
(melbourneairport.com, 2019). The last stage is the decline stage when the project will be totally
ready to be inaugurated. Each of the phases will lead to different organizational tactics and
strategies that will lead to the overall development and completion of the re-development project.
The resource allocation team forms an important part of the organization as because the
team analyzes the roles and responsibilities of the Melbourne Airport organization and how they
might be modified to increase the value of the stakeholders and improve the characteristics of the
infrastructure of the Airport. The main resources needed by the Project Management team in this

case are the Human Resources, financial resources and technical resources. The selection of the
strategy has also been one of the key aspects of this particular project. The presence of a proper
planning and the maintenance of the strict time schedule helped the project managers to organize
the different tasks in the project in a systematic and scientific manner (Berawi et al. 2018). The
maintenance of time and finance helped the management of Melbourne Airport to attend each
and every task of the organization in a positive manner.
The new development project was given priority as because the sharp increase in the
number of airlines and passengers has acted as a constant pressure for the organization to change
the shape and structure of the facility. The management of the Airport accepted the challenge in
order to ensure ease for the passengers and also transform the Airport to handle pressure and
provide world class services to the passengers.
Conclusion
The following report has been a great example of project management implementation in
large scale projects. The transformation of Melbourne Airport and application of the proper
strategies have ensured the success of the project in a proper and efficient manner. The report has
proved about the capability of Project Management to easily handle the pressure of extra force
and manage and implement scientific measures to ensure the successful achievement of the
objectives of the project and ensure a scientific change which ensures the sustainability of the
project.
