Introduction
Autism spectrum disorder causes numerous social, behavioral and physical challenges
for children. People associated with autism have poor communication and social skills with
restricted, repetitive patterns of behavior. Communication issues, digestive problems, and
other physical ailments are some of the disorders experienced by children with disorders. The
number of children with autism has risen with time, and statistics show that one person in
every ten adults is diagnosed with autism. It is estimated that 1% of the population in
England has autism and that is equivalent to over five hundred thousand people. Between
men and women, statistics show that in every five people diagnosed with autism, four are
men and only one is a woman. There has been a discussion on the causes of autism, and signs
and symptoms are visible from age three and last throughout life. There is no treatment for
autism; however, if signs and symptoms are discovered in early stages, it can be treated and
managed. Scientist and nutritionist suggest that genes and environment have a significant role
in cause and growth of ASD.
Area of Need
Autism Spectrum Disorder (ASD) affects communication skills and social interaction
in children. The rising number of children with ASD has led to the increase in number of
students with ASD between ages of 9 to 18 years. I propose the establishment of a special
room in schools whereby when children with autism are faced with a problem, they will have
the room to relax and calm down without affecting other students or other activities in the
school. The professional educators in the school working with students with ASD will have
time to talk to the children freely without interruption from other members of the school
(McDonald 2011, pp163). According to Barnet care leavers, children without autism should

be handled with extreme care and attention so that they can feel needed and important in
society. Therefore the primary objective of my proposal is to give children with special
autism care when faced with challenges to provide them with the courage to recover and
continue just like the regular students. I propose that student with autism should have a
special room for them to calm down when faced with challenging behavior (Chen and Huang
2009, pp41).
Historical and Legal Context of ASD
The government approved the education policy that has worked out and has promoted
children with autism with the required knowledge. The education policy clearly defined the
teaching structure and the use of visual cues where necessary. The children with autism can
learn without difficulty. The use of clear rules and regulation in the classroom and
unambiguous classroom language has ensured that autistic children understand what they are
taught. The educational policy has shared the purpose of activities and assessment in
promoting the required outcomes. The knowledge of the teacher is essential in identifying
children's need. However, the teacher's limited understanding of children’s need has led to
academic failure. School accountability has been linked to the success of children with ASD.
When the school takes responsibility for their students and become inclusive in their lives,
the children are motivated and works towards success (Boateng and Narteh 2017, pp.89).
In the year 2015, the government set out legal duties for local authorities to improve
the employment opportunities for people with autism. The local authority was to carry out
need assessment of adults with autism. Local authority ensures that children with autism
should receive a formal education just like other kids. This will give them a chance if getting
employment in the future. The local authorities ensure that the schools offer special
education for children with autism without interfering with the needs of other children (Bell

2016, pp25). Also, organizations should employ people with needs and ensure equality in the
job market. The budget of 2016 integrated the disability employment gap and announced new
employment support for people with autism. The government implemented recommendations
from the National Autistic society to offer employment to the autistic adults in the country.
Financial Plan
The government spend 32 billion pounds every year on treatment and management of
autism. Therefore the funding of this project will come from the government, the National
Autistic Society and other non-governmental organization. The fixed cost include salaries for
trained personnel and electricity and water expenses which will cost 200,000 per annum.
Variable cost will include advertisement expenses which will cost approximately ten
thousand pounds per year. Fixed cost is projected at a hundred thousand pounds annually.
The cost of construction of one room will cost half a million pounds. This cost is inclusive of
all the required equipment. Parents will pay 12,000 pounds per term for the autistic children.
This project will generate income of 360,000 pounds considering that ten students in the
school have autism.
Findings
There are many gaps in the service provision for children and adults with autism
spectrum disorder. First, is the diagnostic skill required by the health centers to detect autism
in the initial stages is still a problem. Most autism is detected at a chronic stage whereby it
cannot be treated. Autism Spectrum disorder can be addressed only if identified and
diagnosed at early stages; therefore, the health professionals and autism specialist should find
a way of diagnosing autism at early stages of development. This gap is one of the biggest
challenges in the health sector because autism is a behavioral disease. There is no medical

test, like a blood test that will diagnose autism. The doctors look at the child behaviors and
development and make a diagnosis.
Leisure and access to recreational activities is another gap associated with autistic
management. Adults and children with autism are often discriminated from society. Children
playing at school ground during physical exercise lessons do not mingle with kids with
autism because of their differences in behavior. This usually affects children with autism
severely, the feel unwanted from the community and lowers their self-esteem. The access to
public transport facilities is also another challenge to people with autism. The leisure
activities are essential to people and are a source of happiness to people, and therefore when
denied these activities, it affects the normal behavior of individuals. The access to public
transport and other facilities promotes the social behavior of autistic individuals. However, in
most public facilities the autistic persons are unable to access them freely because they are
not treated independently. This has posed as one of the significant challenges experienced by
people with autism.
Recommendations
Human service should be critically examined in response to offering help to the
autistic children in the society. First, I would like to recommend proper training of personnel
and employees that will interact with autistic children. Medical staff, teachers, and educators
should possess skills that show high intelligence on matters relating to autistic children.
Because these children will have special sensory rooms, the employees should know what to
say and do for this children to calm down. Special rooms with untrained personnel will
escalate the problem because they don’t know what to do or say to the autistic children. The
government in collaboration with local authorities should provide seminars for teachers and

medical officers. This will empower them with the appropriate knowledge and skills to
handle issues for the autistic children (D'Alvano and Hidalgo, 2011, pp66).
Secondly, I recommend the establishment of a facility with the necessary equipment
will help in dealing with issues related to autistic children. The special room for this children,
will be fitted with reading materials and other necessary tools depending on the needs and
interest of the child. Coping and managing of ASD rely entirely on the needs and interest of
the child; therefore, I propose that the trained personnel should identify the interests and
needs of the autistic children before setting up the rooms. The public should be educated
about autism spectrum disorder (ASD) for them to be aware of the symptoms and treatment
of the disorder. Public awareness is important in promoting contemporary policies of
managing autism (Selen and Green 2014, pp88).
Conclusion
In conclusion, despite the best endeavors and policies that have been passed in recent
years, education inclusion and equality between normal children and autistic children will
take some time. To promote equal opportunities, teachers will require a higher level of
knowledge about the educational needs of students with ASD. The government on the hand
should pass policies and regulations that empower children and adults with autism in both
school and workplace. The National Autistic Society should research how to improve the
educational needs of children with autism and to make sure that they are well educated.
Further research should be done on the amount of money required for schools to build special
rooms and the type of equipment to be installed in the rooms. They should also strive to
ensure adults with autism receives employment opportunities just like other people. I
propose that the training of the teachers and educators with the necessary skills to handle
children with autism should go in hand with the adoption of a special room.
