Overview of Geographic Region
One of the most geographically tiniest county within the United States is Arlington
County, VA. The neighboring area of this county comprised of the national capital Washington
D.C, city of Alexandria, Fairfax County, and the city of Falls Church. It is a host of numerous
diverse cultures within one area (Perry, 2016). Arlington County is considered as one of the great
places that serve a reasonable rental assistance by providing subsidies and other rental programs
for the residents with low income. Schools within this place serve free or discounted lunch
programs for the suitable families. According to the census report, the estimated population of
this place was approximately 230.050 (2016). Among the population the median age within the
county is 33.9. At the same time, the average income of the household is 105,763 considering
most of the employees of federal government working in DC lives within Arlington. The
breakdown report of the county exhibit 63% white, 15.5% Hispanic, and 9.9% Asian. Among the
entire population 29.1% are the non-English speaker (Osborn et al., 2019).
As per the record, the county exhibit 34 public schools comprising of almost 22,983
students. The diversity score of the county is 0.53 that is comparatively higher than the average
score of Virginia (0.42). Enrollment of the minors is approximately 54%. The teacher student
ratio of the classrooms is 1:14. Among the 34 public schools, there are 18 elementary schools
serving almost 11,046 students. K – 5 system of elementary education is followed in these
educational institutions (Mordechay & Orfield, 2017). According to the demography of
elementary school, the K – 5 classes also observed with cultural diversity. It includes 47.8%
white, 9.4% Asian, 26.4% Hispanic, 9.0% black African and 7% others. The county is observed
with increased number of immigrants especially comprising from Hispanic and other minorities.

The language training programs including ESOL/HILT of APS offering various opportunities to
the non-English speakers of this county.
“Arlington Public Schools believes that all English Language Learners achieve
their fullest potential while building upon their diverse language and cultural
backgrounds. The ESOL/HILT office collaborates with APS staff to guide,
support, and monitor instruction that develops academic language and content
knowledge to accelerate student progress. The ESOL/HILT Office also
collaborates with APS staff to build effective parental and community
involvement that promotes student achievement.”
To summarize the mentioned statement, it can be said that, the public educational
institution of the county firmly believes that English language learner can achieve success
comparing to the other cultural backgrounds. However, the programs of APS including
ESOL/HILT helps the non-English speakers to develop their academic language serving
for both the purpose of their academic and communal lives (Top Arlington County and
VA Public Elementary Schools, 2020). Along with this, there are increased number of
CTE classes to aid the language development of graduate students and reduce the number
of dropouts. Additionally, the governmental framework incorporates latest technologies
with the education system to provide the students with real time experience.
