INTRODUCTION
Community development is considered as holistic approach that has been grounded in
key principles of human rights, social justice, empowerment, human rights and self-
determination. The current assignment will be based community development project, organized
by Australian government. The study will explain theories, ethics, and other actions of chosen
project.
TASK
1- What is the project? Who is the community? What is the community work in action and what
are the strength and limiters of this?
Community development program is supported by Australian government, with aim to
remote employment and community development services in the nation (The Community
Development Program, 2021). Local people in the country, especially job seekers are important
part of community, whom the governmental body target to provide unpredictable benefit through
this programme. It supports them in remote Australia, for purpose of building competencies,
considering barriers and supporting to their communities, via different flexible activities.
Community development programme is designed around the labour and social market situations
in remote nation (Anderson and Bigby, 2021). It is the main part of Australian government
agenda that help to increase employment appropriately and break cycle of well-being
dependency. Employment level enhancement is the best example of community work that
governmental bodies take in their action.
Strengths-
The key strength of community development program is better resources that
management take into their consideration and use at the time to implementing program into
practical manner. Better planning and strategies, also included in category of strengths that this
project may encompasses appropriately.
Limiters-
Inappropriate situational analysis, and lack of market reach, are two types of limitations
that community development program may have, which lead to decrease their effectiveness and
efficiency. It is important for management to focus on these limiters, that put adverse impact on
their outcomes at the end of project implementation.

2- What theories of community work are drawn on?
There are different types of theories of community work available in the world that may
draw on individual project. In case of community development program, conflict theory and
structural functionalism theories are applicable because the motive of this project, might be
achieved or fulfilled with these concepts implications (Kühne and Jenal, 2021). Conflict theory
in community development plays important role in form of driving individual attention toward
determining conflicts or issues that put adverse impact on society well-being. It may hold that
social order is well maintained by power and domination more than conformity & consensus. It
may directly or indirectly drawn on community development program in term of solving the
conflict related to employment, as majority of individuals tend to grab an employment
opportunity instead of starting own venture, which may lead to decrease the rate of employment
in the market. Structural functionalism theory also drawn under similar term in form of driving
the concentration of governmental bodies to improve employment structure and rule related to
that, which contribute to remove employment and make community progressive (The Basics:

indigenous and others to take pleasure of this program, in form of developing key skills and
using the same for community well-fare that is essential and beneficial for everyone. The
implementation of both theories and consideration toward the same help to reach desire results.
3- What ethics, philosophies or attitudes underpin the community work in this case study?
Community work encompasses different types of concepts, and terms that make
community development effective and useful. It includes some ethics such as honesty, respect,
loyalty, and responsibility (Backholer and et.al., 2021). Each term may drive the attention of
community development program organizer to be honest with their plan and whom for which
they may design this concept such as local people, including indigenous. They may become loyal
toward commitment they make with community and individuals who live under that. Along with
above ethical consideration, it is also essential for governmental bodies to fulfil their
accountabilities in term of increasing employment and providing fair growth chances to
everyone, which they may use to benefit community in form of conducting flexible activities and
practices.
There are several terms also include in community work and these are respect, right and
worth of individual. While promoting better living for entire community with active

engagement and on initiatives of society, management may focus on respecting others, and their
norms. It may enable them to increase individuals skills in ethical way, by respecting their needs
and providing appropriate resources as it include under the term such as human rights.
Community development program provides a wide range of flexible activities, which aim is to
increase skills of individuals, that allow them to contribute to their community.
4- How did the collaborators go about facilitating change for community and describe particular
strategies or procedures to create change and development for this community.
Collaborators who may collaborate in regard to community development program go
about facilitating change for community, in for engaging themselves fully in this project. They
may take initiative to conduct collaborative practices in form of taking right decisions, and
providing directions related to aim achievement. This activity or engagement may contribute to
facilitate change for community, as individual person may get fair employment chance, which
affect community development.
The best tactics that management may underpin in the project of community
development program are individual engagement and market analysis. It may provide them
better understanding related to community growth extent, which affect decision-making in
positive manner (Ekwealor, Ozurumba and Okeke, 2021). It may enable them to make
appropriate change in community and contribute in their development, in term of increasing
employment ration. Another strategy that management may take into their recognition is
engagement of others in community development program (Setokoe, 2021). It allows individuals
to provide their suggestion and specify their needs, which make community development more
effective and beneficial for everyone. Governmental bodies may follow the process of
community development in term of making effective plans after analysing overall situation. It
may affect positively upon community well-being and people who live under that, for purpose of
obtaining and utilizing their rights.
5- What have been outcomes or expression of actions?
The action taken in term of community development program may provide positive and
satisfactory outcomes. As it may contribute to increase or remote employment in the Australia,
where people prefer to grow personally and professionally (Jones and et.al., 2021). This program
may give them opportunity to develop their skills and improve many, which they prefer to use
for community well-fare, in form of increasing profitability, providing quality things and

generating GDP. Individual person may have high expectation from this program as they expect
to gain fair employment opportunity, which management may help to provide everyone, along
with considering barriers to employment. More than 1000 jobs packages remain accessible to
ventures and job seekers in the remote Australia. This package may aid to maximize employment
chances in remote nation for community development project participations. This plan may
outcome in form of providing opportunities related to employment or career growth to
Aboriginal and Torres Strait Islander individual who are living appropriately in remote Australia
for purpose of using this program that help to foster self-employment and develop small or
medium size ventures. This outcome may appropriately support community development in form
of obtaining more people with better skills that they use to grow and allow society to be
progressive, always.
6- Concluding about the effectiveness of community development?
From overall analysis, it has been concluded that community development is effective
because of several reasons. For example, its effectiveness shows in term of empowering
community members and creating strong connected communities where people like Aboriginal
live. The transition from CDP and other projects are largely effective as it supports those who
tend to grow and make their community progressive. The implementation of community
development program in practical manner may support by an external review of Indigenous
employment and training, as well as stakeholder engagement. It may put positive impact on
capability of providers in form of understanding change prior to implementation. There are
several outcomes at both community and individual level. It may allow people to make their
community effective and progressive in form of developing skills that they used to provide fair
growth to others like local people by establishing ventures, which is not possible for the to do
that without having multiple competencies. It can be said that community development may not
necessarily solve issues in a society, it contributes to eliminate challenges and complexities and
maximize opportunities for individual growth. It may support to empower people and give them
ability to utilize their rights, which is essential and beneficial for them to do that successfully
forever.
CONCLUSION
On the basis of above discussion, it has been concluded that appropriate utilization of
each theory of community in case of chosen project has enabled management to obtain desire

outcomes. As it has allowed them, contributing to the community and individual development in
the Australia, effectively, systematically and appropriately.
