assist the public to understand the exact picture of the change what it brings in the near future.
The stakeholders who are patients and the local authority should also be well informed of the
change in the hospital (Shamir and Eilam-Shamir). Consequently, they should be engaged
actively in decision making and communication to avoid conflict between the hospital and
stakeholders. The internal challenges that would limit the success of change is the ability to
convince the health care members that there is a problem it is usually hard to convince the board
members that there is a change need in certain areas. Mostly the board will rebuff the idea and
sometimes consider that there is a more real problem which needs to be addressed urgently.
