Introduction
The vulnerability is considered as an emotional injury, more particularly in being easily hurt like
an alone child and the people with disabilities. In this paper, we will discuss the vulnerability
among people with disabilities. This will perform under the lights of certain facts and figures
taken from a large number of literature papers. On the other hand, causes of vulnerabilities are
also studied to know the main reason behind the development of vulnerabilities among people
with disabilities. It can be said that persons with disabilities faces exclusion to different forms of
inaccessible environments and discrimination in many phases of their life. On the other hand, a
person with disabilities faces vulnerabilities in the greater manner in comparison to other
segments. In this context, it is necessary to review and highlight the available information and
data concerning the situation of those belonging to subgroups within the population with
disabilities and to inform programs and policies of the Australian society, including their
implementation. This paper gives us an opportunity to address the best ways of vulnerabilities
conditions so that it can consider and resolved as soon as possible (Ecclestone, 2016). Australian
society takes a large number of steps and builds different policies and laws to reduce the
vulnerabilities among the people with disabilities. The most important segment of people with
disabilities affected largely by vulnerabilities is women and girls with disability. They don’t only
face the social exploitation but also faced a large number of people in their life. Thus, it can be
said that vulnerability resolution is necessary to develop every segment of the country and make

Causes of Vulnerabilities among People with Disabilities
It can be said that there are more than one billion people with disabilities living in Australia.
They mainly live with physical, mental health, sensory, and intellectual disability. The causes
behind the creation of vulnerabilities are different. Some of the reasons behind the vulnerabilities
among people with disabilities are following:
HIV Burden
AS per the report of 2012 survey in Australia, it can be said that the main cause of the
development of vulnerabilities among people with disabilities id burden of HIV. The report
declares that the prevalence of HIV among people with disabilities is greater than 15.5%. On the

people.
Lack of Awareness by Society
The second most important reason behind the creation of vulnerabilities among disable people is
a lack of awareness by society. It is said that society of a particular country has little knowledge
about the reasons behind the development of vulnerability. They mainly perform a particular task
without any specific knowledge of it. On the other hand, it can be said that the society has don't

any knowledge regarding the HIV-related data. It is because people with disabilities are sparse in
most part of the America. Due to this, they aren't able to take proper corrective action towards
this problem. This is because of lack of awareness regarding reasons behind vulnerabilities.
Knowledge of vulnerability motivates them to take a corrective and strong action towards the
reduction of this problem among individuals with a disability (Hemingway, 2014).
Sexual Abuse and Violence
It can be said that adults and children suffering from disabilities are at a greater risk of violence
than are non-disabled people. There are a large number of reasons behind it. One of the main
important reasons behind their vulnerability is sexual abuse and violence such as exclusion from
society and the education. Such people are hardly disappointed and affected by vulnerabilities.
Violence is strongly associated with the health outcomes both in the long term and the immediate
term like physical and mental health problems, or injuries. A large number of previous studies
have found that prevalence of sexual abuse experienced by people with disabilities is greater than
others, more particularly for institutionalized women and men with intellectual disabilities. Thus,
it can be said that violence and sexual abuse is an important reason behind the creation of

Discrimination in Health Care Settings
In addition, discrimination in health care settings also works as a big reason for vulnerability
development. It is necessary for every country to work towards removing barriers and

Instead of giving proper health care facilities, disable people are discriminated. It can be said that
globally more than 23% of men and the 10% of women living with disability and not returning to

Low Awareness and Greater risk perception about HIV
Another important cause behind the creation of vulnerability among disable people is low
awareness or risk perception about HIV. It can be said that adults and adolescents with
disabilities in Australia or any other countries are excluded from sex education programs than
other people. Due to this reason, knowledge about the HIV causes is less among physical disable
people. Due to the lack awareness, they hunted by the HIV. The lack of appropriate information
regarding reasons and symptoms of HIV limit their ability and knowledge up to certain aspects.

reduce it.
Strategies of Australian society to assist and support
Generally, it can be said that reduction of vulnerabilities among disable people can significantly
reduce by taking appropriate actions by government and the society. Australian society and
government perform a large number of initiatives in the direction of protecting disable people

society to reduce the vulnerability among disable people:
National Disability Strategy
National Disability strategy is a strategy that mainly covers the ten-year national plan for making
improvement in the life of Australians disable people, families and their careers. It mainly
established on the basis of outcomes of extensive consultation report conducted during 2008-09.
The main motive of this strategy is to establish a high-level framework of policies that give
strong support to guide government in taking a large number of actions towards the benefits of
the disable people. National disability strategy mainly focuses on the disability-specific areas of
public policy. On the other hand, national disability strategy also drives improved performance
of mainstream benefits and facilities in delivering outcomes for people with disability. This
strategy is revised by the Australian society after every 10 years (Insel, 2016). This strategy of
the Australian society mainly plays an important role in promoting, fulfilling, and protecting the
human rights of people suffering from a disability. This strategy combines six different areas of
policies which are mainly accessible and inclusive communities, wellbeing and health,
community and personal support, legislation, justice, and rights protection, economic security

by taking a large number of initiatives. First steps taken by the American society under this
strategy are an improvement of access and enhance the people participation with disabilities in

important initiative taken by American society under national disability strategy supports the
formation and establishment of strong social networks with people suffering from a disability.

development of disability access facilitation plans by airport and airlines operators. This will
perform to improve the level of communication between passengers and the operators. The last
and the foremost step took by the American society for avoiding vulnerabilities among disable
people is impartial the education regarding the HIV awareness and necessary subject (Salsgiver,
2015). All these initiatives help them in avoiding the vulnerabilities among disable people up to a
level and ensure a good education regarding human rights and the other necessary topics. With
the help of all these initiatives, American society strongly able to protects the rights of human
beings and vulnerabilities among them. Thus, it can be said that National Disability Strategy
works as a strong initiative in the direction of avoiding the vulnerabilities among disable people.
Recommendations
On the basis of causes of vulnerability analysis, it can be said that American society needs to
take a large number of efforts in the direction of resolving vulnerabilities among disable people.
They can successfully perform this by incorporating awareness regarding needs and rights of a
person with disabilities in the development agenda and other necessary efforts. On the other
hand, they can also pay large concentration on the most vulnerable groups of disable people such
as women, children, and those in humanitarian crisis situations (De Beaudrap, 2017). By doing
this, they can successfully resolve the problem of disable people and gives them a basis of living
their life efficiently without any hurdle. Furthermore, American society and the government can
also promote the realization of accessibility as part of the general system of society. With the
help of this initiative, the government and society can strongly be into corporation the universal
and inclusive concepts in improving the life of disable person. Thus, it can be said that it is the

responsibility of the government and the society to manage their society and human beings in an
effective manner.

After studying all this, it can be concluded that the vulnerabilities among disable people
influence their mental behavior in a greater manner. Thus, it is the responsibility of the
government and the society to ensure that the person with disabilities should receive the adequate

maintained behavior. National Disability Strategy quite proves successful in avoiding the
vulnerabilities among disable people but not so much. It also needs to focus on demands and
requirements of disable people so that huge satisfaction can deliver them. Delivery of satisfaction
helps in avoiding vulnerabilities among disable people in a greater manner. Thus, it can be said
that American society takes efficient initiatives and can also improve the existing one by using
current and advanced approaches.
