INTRODUCTION
The excessive consumption of alcohol results in rising in health issues such as domestic
abuse, mental illness, etc. also, it led to accidents, deaths, violence, etc. People drink alcohol for
reducing stress, enjoyment, etc. But in recent times, there is lack of awareness among teenagers
and adults regarding negative harm of alcohol on health. In UK there are many health issues
which is being faced by people (Andrade, and Andersen, 2020). The issues have negatively
impacted on mental and physical health of people. However, in order to solve issue government
has initiated various program and initiatives. The main purpose of program is to focus on health
issues faced by people and solve it. In addition to it, emphasis is to improve community health so
that their lifestyle is enhanced. In community there are various types of health issues which is
prevailing such as abuse, mental health issues, diabetes, heart disease, etc. Thus, here a project is
initiated whose aim is to prevent teenagers and adults against negative harm of drinking alcohol.
The program will bring in improvement in health of adults and reduce drinking of alcohol in
adults. Besides, it will led to enhance lifestyle of community and solve health issues.
In this report it will be described about health issue of negative harm of alcohol drinking
faced by adults and teenagers in community. Also, it will be discussed about what are national
and local policy, stakeholder, resources, etc. required to initiate project. Moreover, it will be
explained about design and operation of project and its critical analysis.
BACKGROUND
It is evaluated that in UK alcohol consumptions in increasing year by year. The teenage and
adults are using alcohol to a great extent (Groshans, Mikhailova, and Payne, 2019). Thus, it has
led to rise in several health issues such as abuse, accidents, violence, etc. However, there is also
increase in other health disease such as diabetes, chronic health disease, etc. in adults. Along
with that, adults are not aware about negative harm of alcohol due to which they are consuming
it to a great extent.
It has been analysed that UK government has imposed high taxes on alcohol. The main
purpose is to control use of alcohol within teenagers and adults. Apart from it, there are certain
policies as well which is being imposed by government in regard to tackle problem of alcohol
consumption. It is done to ensure that use of alcohol is less. In report of 2019 it has been found
that in US there occurred 88,000 deaths per year due to consumption of alcohol in adults.

Moreover, there is change in drinking behaviour of people in UK. It is found that in UK
82% of adults drank alcohol within 12 months. In that 49% drink it more than once in week.
Besides, it is found that in UK 29.2 million adults drink alcohol in 2017 and around 10% drink
more than 4-5 days a week (Kapucu, and Avci, 2020). Also, in 2017 more men of age 45- 64
drank alcohol than women. Furthermore, it is found that since 2005 teetotalism in teenage of age
16- 24 has increased. However, in survey done in 2018 it is found that more people like to earn
more they drink alcohol. In that the percentage is almost 90%. The teenagers are also drinking
alcohol to great extent. In 2016, 23% of teenagers drank alcohol in past 4 weeks. Besides that, it
has been found that average consumption of alcohol in UK is about 9.7 litres per year. Thus,
there has been change in drinking trend in alcohol by people in UK.
Besides that, it is stated that in 2018 -19 there were total 358,000 admissions in hospital I
UK due to alcohol consumption. This was high than 6% as compared to 2017- 18. Moreover,
there were 5698 deaths in UK in 2018 (Kubravi, Shah, and Jan, 2018). The men and women
between age 55- 64 were having high proportion of drinking alcohol within a week. In 2017 56%
of men and 64% of women said they had drunk alcohol last year. It has been a cause of great
concern and health issue as in entire community adults are facing health issues related to alcohol
consumption.
So, this project will tackle the health issue of high rise in alcohol consumption in teenage
and adults. Furthermore, project will create awareness in adults about negative harm of alcohol
drinking. It will also focus on what are ways by which drinking can be reduced. Alongside,
program will help in enhancing lifestyle of community and improving well being of individual.
Thus, people can practice health care services which will help in reducing consumption of
alcohol and enhancing their living standard (LeBlanc, 2017).
NATIONAL AND LOCAL POLICY CONTEXT
It is important to form and develop a health policy in order to solve issue occurring in
community. The UK government can only solve this issue by forming a policy. Hence, there are
certain health policies which has been implemented in UK but they are not sufficient in
overcoming health issue. Here, it has been found that in NSW people under the age of 18 are not
allowed to buy alcohol unless they are accompanied by guardian. There are some places where,
alcohol cannot be consumed. European alcohol action plan had been developed or launched with

the main aim of preventing teenagers and adults against negative impacts of harm of excessive
consumption of alcohol (Prasada, Putrama, and Pradnyana, 2018).
Other than this, as per the national policy developed by WHO, person who is already
drunk is not allowed to sell alcohol and it is illegal. If someone is found by doing such illegal
things then strict actions are being taken against them. It is also important to label and contain
information that how many standard drinks it contains. Apart from it, some other policy was also
introduced by UK government in regard with alcohol consumption. In that in 2012 alcohol
strategy was set out in which plan was developed. The main purpose was to encourage change in
drinking behaviour and reduce harm to excessive drinking causes to adults as well as
community. This enabled in focusing on what are ways by which alcohol consumption can be
reduced among people. Another policy is government alcohol strategy in which aim is to reduce
consumption of alcohol within children and to support families. This strategy is being formed on
basis of recommendation by WHO. It focuses on teenage who are consuming alcohol and not
aware about negative harm of it. Thus, UK government want to help those children by
supporting their families as well (Schmoelz, 2018).
But on other hand, it is critiqued that the national and local policy was not effectively
focused on reducing alcohol consumption. It did not emphasise on local community bur rather
than on individual behaviour of people and industries. Hence, there was no great change in
people behaviour as the proportion of alcohol consumption was high. Apart from it, no proper
planning was done for project due to which it was not effective. The goals were not set which
enabled in measuring outcomes of policy. In addition to it, no stakeholder was being involved in
initiating this plan or creating awareness. It led to ineffective management of strategy and tasks
which were done in it.
Thus, due to these weakness of policy this project of prevention program is to be initiated to
prevent adult and teenage to reduce alcohol consumption. The project will help in creating
awareness in people about what are negative harms of drinking alcohol, how it can be prevented,
etc. It will also be useful in setting of specific goals and involving health agencies to participate
in it as well (Andrade, and Andersen, 2020).
STAKEHOLDERS
In every project there is required several stakeholders so that it can be implemented in effective
way. The stakeholder needs are identified and on basis of that changes are made into project.

However, stakeholder play an important part as entire project success is dependent on them. If
there is any change in their need then project is not executed properly. Besides, stakeholder
analysis is done to find out who are internal and external stakeholder. The analysis also helps in
determining interest and impact of them on project. In similar way, in alcohol based program as
well there are many stakeholders needed in it (LeBlanc, 2017). Apart from it, there is
requirement of several resources as well which is needed to execute program. Without resources
it is difficult to execute program in UK. Thus, resources must be identified in proper way so that
accordingly it can be allocated. Stakeholders will help too add the value within the whole
programme and they will create a outcome make the programme successful. Internal stakeholder

include the government who will launch the programme but they will not participate they will

whole programme. general public will be also external stakeholder who will help too give their
donation and making the governmental initiative more effective so awareness among the
teenagers and adults can be spread and people can be aware about the negative impact of
consuming alcohol and disease they can get if they continuously consuming the alcohol. enabled
in focusing on what are ways by which alcohol consumption can be reduced among people.

negative harm. here are some of the resources that will be needed to promote the initiative and
create awareness among the people-

be also considered at the stakeholders of the whole programme who will give their support and
work to make the programme successful. The list of stakeholder an human resource will
conclude volunteers, institutions who work for the public health, and people who want to make
people aware about negative impact of the alcohol consumption. Stop and people will be the

aware of many problems they can face from the consuming the alcohol. In the offline programme
there were teenagers who were also presented so most of the teenagers also understand that why

facing the issue of consuming the alcohol were also present and they also take lesson and
understand. On the other side this campaign also go live so people from hold UK able to get the
initiative that helped to reduce the use of alcohol an people try to understand that why they

watch the programme an they will be a part of this initiative. social media and digital media will
increase the reach of whole programme so more and more people will attach with it and stop will

government is facing and they want to overcome from this issue. with the help of this
programme they can easily control the people and teenager to consuming the alcohol and they
can be more healthy and better in their lives. parents and family will be also get support through
this programme because they were able to control the alcohol consumption habits and people
