1. Introduction
Parks Corporation is an enterprise which dedicated mostly on the R&D business,
undertaking the projects for the Defence Department. It is altered their attention over many
years from for most part of the business of R&D to the facility of low-cost production
(Badewi, 2016). The downturn caused in this company reducing the number of staffs and the
staff commendation going from the number of 6700 to the number of 2200. In the year 1975,
the business strategy altered yet again with the improvement of the DoD spending. This
company then created to upgrade their engineering staff of the R&D.
2. Discussion
In the year 1978 from the month of January, the Parks Corporation took the decision
to deal for the Phase I on this Blue Spider Project with the Lord Industries for instance major
contractor for this Spartan Program of Army (Butt, Naaranoja & Savolainen, 2016). This
project was to improve mechanical abilities also age life of this small series tactical missile
that was showing fatigue disaster afterward 6 years in this arena. This conditions for
subcontractor was not any low suggestion only, but also the technical proficiency and the
performance of management. This Parks Corporation manipulated that they had the different
benefit over the maximum challengers, such as they had functioned on additional effective
projects for the Lord Industries.
From starting of this project, there are many difficulties noticed which are a s follows:
i) The project kick off which was happened casually also deprived of exact guidelines.
ii) Proposal of this project was won unethically by not revealing the truth (Donovan, 2018).
iii) The management of this company is considered for having the behavioural problems.
iv) The process of the operation required to improve.

v) The architecture or the relations of this organization required to be clearly described also
monitored.
vi) The knowledge of the project management is not used such as Cost Management, Scope
Management, Quality Management and Time Management.
For these problem, there are many changes are required to achieve success in this
Blue Spider Project which are as follows:
i) Need to follow the formal methodology of project management.
ii) A knowledgeable project manager need to be involved in this project with the programme
manager also the functional management needs to follow each step of this manner (Gaber,
Mazen & Hassanein, 2016).
iii) A experienced team of this project with sufficient resources needs to add in this project.
iv) The project needs to align to the strategy of the company with the proper priority al over
this project.
v) The customer that is the Lord’s Industries are required to involve on a regular basis and
consulted with the company.
vi) The communication all over the project, measurement, feedback, appropriate monitoring
and take the review of the deliverables need to apply.
From the case study of this Blue Spider Project, it is noticed that there are another
many problems situated which needs to be changed. These problems and the required change
are discussed below:

In this project, selected project manager did not manage the cost for this project. By not
following the appropriate process of project management, it was affect the cost of this
project.
The utmost significant parts of a project manager is to achieve the cost of project that
is known as the cost management. There are some process of this cost management that are
estimating the cost, the budgeting of cost and control of this cost. The consistent response to
the sponsor of this project also project office would be suitable to determine where this
project is with respect to planned totals against real cost amounts (Heagney, 2016). Owing to
the communication also controlling the project also the wasted work, the cost had to escalate
pointlessly. The project manager of this project had predicted the profit whenever there was a
big loss.
ii) Scope of project
The project manager of this project did not follow this scope management for this project of
Blue Spider (Klakegg, 2016). The manager change the scope of the work to prepare the trade-
off analysis to watch the things that can delete downstream to control the budget.
To gain the success, this project needs an appropriate definition of the project
requirement that consists of the project scope (Perrotta et al., 2017). Also project manager
needs to do the verification of the scope also control the scope after appropriate testing. The
plan of scope management consists the scope planning, execution and control. This scope
management is made as the part of Define plan process of the Project Management and is not
involved as the distinct process of the scope management (Pheng, 2018). This company
should have the templates, forms, or the standards for scope management. These situations
are critical for any type of project. The plan of scope management may have the topics which
can standardize for this organization, so each scope management plan is exclusive (Pollack,

2016). The project manager practices the plan of scope management as the baseline to guide
also measure this project up to closing of this project.
iii) Time of the Project
It have been seen that there have been absence of project management. Hence the tasks
which are to be executed by the project managers are not performed. One of the main job
prospect of a project manager is to perform time scheduling. The project manager takes into
consideration the knowledge of a project planner in order to start the operational process
(Pollack, 2017). This section ensures that a dual effort that is provided by the project manager
also this project planner helps in proper development of the time that will be required by each
of the activity sets. Hence by estimating the activities that are to be performed in the project
will be performed. After the project manager is included in the project, the issue of time
management will be getting eliminated (Sanghera, 2019). This elimination will be ensuring
that the time management issue will be getting eliminated. Another aspect that is to be
considered is that the deadline of the tasks are considered to be one of the major aspect that
details the achievement of this project. In the event the deadline of the project is not met, the
failure of the project is obvious. Hence with recruiting a project manager time related issues
might be getting eliminated.
iv) Quality of the project
Quality of the product is also one of the major aspect that is to be considered. It can be
realized that the separate project management section is present that ensures that the quality
of the product is maintained. In case the quality of the product is not maintained, the main
issue that is to be considered in the process is that the entire acceptance of the product or
services will be getting lower (Sellami et al., 2018). With recruiting a project managing team,
a separate stakeholder will be present who will be taking care of the quality of the product or

the services. It is seen that the deliverables that have been provided in the initial stage will be
considered and hence wise comparison will be made. After the quality manager checks the
quality test it is again rechecked by the project manager. Hence double quality check is
performed. Hence quality of the product and service can be managed.
