The case study implies that due to lack of professionalism and strict organizational
policies, the procedures for maintaining a library and keeping up with the overall operation at
the Rainbow Elementary School appear to be challenging. The major issue appears is that due
to long term working relationship between the clerk and faculties, the teachers often violate
institution’s policies. Thus, to resolve such issue, organizational policies need to be reformed
in terms of access to the library. Before implementing it, Rainbow Elementary School needs
to amend its operational policies, such as –the organization needs to impose limitation on the
relationship between faculties and clerk. Each member including the faculties, board
members of the intuitions also need to comply with the policies.
On the other side, as the librarian, the rules of using an “identity to access” card
should be suggested to authority. This means that each member of the organization needs to
show the identity card before accessing the library and moreover there should be a particular
time period to access the library. In addition, a proper tree-pattern should be developed for
tracking the location of each books in the library. Fullan (2014) performed a study on quality
management in educational institute and mentioned about a policy of fines for overdue. Thus,
this policy should be implemented by making it mandatory, which means overdue books
charges $5.00 late fee. Furthermore, if the books are not returned on time, the authority
should send a collection notice from the institution and a hold should be imposed on user’s
account.
